On the website of the President of Ukraine there was a message that Poroshenko signed a decree approving the decision adopted by the National Security and Defense Council. The decision concerns the military-technical cooperation of Ukraine "with individual states." The decree of the President of Ukraine has the number 522 / 2015 and speaks of "compliance with the constitution", while the decree states that the document has a secret part.

Of decree Petro Poroshenko:

In accordance with Article 107 of the Constitution of Ukraine, I decree:
1. To enact the decision of the National Security and Defense Council of Ukraine on 28 August 2015 of the Year "On the military-technical cooperation of Ukraine with individual states" (attached, secretly).
2. Control over the implementation of the decision of the National Security and Defense Council of Ukraine, enacted by this Decree, shall be assigned to the Secretary of the National Security and Defense Council of Ukraine.
3. For administrative use.
4. This Decree shall enter into force on the day of its publication.

Art.107 of the Constitution of Ukraine specifies the regulations of the National Security Council.

The President of Ukraine is the chairman of the National Security and Defense Council of Ukraine. The competence and functions of the National Security and Defense Council of Ukraine are determined by law.
