Will Russia and China sign a contract for Su-35С fighters?

Delivery of Celestial 24 fighter Su-35С is discussed for a long time. On the basis of objective prerequisites, the contract should be signed, but “nuances” are possible. Wait for the outcome of intrigue is not long. The result will be known at the Moscow Aviation and Space Salon in Zhukovsky.

The contract for the supply of 48 of such machines in the period from 2012 to 2015 was signed in August of 2009 and is successfully implemented. In 2011, the RF Air Force received two Su-35Cs, in 2012-m - six new combat vehicles, in 2013-m - 12. In 2014, the Ministry of Defense already transferred 14 Su-35С. This year KnAAZ them. Yu. A. Gagarin (part of the Sukhoi company) must assemble the final batch of aircraft in the number of 14 units. The first two cars were transferred to the 16 Defense Ministry in July - on the Unified Day of Military Acceptance The remaining 12 military aircraft will receive at a rate of two per month. As previously reported, the Ministry of Defense plans to sign an additional contract for 2015 Su-40С with the company “Sukhoi” in 35. And it is possible that this will happen on MAX-2015.

As for China, the contract with it could be a breakthrough for the export version of the Su-35S. According to experts, Russia is able to export to the world aviation market for up to a hundred aircraft of this type. Among the potential recipients there are already well-known operators of Su-30 family aircraft - Indonesia, Algeria, Vietnam, Venezuela.

As reported by the Chinese Global Times, the Global Times, in January 2015, a group of Chinese Air Force pilots arrived in Russia to retrain Su-35C fighters, which also indicates the signing of a contract to supply these aircraft to the PLA Air Force. In principle, there should be several contracts: on the platforms themselves, on the engines and aviation weapons of destruction (TSA), the nomenclature of which for Su-35С is quite extensive.

Negotiations with China on the Su-35С go for a long time. In June, Sergei Kornev, head of the Rosoboronexport delegation at the Paris International Air Show in Le Bourget, announced his intention to sign a contract before the end of this year. The need to develop the export potential of the Su-35С was also mentioned. Root, in particular, said it intended to submit this car to an Indonesian tender for the replacement of obsolete fighters.

In China, Su-35 was presented at the Air Show China-2014 (Air Show China 2014) international aerospace show, where it was shown statically and participated in the flight program. According to the results of the exhibition, the aircraft received high marks from the leadership of the organizing country. Deputy Chairman of the People's Republic of China, Li Yuanchao, after inspecting the aircraft, noted the super-maneuverability of the fighter, its modern avionics and the latest engines.

"Dry" can

Little is known about the alleged appearance of the planes that are planned to be exported to the PRC. A source in our delegation at Airshow China-2014 informed that Russia is ready to supply China with Su-35С multi-role fighters in a standard configuration, which has been worked out, tested and received a corresponding opinion from the Russian Air Force. Only then can an additional contract be concluded to carry out their sinification to the requirements of the customer. Relevant work will take quite a long time, since making any changes in the design of the aircraft is associated with a repeated cycle of flight tests and firing with all types of aircraft armament supplied with the aircraft. Flight tests of Su-35С missile weapons will take about a thousand flight hours. Only after the delivery of the aircraft to the Chinese side, the Sukhoi company will be ready to carry out the necessary additional R & D, modify the software, enter Chinese inscriptions in the information field of the aircraft, and perform a number of other tasks to adapt the machine.

The probable supply of the PRC Su-35 in the standard configuration of the Russian Air Force was mentioned in the course of “Airshow China-2014” and Vladislav Masalov, who was at that time the head of the United Engine-Building Corporation. He clarified that the transfer of these aircraft to China is possible only with the engines "product 117С", which are equipped with Russian Air Force fighter jets.

Possible options for equipping Chinese Su-35s with aviation weapons were also discussed. In this regard, the option of supplying the corresponding TSA developed by Tactical Missile Weapons Corporation (KTRV) is being considered, the head of the company, Boris Obnosov, said. According to him, KTRV cooperation with China has a long-standing history. During the Airshow China-2014, the company discussed joint projects with the Chinese corporation AVIC, including in the field of R & D.



At the moment, it is not known how the deal is implemented in the event of an agreement: whether fully finished fighters will be delivered or part of the party ordered by China is planned to be assembled at local production facilities. The previous leadership of the KLA in the person of Mikhail Pogosyan emphasized that the corporation does not intend to carry out licensed production of the Su-35С by analogy with the assembly program in the PRC Su-27SK, which operated in 90's. At the beginning of the year there were no such plans, and they were evaluated only as a likely direction of cooperation. At the same time, the construction program of the Su-27SK was highly appreciated by the former head of the UAC due to the fact that it created the conditions for cooperation in a number of other projects. So, in the near future, we should receive an answer to the question of where and how Chinese Su-35С will be produced, the first deliveries of which to the customer can begin already at 2016.

Today, China is one of Russia's most important partners in both military and civil aircraft manufacturing. Recently, cooperation in these areas has increased significantly. So, in October 2014, an intergovernmental agreement was signed on the mutual simplification of certification procedures for aircraft - airplanes, helicopters and aircraft engines. This was a further development of the earlier agreement on improving flight safety. Rostec and the Chinese Aerospace Science and Technology Corporation (CASC) (China Aerospace Science and Technology Corporation) signed a strategic cooperation agreement at the end of 2014. The document covers aircraft manufacturing, production of engines, special materials, airborne and radar equipment. Corporations have created a working group to discuss specific projects. In November, 2014-th United Aircraft Building Corporation signed a memorandum with AVIC to expand partnerships in the field of civil, transport and special aircraft manufacturing. As priority joint projects, consideration is given to exploring the possibility of cooperation under the programs of turboprop aircraft, as well as industrial cooperation, certification and market promotion of regional passenger aircraft.

A quarter century of cooperation


Since 1991, China has been one of Russia's most important partners in the supply of military aircraft. According to the SIPRI Stockholm International Peace Research Institute, the Russian-Chinese cooperation in this area began in 1991. According to the institute, even before the collapse of the Soviet Union, a contract was signed for the supply of 24 fighter jets from the PRC (including four two-seater Su-27-KUBK). Three aircraft were transferred to December 27 of the year, Russia has already completed the delivery of 1991 machines in 21. The transaction value is 1992 million dollars (700% of the amount was realized in the form of offset programs). In 40, the PRC transferred two more Su-1992CPKs (initially it was planned to deliver 27 Su-12SK, the order was subsequently reduced). In 27 – 1996, China received 1997 Su-24SK (including 27 to 2 Su-10UPK) with a total value of 27 billion dollars, and 2,2 fighters of this type were transferred to 28 – 2000 (cost of the party is estimated at one billion dollars). At the same time, China also showed interest in acquiring more modern Su-2002MKK. In 30 – 2000, China received a 2001 Su-38MKK worth 30 – 1,5 billion dollars. In 2 – 2002, this country purchased another batch of this type of aircraft from 2003 machines worth two billion. Then, in 38, the PRC was transferred to the 2004 naval aviation fighter Su-24MKK30.

Experiencing a number of problems with military transport aviation, China acquired Russian IL-76M aircraft. The delivery of the first batch of PRC from 10 machines worth 200 million dollars was made in 1993 year (60% of the amount was realized as offset programs). Presumably, the five previously used in the application of IL-76M were transferred to the People's Republic of China in the 2013-m. Another IL-76М was delivered for conversion into an early-warning radar detection and control aircraft (DRLO and U) using Israeli radio-electronic equipment. However, according to SIPRI, the order for ARLO and W was canceled, and the aircraft was transferred to China without the necessary equipment.

China carried out the licensed production of Russian military aircraft. In particular, as already mentioned, in the 1998 – 2007 years a licensed assembly of Su-27SK fighters was carried out. In the end, only 105 of the planned 200 aircraft, which received the designation Jian-11 (J-11) in the PLA Air Force, were assembled. Production of the remaining 95 fighters was canceled for several reasons.

Russian helicopters, including the sea, are also very popular in China. In 1997 – 1999, under the two PRC contracts, allegedly seven Ka-28PL anti-submarine helicopters and three Ka-28PS search and rescue helicopters were transferred. Another nine Ka-28PL delivered in 2009 – 2010-m. In 2010 – 2011, the PRC received nine Ka-31 long-range radar detection helicopters.



From 1995 to 2014, a total of 320 rotary-wing machines of the Mi-8 / Mi-171 family were supplied to China. This number includes Mi-171 / Mi-171 and Mi-17В-5 helicopters.

One of the problems of military-technical cooperation with China is the unlicensed copying of purchased aircraft, which has a negative impact on the volume and structure of bilateral military-technical cooperation. According to some experts, this problem may arise after the delivery of the Su-35С in case of signing a contract. Nevertheless, most Russian specialists have no concern about the issue of unlicensed copying. They believe that making copies of samples of high-tech military products (including the Su-35С fighters) is a very difficult task. At present, not a single copy of military aircraft has achieved global success in the global market. The main protection against unlicensed production is the continuous improvement of military products, including aviation, offered for export. The absence of concern about this problem was also shown by the head of the KTRV Boris Obnosov. As an example, he cited the Russian X-31 guided missile, which China was not able to copy at the moment (according to a number of sources, China is trying to start mass production of the YJ-91 rocket, created in the same manner as X-31).

Russian-Chinese cooperation in the area of ​​TSA continues. According to the head of the KTRV, Russia fully supplies the TSA for Chinese Su fighters produced in Russia without the participation of Ukraine, which previously supplied air-to-air missiles Р-27.

Immense market

Recently, cooperation between Russia and China in the field of civil aviation has received a special impetus. Experts from the French Airbus corporation (Airbus) estimated that the PRC in 2014 – 2033 would need more than 5300 airliners to support the airline market. During this period, China’s share in the global civil aviation market will be 17 percent. According to Erbas experts, in 2014 – 2033, China will need 3567 narrow-body, 1477 wide-body and 319 ultra-large airliners. Thus, the country over the next ten years could become the world leader in passenger air travel on both domestic and international lines.



China's interest in the promising Russian airliner Sukhoi Superjet 100 (Sukhoi Superjet 100 - SSJ 100) is understandable. At the end of 2014, Russia was negotiating with China to supply a large batch of SSJ 100, as reported at the time by the Deputy Minister of Industry and Trade of the Russian Federation, Yuri Slyusar. According to him, specific airlines participated in these negotiations. At the same time, the headquarters of the Civil Aviation Authority of China expressed its readiness to certify the “Superjet”. The process of validating a type certificate on SSJ 100 can take up to a year. Experts estimate the prospects of the “Superjet” in China as very good, while considering the possibility of selling SSJ 100 in China for yuan.

In May 2015, a major Russian-Chinese transaction on the leasing of Superjet to Asia was concluded, the volume of which exceeded three billion dollars. A joint company has been established that plans to purchase one hundred SSJ 100 aircraft from the GSS and deliver them to China and to the markets of Southeast Asia.

Specific measures are being taken to create a joint wide-body long-haul aircraft (SHFDMS). In November, the 2014 of the year was determined by its technical appearance, a number of parameters were agreed, in particular passenger capacity, requirements for on-board structures and systems. An agreement was signed on the next stage of the development of a draft project. In April, it was reported that the Russian Federation and the PRC would determine the range of flights of a joint wide-body aircraft by the end of the year. Avanproekt aircraft planned to develop by the middle of this summer.



For FFMS, the DCO is already ready to offer a solution for the power plant, it will use all the acquired technologies according to the Russian program of the turbojet dual-circuit engine (TRD) PD-14. It is assumed that a promising aircraft needs a power plant with a 35 – 40 ton load. According to representatives of the UEC, the technological base and developments under the PD-14 program make it possible in the future to scale it to develop a large thrust engine in cooperation with Chinese specialists. The corporation can offer its partners the same model for creating a power plant, which is implemented by the French company Snecma (Snecma) and Ryabinsk NPO Saturn according to the SAM146 engine program for the Sukhoi Superjet 100 aircraft. Only if, in the case of cooperation with the French, the hot part of the engines is supplied by Snekma and the cold part is manufactured by Saturn, then in the case of cooperation with China, everything will be the other way around. At the same time, until the creation of a joint power plant, ShFDMS can receive a foreign engine produced by Rolls-Royce (Rolls-Royce) or General Electric (General Electric).

Estimates of the cost of creating ShFDMS vary greatly. According to Yuri Slusar, head of KLA, it is 13 billion dollars in September prices 2014 of the year. But the numbers are called and 80 billion rubles and more. The project is funded by the Russian and Chinese sides in equal proportions.

In February, 2015, it became known that the work on ShFDMS will be carried out from extrabudgetary sources. Previously, the project was planned to allocate 1,489 billion rubles from the federal treasury and 2,5 billion from extrabudgetary sources.

The timeline for the completion of the ShFDMS project is currently unknown. Earlier it was reported that at the beginning of 2020-x should begin flight tests of the aircraft, designed for a range of 12 thousands of kilometers and transportation to 300 passengers. According to Slyusar, ShFDMS is planned to be introduced to the market by the year 2025. The further fate of the project will largely depend on the cooperation of the two countries.

China is also showing interest in the joint production of an updated version of the Il-114 passenger aircraft with Russia.
