Day of the rear of the Armed Forces of Russia
The holiday itself is very young. He appeared in the calendar of the Armed Forces in 1998 year on the basis of the order of the then Minister of Defense Marshal of the Russian Federation Igor Sergeyev. But the youth of the holiday does not mean that the rear service of the armed forces itself does not have a deep stories. From the very first moments of the formation of army structures in the country, the security services became an integral part of the security system. Reliable and high-quality logistic support has always been one of the indicators of success in various armed conflicts in which the troops of the Fatherland had to participate. After all, you can have an excellent army of training and potential, but if such an army at the front is faced with the problems of providing logistical services, then in this case training and potential are not always able to play a dominant role. All outstanding military leaders, without exception, understood this perfectly well, and therefore the rear service had become an independent structure, solving a wide range of tasks.
For the first time, the official status of domestic backyard was obtained in 1700 year. Then Peter I signed a royal decree, which has the following name: "On the management of all the grain stocks of military people to the okolnichy Yazykov, with the name of this, the Provisional General (Meister)." Employees of the so-called Provincial Order were engaged in providing the growing army with food, and it was about food for both the army personnel and another important component - feeding the horses (at that time there were tens of thousands of them in the army).
From the decree of Peter I:
The position of general proviantmaster remained in the Russian army until the reform of Alexander II (1864 year).
The 1911-1914 Military Encyclopedia of the Year defined the position of General-Provisionmaster as:
According to the report cards for the management of economic affairs of the army attached to the military code of Peter the Great (1716 g), quartermaster-general was chief proviantmeysterskoy part, relied a colonel, had two assistants - general-quartermaster-lieutenants in the rank of lieutenant colonel and chief quartermaster 3 in the rank of majors.
In 1864, the Provisional Department became an integral part of the main quartermaster department (SMI), and the rank of general-proviantmaster was abolished on August 6 of the year 1864.
The tasks of the main quartermaster department included the tasks of procuring and supplying troops and military formations with clothing, money, food, fodder and housing (housing) content from the 10-ies of the 20th century. It consisted of six (from 1 September 1910 - already from seven - the apartment segment was added) branches. The SMI had: a technical committee (with 1867), commissions, an inspector of technical establishment tenants (from the end of the 19th century), the Office of the head of army management experience with the lines of the quartermaster department (with 1907) and quartermaster receivers.
The longest time was Nikolai Nikolaevich Skvortsov (1879-1895) as chief of the main quartermaster department. The post of chief quartermaster of the Military Ministry, Nikolai Skvortsov, took over after successful service in the position of district quartermaster of the St. Petersburg Military District and field quartermaster of the army who fought with Turkey.
The contribution of Nikolai Skvortsov to the development of the rear (quartermaster) service is really great. He was engaged in the development of a “formula” for the most optimal distribution of the supply of troops, making provisions for managing the economic activities of the units. During his tenure as Chief of the Directorate General Directorate of the Military Ministry of the Russian Empire, Nikolay Skvortsov was awarded the Order of St. Alexander Nevsky (1883) and the Order of St. Vladimir I of the degree (1894).
Dmitry Savelyevich Shuvaev - the person who received a brilliant education (graduated from the Orenburg Neplyuevskaya military gymnasium and the 3 of the Alexander Military School) became the last chief of the State Imperial Directorate of the Russian Empire. In March, 1916, Dmitry Shuvaev was appointed military minister of the Russian Empire. It is noteworthy that after the October Revolution he became the main military intendant in Petrograd.
After the main quartermaster's office was disbanded in 1918, he held various positions in the Red Army, and in 1926 he retired. In December, 1937, Dmitry Shuvaev was shot by the verdict of the UNKVD troika of the Voronezh region (article - “anti-Soviet agitation”). Through 19 years he was posthumously rehabilitated.
In the USSR, the name "quartermaster service" was returned to 1940 and 1958. After the abolition of the service, the food and clothing supply structures and apartment maintenance units (KEC), which were part of it, were transferred to the central bodies of the army administration.
Deputy minister Defense Army General Dmitry Bulgakov:
In the Great Patriotic War, the state of the rear of the army and fleet, the level of comprehensive support of the troops became one of the main conditions for the crushing of the most powerful army of the Nazi invaders. This was facilitated by the dedication, courage and heroism of the personnel of the units and units of the rear, shown at the front.
After the war, professionalism and competence of rear services specialists, their loyalty to official duty and the best fighting traditions were convincingly confirmed when performing combat missions in local military conflicts and peacekeeping missions, naval campaigns, during large-scale exercises and sudden checks of combat readiness of troops.
At present, the logistics system (MTO) of the Armed Forces of the Russian Federation has organized the daily and combat life activity of the troops and fleet forces, and military professional traditions continue in a worthy manner.
Congratulations to the military, civilian personnel and veterans on the rear of the Armed Forces! I wish you good health, well-being, high achievements in military service and work for the benefit of our Motherland! ”
"Military Review" in turn congratulates the servicemen and veterans of the rear services of the Armed Forces of the Russian Federation on their professional holiday!
