"We should have arrested the president"

20 July 1998, Boris Yeltsin should have been arrested - the power in the country would be transferred to the military. Two weeks before this, the organizer of the conspiracy of General Lev Rokhlin was found murdered in his own summer cottage. Through 13 years after the failed coup, “RR” talked to the participants and witnesses of the conspiracy and recreated the picture of the proposed change of power

“I didn’t really hold out, to be honest.” I thought everything was in favor. And who could be against it? In the Kremlin regiment, a pancake, right through the Spasskaya Tower with two suitcases full of valves, Persia, barely closed - in-from such suitcases! - The retired Colonel Nikolai Batalov jumps up from his chair, spreads his arms apart, and you know: the bags were really huge, and there really were a lot of closures in them. But the Kremlin regiment needed them because they had no locks, not combat rifles.

Now Batalov works as a director for general issues at one of the chemical plants of the Volgograd region. At that time, he was first deputy commander of the 8 Army Corps, and then headed the regional branch of the Army Support Movement. And he was allowed to almost all the details of the plan to seize power. He can talk about it completely freely, because there is no criminal case on those events, there is no official conspiracy. And what exactly he carried in his suitcases through the Spasskaya Tower is no longer interesting for any investigator.

“And now, I have these suitcase shutters, and another friend has a lot of cartridges,” continues Batalov. - Gone, left. We were getting ready ... And we turned out to be suck-ups! We were no conspirators. On this, and burned.

- By the time Rokhlin and his closest associates were installed total surveillance and listening - this is beyond any doubt. That is, everyone knew what he was preparing ... - the former airborne forces commander General Vladislav Achalov told “RR”, an interview with which we recorded just a few weeks before his unexpected death.

Rebel General

Lev Rokhlin really was preparing a military coup. This was perhaps the only post-Soviet history a precedent for what could be called a "real military conspiracy." And if we take it broader, then for the whole of Russian history after the Decembrist uprising. After all, in the past two centuries since all revolutions, coups, mutinies, if the army played a role, then it was a statist role.

Lieutenant-General and State Duma deputy Lev Rokhlin, who at one time refused to be the Hero of Russia for the “civil war in Chechnya”, developed such stormy opposition activities in 1997 – 1998, which frightened both the Kremlin and other oppositionists. "We will sweep away these Rokhlins!" - Boris Yeltsin threw in the hearts, and the Communist Party deputies contributed to the dismissal of the rebel from the post of head of the parliamentary defense committee.

The military general who stormed Grozny in the first Chechen campaign got into the State Duma, according to the lists of the semi-official movement Our Home is Russia. But he quickly dispersed with a weak party of power in his views (the head of the NDR Chernomyrdin Rokhlin in the circle of his comrades-in-arms called nothing else a “spider”), left the faction and created the Movement in Support of the Army, Defense Industry and Military Science (DPA).

The organizing committee of the movement includes former Defense Minister Igor Rodionov, former Commander of the Airborne Forces Vladislav Achalov, former KGB head Vladimir Kryuchkov and a number of equally noteworthy retirees with noticeable influence and connections among the security forces.

Then there were trips around the regions, a personal plane, obligingly provided by one of the leaders of the military-industrial complex, meetings with governors, halls filled to capacity in major cities and the most distant military garrisons.

“I was on several business trips with Rokhlin — in Kazan and other places,” General Achalov recalled, “heard the speeches, saw how they perceive him. He expressed himself extremely harshly. To hear that today from a federal deputy is unthinkable. And then all of them were scared - not only the Kremlin, but also the Communist Party of the Russian Federation, the Liberal Democratic Party ...

“There were moments that we gathered in a very narrow circle at his dacha, there were literally five or six of us,” Achalov continued. - Of course, initially there were no plans for an armed seizure of power, an armed uprising. But then the life situation pushed this. Because the leapfrog in the state gained momentum, it grew simply catastrophically fast. You remember 1998 year? Since spring, the boy Kiriyenko was the prime minister, and in August there was a default. So imagine what would have happened if Rokhlin had not been killed in July. The option of attracting the army was not at all excluded.

He did not tell about any additional details. Dropping, however, that Rokhlin "could rely on the Volgograd 8 Corps in any questions." Rokhlin commanded this corps from 1993 onwards. With him, he passed the "first Chechen". And even when he became a deputy, he paid absolutely special attention to him: he regularly met with officers, personally supervised matters of re-equipment and equipment of the corps, turning it into one of the most combat-ready units.

“About two years after Rokhlin’s death, I talked to the officers of this Volgograd corps, they told me something, and, based on these stories, there could really be something,” says the head of the Union of Officers, Stanislav Terekhov, At one time, he was part of Rokhlin’s entourage

Coup plan: army

- Details, means, you want, - the colonel Batalov thoughtfully looks at me.

Early morning, we sit in the bar of the Volgograd hotel. I am pressing on the fact that almost a decade and a half years have passed, all the statutes of limitations have come out, and much can be said openly. Finally, the colonel agrees:

- Good. How was this event planned? They wanted a power seizure of power. Power! Here even the conversation was not about some kind of "protest events." This is so frivolous. Here, in the center of Volgograd, on the Square of Fallen Fighters and on the Renaissance Square, it was planned to withdraw the forces of the corps.

- Just like the Decembrists at the Senate? - I clarify.

- Right. But Yeltsin here did not have the forces that were in St. Petersburg with Nicholas I, who had shot the rebels with a canister. In addition to the hull there were no forces at all. Well, the team of internal troops in Kalach. Another convoy battalion. And there would be no one to stop us if we really went out.

- What's next?

- After the corps’s performance, a notification is sent to other army units. We would be supported in a variety of places. I don’t know the whole scheme. I speak for what I know. Here is the Kremlin regiment, the regiment of protection, he was in half: part of the command for Rokhlin, part for the president. This regiment could not have prevented us, even if we had come directly to the Kremlin. The main reserve command post of the armed forces was simply bought - they gave money to whoever needs it, good money, and he says: “That's it, at this time the security will be removed. I’ll leave, and here’s your connection with the whole world. ” And with the country - there’s nothing to say, with all the army structures. We have two transport aircraft, for example, in the Pacific navy stood, marines, two battalions, lived for two or three days at the airport.

- What for? To fly to Moscow?

- Yes! And the same on the Black Sea Fleet. In Sevastopol, a brigade of marines stood ready. Naturally, the Ryazan Higher School Airborne. Cadets internship canceled. They were somewhere on the landfills, but by a certain moment they were returned to Ryazan. Because Ryazan is two hundred kilometers from Moscow. The school was one hundred percent for us. And the agreement was with the leadership of the Taman and Kantemirov divisions, that they at least do not oppose us.

Coup plan: citizen

“It was a good system project that meets all the requirements of what science calls“ system engineering of projects, ”said Rokhlin’s former adviser Pyotr Khomyakov who brings the scientific basis to the failed coup. - There are classic works on this. The same Jenkins. The core of the project in this case is the force actions of the army. And the medium of implementation is mass protests, informational actions, local political support, economic support. And even external support. Based on this, we analyzed the flow of goods in the capital. And the presence of powerful, active strike committees in the settlements along these routes. It was planned that on the eve of the army’s performance, the strikers allegedly spontaneously cut off the routes along which some goods were delivered to Moscow, the absence of which would cause social tensions. For example, cigarettes. The lack of a smoke would have heated up the situation in Moscow, there would have been an increase in negative moods.

- How did you know all these routes?

- Yes, from the Moscow City Hall! Luzhkov was a direct participant in the project Rokhlin. By the way, on the day of the assassination of the general on 11 in the morning, Rokhlin and Luzhkov were scheduled to meet to clarify some details. Moscow media on team Luzhkov would be accused of a tobacco crisis, the Kremlin.

In the team of Rokhlin, Khomyakov was responsible for developing mechanisms for the socio-economic support of army actions. At the same time was a political observer of the RIA "News”, And also a doctor of technical sciences, a professor at the Institute of Systems Analysis of the Russian Academy of Sciences. RR found him in Georgia: in 2006, he joined the Russian dwarf ultranationalist organization Northern Brotherhood, and after the head of the Brotherhood, Anton Mukhachev, was arrested, fled to Ukraine, where he asked for political asylum, and from there to Georgia.

In parallel with the creation of a product shortage, mass demonstrations were planned.

- Everything was painted. Who from which region is responsible for what after arriving in Moscow? Bridges, train stations, telegraphs. It is easy to paralyze the work of the apparatus, - says Nikolai Batalov. - Ten people came and turned off the substation - that's all, there is no connection. And the rest is the same. They came, they announced on TV: "Yeltsin was overthrown, sent into retirement - this is his renunciation." And what? He is a soldering iron in the well ... - he would have definitely signed a renunciation. And the State Emergency Committee - morons, forgive the expression, who were shaking and did not know what they want. We clearly knew what we want and what to do. Thousands of fifteen to twenty people in one day in Moscow would come only from Volgograd. This would be enough to paralyze the activities of all power institutions. Personally, I had to bring a half thousand. I have already been scheduled: who trains, who buses.

- Where did this money come from?

- Rokhlin gave. One day he says: "At 24, thousands of dollars are for expenses associated with the nomination of the people." Although many helped from the heart. For example, the head of the railway depot, when I came to him to ask for help - to ferry people to Moscow, - says: “We'll pick up a couple of cars to the passenger train, stuff people there.” Buses were refrigerated with food. The director of one of the factories told me: “Here is a connected refrigerator, completely packed with canned meat. This is all from my factory, all purchased. The second refrigerator - the food is different to you. " And, for example, the mayor of Volzhsky said: "Dame forty buses." Well, forty did not work - about fifteen buses he had to give. Yevgeny Ishchenko was at one time the mayor, then he was put under a far-fetched pretext. I met him in 1998, I say: "We need a little help - people change clothes the same way." He bought for his money, I do not know, thousands of five sets of uniforms. I traveled by car - I have eight, Lada - reconnaissance of the route was carried out: where to stand, where to refuel. On the way, I watched where gas stations and tank farms were. I even prepared special receipts - that when we take power, we will return the money - as much as diesel fuel was poured ...

Where did financial support from Lev Rokhlin come from? Apparently, it is really from close to him enterprises of the military-industrial complex, which then suffered from the collapse of the state defense order.

“Rokhlin had a very clear program of support for the production business, in the development of which I and my colleagues from the Institute of System Analysis of the Russian Academy of Sciences took part — I actively consulted with them,” says Peter Khomyakov. - So businessmen-production workers supported the general and helped him in every possible way secretly. So, most of the strikes of that period were organized by themselves, of course, without advertising it, and coordinated with the general the time and place of these strikes. On the May holidays 1998, a series of speeches under the flags of the Army Support Movement took place. It was also the sounding of the army environment — how the officers of different units, as the command of these units, support the measures. Everything has been verified. As a result, the march of army units to Moscow would be politically triumphant. And each nominated regiment near Moscow would have turned into a division with the support of columns of literally hundreds of thousands of strikers.

External support was to come from the West. Of course, not from NATO, but from Alexander Lukashenko.

“I did not participate in the organization of this event, but I know from other team members that there was a secret meeting between General Rokhlin and Lukashenko in the forest on the border with Belarus,” Khomyakov says. - You know, it is interesting: when Lukashenko gave a press conference in RIA “Novosti” and walked into the hall, Rokhlin stood in the aisle, letting Alexander Grigorievich pass. They did not greet. But exchanged such meaningful views! It was clear only for themselves and for those who were in the subject and stood nearby. Then, when some stubborn journalists said they greeted, the general smiled and answered: “What are you ?! But we do not know each other. We were two meters apart and did not say a word to each other. ”

Bad rehearsal

The first attempt to speak was scheduled for the twenties of June. Lev Rokhlin then once again arrived in Volgograd.

“After the bathhouse, we discussed this whole affair, in the morning the commanders departed, and at four in the morning everything buzzed here: we were blocked by a team of internal troops. That, from Kalach, - Nikolay Batalov remembers. - I rush to Lev Yakovlevich, saying: “So and so, what to do? We covered. " But they did not know where the command post was. KP is already out in the field, twenty cars, communications and everything else. Rokhlin says: “Give everything back to the original. And I'm going to Moscow. Nothing happens - they will tie everyone up. ” The event had to be postponed. He didn’t live for two weeks ... I was at the eight - I landed Lev Yakovlevich and drove to Moscow, right up to the State Duma. He managed to attend the meeting and said there: “I don’t know anything, they say.” While I was alive, we were covered. And then they called me to the FSB. But by that time I left the post of deputy commander of the corps and only headed the DPA department. And the officers were frightened. Someone was immediately fired, someone was transferred. I was allowed to listen to our entire conversation in this bath.

- Did they write you?

- Yes. All of them, in general, knew. That's when Rokhlin in the steam room directly with someone talking - they did not have these records. We went there one by one. Hot - equipment, apparently, did not work. And in the hall they all heard ...

After the incident, the illustrious corps was disbanded. Just as defiantly as his officers intended to threaten the capital. In the Museum of the Battle of Stalingrad, we could not find the banner of the corps, originally exhibited there. It turned out that he had been asked to go to Moscow, to the Central Museum of the Armed Forces, and was handed over to the znamenny archive. So that nothing in Volgograd would remind of the corps.

- I Kazantsev (Victor Kazantsev, at that time commander of the North Caucasian military district. - “RR”) then personally said: “Putchist, you will not serve me, go to Transbaikalia,” recalls the former 8 communications director Corps Victor Nikiforov.

He is one of those who were suspected of involvement in the preparation of the rebellion. Although Nikiforov himself denies this now.

“Once Lev Yakovlevich came here, they arranged, as usual, officer gatherings,” he says. - They drank it. I have not been there, unfortunately. And then hotheads began: “Why is there Moscow, we will crush it, the people will rise!” The fighting mood after Chechnya. And there was Rokhlin’s careless statement that “the divisions are all with us, and aviation will support. " People just sat at the table in the kitchen, drinking. And the guys from the KGB-FSB listened to them. And then Rokhlin dropped: “Nikiforov has everything, he has warehouses, equipment.” And I have really good zonal equipment, a workshop, a warehouse. Not to take Moscow, but to defend the homeland. I was not at that meeting! And still, they dragged him to the FSB, and a year later they removed him from the army. Just because Rokhlin said my last name once.

Victor Nikiforov's words can be interpreted in different ways. You can find that he still participated in the conspiracy, but even now, after 13 years, he is afraid to admit it. And you can believe him, and then it turns out that General Rokhlin did not fully understand whose support he had and who did not, and became a hostage to his own inner circle, who assured him that the army supported his actions unconditionally. In any case, the conspirators' chances are no longer so obvious.

- Unfortunately, Rokhlin himself was substituted - as an inexperienced politician. Let's be straightforward, somewhat straightforward, ”recalls Stanislav Terekhov, the leader of the Union of Officers. - I am also straightforward, but I feel, where there is a traitor, I feel it in my head. Rokhlin either felt or did not, but there were too many strangers around him.

After the failure of the first coup attempt, the second, decisive speech was scheduled for July 20. And on July 3, Lev Rokhlin was shot.

Russian Rescue Committee

Did the conspirators have a real plan of action in case of victory? Yes and no. But the first organizational steps they imagined.

- From the point of view of political realities, a certain transitional period was assumed. Military revolutionary dictatorship! - extremely frank Peter Khomyakov. - But Lev Yakovlevich absolutely did not want to delay this period. Planned the immediate convening of the Constituent Assembly. And then full competitive elections. There was no doubt, and no, that he and his team would absolutely win these elections.

“There should have been five people in the transitional government,” says Nikolai Batalov. - I am a military man, and for me it is superdemocratic. But who these five - I do not know.

- Well, did Rokhlin have to be among them?

- No, no, one hundred percent! He did not want to be in supreme power. Neither the dictator nor the ruler. By no one. He is a tool, performs a task — he overthrows Yeltsin and his clique.

And five people are in power - the Committee of Salvation of Russia. Everyone is equal. There is no chair. In the regions, through the structures of the ADP, institutions are created “looking for power”. The executive branch, the legislative branch, the army, the militia, and everything else are locked in them. Here, for example, I had to be so “looking” in the Volgograd region. Immediately the lieutenant general would get: his own power! Would have wanted - the colonel-general himself hung. So there was something to fight for. But this is me, figuratively.

If you believe Batalov, the conspirators were concerned even with such a seemingly secondary issue, such as preventing anarchy and chaos after the coup:

- We even thought, as if there were no unrest - how can we prevent this from happening. You never know what? You have somewhere crushed something, and the crowd will smash further. Who needs it? We didn't want this.

Shot at plot

3 July 1998, Rokhlin was killed at his own summer cottage in the village of Klokovo, Moscow Region. The prosecutor's office claimed that his wife, Tamara, shot the sleeping general from an award pistol. The reason is a family quarrel.

The supporters of the general are sure: this is the Kremlin’s revenge and an attempt to prevent military actions. Vladislav Achalov directly calls the murder "political", says that after the death of Rokhlin in the forest, they found "burned corpses" - this is how "the liquidators or those who participated in this operation were eliminated." Peter Khomyakov testifies to the same thing:

- The security was bribed. Three murderers hid in the attic. They killed the general and left the cottage. Then they themselves were eliminated immediately in the forest plantation located in 800 meters. The bodies were doused with gasoline and set on fire. There was an 29-degree heat in the street. Then, quite seriously, they said that the corpses had been lying there for two weeks. Version for idiots!

Colonel Batalov - he was at the dacha on the eve of the murder and returned there in the morning after him - is more restrained and confident that “Tamara Pavlovna, most likely, killed him,” but at the same time it is stipulated that “she is not a murderer, just a murder weapon. She spent three months in the hospital zombie. They could inject something, process it, so she shot her husband. ”

In the end, the Rokhlina case was lowered on the brakes. In 2005, the European Court of Human Rights granted the complaint of the General’s widow for a lengthy trial, noting that the length of the trial, which is more than six years, constitutes a violation of the European Convention on Human Rights regarding the “right to a fair process within a reasonable time” . After that, the Naro-Fominsky court sentenced Rokhlin to four years in prison, but read the detention in that period. Rokhlin was free and did not dispute the verdict. Thus, a status quo that was convenient for everyone and still remaining today was fixed. Militiamen no longer pursue the widow of the general, but they are not looking for other killers either.

“The main thing for me is that Tamara Pavlovna is free,” Rohlin’s lawyer, Anatoly Kucherena, explains to RR. - Everything else is not so important now ...

The investigation into the failed coup also did not end there. No charges were brought against anyone. Everything was limited to cleaning up the officers' ranks and disbanding the 8 of the army corps.

Well, who of the present, who is at the top of power today, and in those years from quiet and unnoticeable, proved his loyalty to the "Family" by the murder of Rokhlin? Who made a dizzying career after the death of the general?

sad The authorities are afraid to set a precedent because then such punishment can also catch them for their sins, therefore they don’t even touch the tagged one, and the agreements between the former and the current ones, with the exception of certain episodes. It went downhill with Brezhnev, and even Khrushchev could be said - under Stalin they shot for crimes, under Khrushchev they planted, under Brezhnev and above, only the removal and deprivation of some merit fool But high-ranking geeks, in theory, should be immediately planted on a stake, unless you can hold on to work for about 5 years and suddenly some misunderstandings will emerge.

Now, drop your emotions and think with your head that it would be in Russia if Rokhlin managed to seize power ... The military dictatorship ... And then what? The shooting of Yeltsin and his comrades-in-arms ... So, and then ... What would life be right at once? I think not, the executions would have continued, the division of property and warm places in power would have begun, we would have fallen into such a wolf hole where we were finished off ... But Rokhlin may be a brave man, but as a politician, he’s just an unwise person !!! To govern the state is not to give out orders in accordance with the charter ... It is necessary for the economy, industry, agriculture and others to be able to manage ... How many former generals became governors? About a dozen somewhere ... Well, who showed himself? Yes, no one, because they didn’t understand a damn thing about where they harnessed ...

There would be an immediate strike by NATO, CHINA and Japan from all sides and with current technologies (as opposed to the latest intervention), the final fall of Russia and the Rus would be visible. And do not forget that in 1998 the top generals were completely insignificant, like Pasha-Mers and Kvashnin, who were completely obstructed in the first Chechen one, while the new constellation of the current military leaders grew out of these meat grinders, including our chief of the General Staff Gerasimov.

About lieutenant colonels: I have personally read an invitation to work to the current masters of life in Moscow newspapers "former military men with the rank not older than lieutenant colonel" (first to the casting, of course). And these "masters of life", as our life shows, are not weak in many modern realities. And as a retired lieutenant colonel I agree on something. Repeatedly observed how a guy, a wonderful campaigner, a specialist and a commander, having reached the third star, quickly turned into a swaggering rude, tyrant and outright bum. So we will not underestimate the hidden capabilities of lieutenant colonels. Look, our clear sun Vladimir Vladimirovich, also from these ranks. And you say ...

Pinochet was also a general in Chile. He was not a genius, but he dealt with the country. Presidents are not born, but when someone occupies this post, then this person actually learns to govern the country from scratch. Further, life shows whether he is able to be president or not.

An alternative is the strong left parties and trade unions (but the right, I do not mean fascists, but normal conservatives, in the pen), freedom of speech is also limited, but in the opposite direction, rampant crime, the economy is bursting at the seams, economic freedoms are limited (like at least your store, but just ordered to sell and how much is ordered).

In my opinion, she only knew how to steal, the state rested on old crepes, I think that there would have been people in the government and the Duma who had managed to rectify the situation. It is not for nothing that it says here that Rokhlin did not want the highest power — a pure revolutionary.

In fact, there is no choice, there is the appearance of a choice - created by many mirrors (straight curves, etc.) by world corporations and controlled by world restrictive laws.

The main thing is that Russia avoided civil war and collapse (according to the scenario of Western technologists) ... If now, such unbridled pressure on Russia, and in those days even more so, they removed all the unwanted in the open (how many wood grouses are hanging?) ... Times are again hard, and someone again wants to "fish in muddy water .." The strength of Russia is in unity!

And the demoliberators should not erect the “Solovetsky stone” on the Lubyanka and not even return Felix, but erect a multi-pound monument to Stalin - he was the first “red” generals under the leadership of the Congenial Marshal Trotskyist to shake off, and so no one had any the seizure of power. Yes - on the "Solovetsky stone" statue of Beria with Abakumov in an embrace - after the war, again by Stalin's order, they cruelly transferred the general's opposition into contraceptive form, not allowing even the very thought of comparing with the Decembrists. And then the American invention of the time of their civil war - the institution of commissars under military commanders, grew to Glavpur - no matter what they say, and the system of education for obedience to the leadership was clearly set and driven practically at the genetic level. Well, the repressive apparatus of the political investigation of the KGB - the vanguard of the CPSU under the Council of Ministers of the C SSR.

Nonsense! Inaction is also action. If the people deceived the authorities in a democratic way, then the Armed Forces, which did not defend the people, are the same armed participants in the coup in the country for an anti-people seizure of power. Simply put, the same traitors. Their weapons did not fire when it was necessary to protect the people. It was in their hands and, in fact, was privatized from the people by a general hostile to the people. To the Kremlin regiment, damn it, right through the Spasskaya Tower with two suitcases full of bolts, Persia, barely closed - hardly any such suitcases! - Retired Colonel Nikolai Batalov jumps up from a chair, spreads his arms to the sides, and you understand: the suitcases really were huge, and there really were a lot of closures in them. BUT They needed the Kremlin regiment because they had carbines without bolts, not military ones.
It is strange how many I watched parades, solemn meetings never noticed that the SKS carbines of the Kremlin had no bolts. Perhaps I admit that there are no strikers in the bolts, just in case, but I have never seen a carbine without a bolt. Doubts arise about the knowledge of the weapon of the retired colonel. . And was there a colonel? For those who want to get an idea of the Kremlin's security, I recommend reading the book by Valery Velichko, the former chief of the Kremlin security headquarters, "From Lubyanka to the Kremlin", in order to understand what nonsense the retired colonel is talking about. Poltoranin has it "Power in TNT Equivalent". An entire chapter is devoted to Rokhlin.
I don't quite understand - he worked at the State Duma and saw how the country was sold to the West. Did he really think that these people would allow him to easily displace Yeltsin and tear them away from such a trough? Here is what Poltoranin writes about I. Rodionov: “Yeltsin appointed Igor Rodionov as Minister of Defense at the suggestion of Lebed in June of the same year. And already in May 97 (just ten months later) he loudly dismissed him for the collapse of the army and navy.
And the ins and outs of the hasty dismissal of Igor Nikolaevich is simple: in the minister’s chair, he shuddered at the scale of betrayal and began to restore elementary order. Mentors Boris Nikolaevich, of course, did not like it.
The DPA Rodionov entered the organizing committee of the protest movement of General Lev Rokhlin without hesitation. "

When I served in the BB in 2002, we were given lectures on the tactics of internal troops and part of the lectures was devoted to counteracting a possible army riot. As far as the officers told us then, the ODON has a clear plan for the case of a riot in the mo, and according to this plan, the Dzerzhinsky division should neutralize the Taman and Kantemirov divisions. The plan implies a complete blockage of any of their supplies and in the event of unrest there, they will have neither a sufficient quantity of fuels and lubricants nor ammunition. I think that the rest of the explosives also have their own envelopes, which their commanders must open upon command. And 22 OBRON from Kalach (if this interview is true) - handsome, clearly worked.

And also from the article it follows that the FSB was already controlled by those who actually removed the EBN. And they were dismissed only because they were afraid that such processes would only grow! Remember how dissatisfied were all the omnipotence of American advisers in the Kremlin, who dictated how to change the country. As then the oligarchs ruled, so now. And that is why there will be no changes in liberal politics. It's just that our oligarchs are not ready to surrender the country just like that to foreigners, because then there will be no place for them in that business. So they dress up in the toga of democrats and liberals and are forced to attend to the needs of the people, otherwise there will be no one to protect their "acquired by incredibly hard work" capital and stored them in a significant share in Western banks! I do not mind that Lev Rokhlin and company were respected people and possibly patriots of their country. But I am grateful to the Lord that they did not succeed. Judge for yourself and remember those times. The oligarchy is in power, their factories and ships. The people have already survived all sorts of pyramids and reconfigured to the capitalist path. Someone even saved up something, someone became an entrepreneur. What am I doing? If the coup were a success? What system could Rokhlin and Co. offer? Back to communism? Half the country would rebel. If this is just a change of power without a change of order, then this is a junta and just a change of ruler, as it is now in Ukraine. We would have roughly the same thing with the economy and not the fact that we would have climbed out. And the mattresses would definitely add fuel to the fire, and even babanuli. In general, it would be just ASS !!!

In addition to what has been said. Think about the situation in the world. In July 98th NATO is making plans to bomb Yugoslavia. The coalition of countries has already been assembled, they are accumulating forces and means. Believe me, this is not a quick process and it is not done from scratch. The decision to unleash a war was made long before the bombing (March 99th for those who have forgotten). And if the coup took place, where would the planes and "axes" fly, still a big question? Developing his thought, Rokhlin was not an oligarch, but financed from some sort of bottom line? I can assume that he was "played" in the dark. And when after his death it became clear that the plan had failed, and NATO troops were already equipped and financed, the money required a return, it was decided to sweep Milosevic away.
I will also say that the United States, like Russia, is the grandmaster of politics of the highest category (especially in those years). Believe me, even if it was not inspired by them, then they would certainly take advantage of this blunder of Russia. And the fact that they want and wanted to destroy us does not really hide in the light of all the latest events. So, all for the better ...

Are you serious? In the late 90s, the entire Russian economy was controlled by the West, the army was dilapidated and with a low moral mood after a treacherous defeat in the first Chechen one. I’m silent about the state and mood of the overwhelming majority of the population. By the way, the military budgets of the USA and Russia differed 35 times that year! You probably lived in a parallel universe at this time?

Plus you. Of course, the economy was just on its knees facing the west. The main means of income were bonds of T-bills, i.e. the same pyramid only at the state level. Moreover, with the full cooperation of the West. Everything was one to one there, and this bubble collapsed by August. Well, that would have come together with a coup.
About the army of the late 90s, generally silent. Strategist flights have been canceled, ships and boats are standing at the piers, there is nothing to refuel. Salaries of officers are just chickens to laugh, and they were detained for 7-8 months. Havchik standards are cut in all units, theft is flourishing, everything that is badly pinned from the army is being carried. The first Chechen only just passed and showed that the army was in decline.
If you look globally at this story, then the best moment for an attack on Russia is not even remembered.

The article, of course, is interesting - a series of events is becoming more logical.

But, it seems to me, she appeared a little late, which is alarming.

These people were silent for almost 20 years. Why did you decide to speak now? Moreover, the case was not officially initiated, very few people knew about it, and they do not need to “defend their good name” by presenting to the public a different version of events (as, say, individual members of the Emergency Committee tried to do it).

    Questions remain.

    Quote: MIKHAN
This story is all muddy. As the saying goes: "If only, but if only .." The main thing is that Russia avoided civil war and collapse (according to the scenario of Western technologists) ... If now, such frenzied pressure on Russia, and in those days, all the more undesirable in the open (how many wood grouses are hanging?) ... Times again come hard, and someone again wants to "fish in muddy water .."

    It is not excluded.

By the way, one cannot exclude the possibility that some success of the coup itself could be beneficial to the Anglo-Saxons. If you recall, the formal excuse for the referendum in Ukraine (in December 1991) was the actions of the State Emergency Committee, filed as an attempted military coup.

They could have tried to do the same in the regions of Russia, referring to Rokhlin’s coup. In addition, it is far from a fact that the participants in the conspiracy would be able to cope with centrifugal processes and chaos, which, as a rule, arise in such cases - especially since, at that time, it was present, in excess, in particular, on Caucasus.

The coup plan described in the article, for me personally, caused a strong association with the events of February 1917, and the fact that these events were actively provoked, if not directed, from the "enlightened West" is difficult not to notice (if, of course, try to figure it out).

Everything has already happened: the forced abdication of a weak and incompetent ruler (I do not rule out that the monarchists will now be indignant, but I am deeply convinced that Nicholas II - Gorbachev of the Russian Empire - are too similar, those "reforms" that they both carried out and the result of "reforms" - the collapse of the system, a mess, the loss of statehood and a sea of blood). This was followed by unsuccessful attempts to establish a military dictatorship (Kornilov, Kolchak and other gentlemen, who could not decide which of them was worthy, eventually slipped to almost the Makhnovshchina and lost everything). At the same time, it was argued that the dictatorship would be temporary, and its result would be the convocation of the Constituent Assembly and free elections.

The outcome of that coup is well known.

Almost similar - technically and ideologically - plans and statements are voiced in this article (with the exception, perhaps, of the fact that applicants for the role of dictator are not listed here).

Of course, Rokhlin and his associates could not see the whole "picture", being sure that they were saving the Fatherland. But, the fact that they did not try to use them, say, "in the dark", those who wanted to weaken and destroy Russia, is unlikely.

History shows that "palace coups" in any country are usually more effective and less destructive, and the weakening (if not collapse) of the State, which, inevitably, arises during a "revolution from below", as a rule, is used by an external enemy.

Let's not forget that the goal of the "partners" is to continue the dismemberment of the USSR into specific principalities. A military coup, no matter what good intentions, is an opportunity for partners, at least, to create confrontation in the country 50% by 50% - which is a civil war, and then a new "parade of sovereignty" of the regions (((

The GKChP did not have the determination to excise a cancerous tumor, but the surgical methods of the Rokhlin project were no longer suitable at the stage of the disease in 1998, as metastases affected regions, branches and levels of power, society (through ukro-ideology and the media).

The Emergency Committee did not have a clear program for the people. Still, they had three days of broadcasting time to voice their concept of saving the USSR on TV, and then people would understand: WHO EXACTLY pushes youth under the tanks. Thus, the use of troops would be justified.
Unfortunately, the population has not yet sipped true American friendship. The smell of the "west" attracted chewing gum and jeans.
Young people were not ready to recognize the Trojan horse in Western democratic values. And the admonitions of the "scoops" that SHISH is the enemy caused the opposite effect.

Now, it seems to me that the treatment method has been chosen correctly: the immunity of society is increasing - first of all, due to filling the information vacuum, an example of which is the VO platform. Volitional potential is created in society itself. If we continue medical anilogy, the doctor pulls with chemotherapy to the last - until he is convinced that the immune system can not cope. Now, of course, not the 37th, but maybe the 36th?

Generals such as LEV YAKOVLEVICH need to erect monuments and honor, in modern Russia, not one general did not achieve what Rokhlin did, not one general deserved the love of his soldiers on the battlefield that Lev Yakovlevich deserved, and not one general in our Russia crawls on the front end. Yes, he interfered with everything, but he wanted to make a coup and I think it would be right, he was one of those who believed in honor, dignity and homeland, and he had never betrayed her. This is no one now has power. And the couch connoisseurs will say so you were not there and do not blather.

Rokhlin, Lebed, Petrov, Kvachkov (still alive or not) .... the list is long, the motives are almost the same, the legs are sawed only on the road! Why didn’t they bow down the main force of the FSB, VV, did the guys there also had a lot of questions for Bora? In general, all this undercover fuss you can evaluate only in the archives, but certainly not in the net.

I completely agree. Emotions, emotions, but ... then we would get about what is now being done in Ukraine. Do not come to a happy future through a coup.
