Payette in Odessa praised the Ukrainian army and "blessed" the privatization of the Odessa port plant

The US ambassador to Ukraine said that the Ukrainian army has recently become "combat-ready and strong." According to Payette, the experience gained in the course of “confronting flagrant threats to international security” played a special role in this. Speaking at the launching ceremony of the Sea Breeze exercise in Odessa, the American ambassador said (based on RIA News):
In many respects, this is a different country compared to the one I was in, and definitely this is a more efficient and strong Ukrainian army - an army tested by battles that confronted one of the most glaring threats to the fundamental principles of respect for international borders security. I am very proud of the partnership that we have developed with the Ukrainian government in working together to support a peaceful and prosperous Black Sea region.
While in Odessa, Payette looked closely at large infrastructure facilities of the city and strategically important enterprises. The attention of the American diplomatic ambassador attracted the Odessa port plant. In his microblogging Payette writes (in three languages, with errors in the Russian version):
Odessa port plant is worthy (in Payett - “worthy”) of planned, transparent privatization, announced recently. The United States is ready to help.
"Transparent privatization"? .. Isn't that the one with which the US helped Russia in the middle of 90, when all the country's largest enterprises were either in the hands of foreign owners, or from local criminal structures - future oligarchs? ..
