Brazil is considering buying a former French amphibious ship Siroco

20
Brazilian authorities are considering the possibility of buying the former French amphibious ship Siroco Foudre class for its Navy, which is scheduled to be renamed Bahia with the tail number G40, reports "Military parity" with reference to the authoritative French naval site Corlobe.

Earlier it was reported that this ship wanted to buy Portugal, but later refused because of its incompatibility with the Portuguese EH101 Merlin helicopters. Brazil has no such problems, as its Navy has UH-14 Super Puma, UH-15 Super Cougar, UH-12 / 13 Squirell helicopters that are compatible with Siroco.

The Siroco is the second Foudre-class amphibious assault ship (LPD), withdrawn from the French Navy in July 2015. Although it was launched in the 1996 year, it is still a fairly modern ship. The Brazilian Navy delegation conducted a Siroco assessment last December.

The displacement of the Foudre class ships is 12000 tons. They can carry 4 helicopters (Puma type), 4 troopers and 450 manpower.

The article does not indicate one important fact: the cost of a used DVDKD is only 80 million euros. Now you can guess that most likely Brazil, by buying a used Siroco, is signaling that it is not going to spend on a new Menstrual for 0,5 billion euros.

            It's not that.
Used - quite affordable. And he will fulfill his function in accordance with the tasks of the Brazilian Armed Forces on the continent.

The deputy director of the Center for Analysis of Strategies and Technologies (AST Center) Konstantin Makienko gave RBC a comment on the termination of the contract for the supply of Russia to two Russian-built helicopter docking ships of the Mistral type.
The six-year series with the purchase by Russia of the French landing helicopter docking docks (universal landing ships) of the Mistral type ends. The parties quietly, without hysteria, respectfully and cooperatively agreed to terminate the contract. As in the fairy tale about the tops and roots, Paris remains ships that are not needed by the French Navy and which will be very difficult to sell for export. Money is being returned to Moscow, which it really needs now. Moreover, if the information on the amount of compensation is correct (up to 1,2 billion euros), not only the advances paid are returned, but also indirect costs are partially compensated: the costs of staying in France and crew training, the construction of infrastructure for the basing of ships, investments in the R&D to create ship version of the combat helicopter Ka-52K. All this dramatic story ends if not in the best, then completely acceptable for Russia way: the Russian Navy, the Russian shipbuilding industry, arms dealers and the country's political leadership received all possible benefits in the circumstances, while avoiding the many technical and political risks that would arise in case of transfer of ships

The deputy director of the Center for Analysis of Strategies and Technologies (AST Center) Konstantin Makienko gave RBC a comment on the termination of the contract for the supply of Russia to two Russian-built helicopter docking ships of the Mistral type. (CONT'D)
The Mistral purchase contract in Russia has always been heavily criticized, and the circumstances and motivation of the transaction are still unclear. The Russian Navy, which was definitely one of the main initiators and lobbyists of this acquisition, has never publicly explained why the ships need these ships. And the point here is not only the immanent contempt of sailors for civilians and land writers for the most part, having given birth to hundreds of articles about Mistral. It is amazing, but it seems that the fleet itself did not very well imagine why he needed these expensive and capricious toys. One of the most competent and experienced senior officers of the Navy, who worked closely with industry, once said that after receiving the Mistrals, the fleet had yet to find their place and mission. Even more surprisingly, the current State armament program until 2020 provided for the purchase of as many as four universal foreign-made landing ships. If the application of two units, at the very least, could still be invented and justified, then the acquisition plans for four of these ships do not lend themselves at all to a rational explanation. Perhaps at a time when the political elites in Georgia, the Baltic states and Ukraine were struck by the Russophobic rabies virus, which naturally requires appropriate treatment, including military methods, someone in the Navy Commander thought about acquiring overseas colonies for Russia.
By the way, contrary to popular belief, the former leadership of the Ministry of Defense was by no means an enthusiastic supporter of the deal. The then chief of armaments of the Armed forces of Russia, Vladimir Popovkin, considered this project a priority and intended to drag out negotiations, using price differences with the French. However, the Kremlin was instructed to sign the contract within two weeks. The resolution, ostensibly drafted by President Dmitry Medvedev personally, according to eyewitnesses, read: “To expedite the signing of the contract. This is my decision. The word “mine” was underlined twice. The directive was disciplined, and the contract, of course, was as a result signed on French terms.
If this story is not fiction, then it only confirms the hypothesis prevailing among observers that the foreign policy was the dominant motivation when concluding the contract. It is believed that Russia in this way thanked France and former President Nicolas Sarkozy personally for mediation during and immediately after the operation to force Georgia to peace. The deal also had serious symbolic significance, showing that despite Moscow’s demonstrative flogging of the possessed Saakashvili, the West still sees its partner in Russia.

The deputy director of the Center for Analysis of Strategies and Technologies (AST Center) Konstantin Makienko gave RBC a comment on the termination of the contract for the supply of Russia to two Russian-built helicopter docking ships of the Mistral type. (ENDING)
However, since the signing of the contract in 2011, the military-political and economic situation has radically changed. At that time there was a hope and a possibility that military cooperation between Russia and the West, including naval cooperation, would deepen. Joint exercises of fleets, anti-piracy actions, operations to evacuate refugees and provide assistance to countries affected by natural disasters - these and other scenarios made the presence of Mistrals in the Russian fleet, if not necessary, then at least minimally justified. Although even then it would have been better to use 1,12 billion euros to accelerate the construction of submarines, corvettes, frigates and minesweepers. But today there is no doubt that long-distance oceanic expeditions, for which the French helicopter carriers have been optimized, are certainly not among the priorities of the Russian Navy. At the same time, both in 2011 and today there are numerous risks associated with the use of these ships. Among them is the ability of Russian personnel, accustomed to coarser but more reliable domestic equipment, to competently operate delicate French equipment; dependence on the French for after-sales service; the possibility of using ships in cold waters. The question of the cost of operating the helicopter carriers remained open. At $ 100 a barrel, this problem was seen a little differently than it is today.
Finally, the Russian economy today is in such a position that the receipt of almost 100 billion rubles in the budget will be a much more significant contribution to strengthening the country's defense capabilities than the appearance of two “white elephants” in its fleet with incomprehensible functions, unclear prospects for operation and an unknown cost of use.
It appears that a cautious bureaucrat, François Hollande, by his decision to block the transfer of Russian helicopter carriers, eliminated all the risks and burdens associated with the possession of the Russian Navy by these ships. And all the useful things that could be drawn from this controversial project, Russia has already received.
            Thank you Mr. Hollande!
Merci bien, Monsieur le President de la Republique!

Brazil is worth thinking about. Since it is part of the BRICS, the United States may have any claims to it tomorrow, and France will again be forced to "abandon" a business partner.

Brazil has a French aircraft carrier - the only active carrier in the world with catapult launches but without nuclear power.

With the landing they have the trouble:
      - The flagship of the DKVD Tsiara, one of the first American DKVD still 50-s (1956 years) and he is rather dead.
      - 2 BDK level Grena, but 60's built.
      - boats.

Therefore, they need the flagship DKVD / UDC quickly and cheaply. They cannot scrape money on the Mistral. And this one at the price of 5 euro + sell repair and re-equipment payments. And they don’t really need a new one, ships in Brazil have been living for a very long time, from 50 years.
