New search and rescue vessels in the service of the Russian Navy

According to official information of the Ministry of Defense of the Russian Federation, in 2015 the Navy of the Russian Federation will receive more than 10 rescue vessels of various types, the construction of which is provided for by the Military Shipbuilding Program until 2050. Among them are four multifunctional modular boats of project 23370, the builder of which under the state contract is the Moscow-based KAMPO plant. Completion of a series of 12 multi-functional modular boats and their transfer the fleet scheduled this year.

After the successful completion of state tests in May of this year, three multifunctional modular boats of the 23370 project became part of the Caspian Flotilla of the Russian Navy. They are designed to conduct underwater technical work and rescue operations within the coastal marine zone, working out the training tasks of divers and rescue workers.

Multifunctional modular boats of the 23370 project are catamaran type vessels and allow to place a large number of equipment and machinery on deck. These boats are the first ships of the Navy, created on a modular basis. The modular principle of the construction of boats consists of two aspects: block-modular construction of hulls and fellings and the modular principle of completing boats with specialized equipment.

The boats are formed from seven separate block modules with full technical saturation and decoration. The final docking of the block modules is carried out immediately before the launch of the boat into the water at the minimum equipped outfitting site, close to the place of its subsequent operation.

The modular approach to picking is to install 10- and 20-foot functional container modules on the deck of the boat, equipped with specialized equipment for various purposes. Equipment in containers is optimally configured, fixed and ready for use.

The use of functional modules makes the design of the boat universal, since on the basis of one project, boats for various purposes can be created: diving, search and rescue, fire, medical, hydrographic, port support boats and others. In the media, boats of the 23370 project are often called transformer boats, due to the fact that they can potentially change their scope in a short time by installing, replacing, full or partial removal of container modules from the deck.

Of great importance is the modular approach in the process of organizing the delivery of ships to their destination. The boat hull block modules and functional container modules have permissible dimensions for transportation by standard freight road, rail or water transport. This leads to the possibility of remote construction of the boat with its subsequent delivery in a disassembled state to any point of the country, including in the waters, limited to non-navigable areas.

With the removed container modules, the free deck space of the boat is about 100 m2, which allows you to take on board large-size equipment, cars like UAZ and Gazelle, people and cargo. For cargo operations in the stern of the boat there is a five-ton hydraulic crane-manipulator. The boat has sufficient habitability for three crew members and five specialists.

Multifunctional modular boats have high maneuverability, which is especially important when working on narrow places of water bodies and in ports. The boat can maneuver at low speed and make a turn almost on the spot due to the presence of hydraulic steering columns with an angle of rotation 60 degrees. on every board. The operators of the 23370 boats, sailors of the Caspian Flotilla, note the possibility of using the vessel when working on the narrow channels of the Volga Delta, lakes, canals and in the port. The high maneuverability of the boat and the efficiency of work were also noted at the Black Sea Fleet. According to the captain of the boat 2094 QMS Alexander Klimenka, six seconds after giving the course, the boat can reach its maximum speed.

Powerful propulsion system of the boat allows you to use it for towing commensurate boats.

A special feature of the 23370 project boats is the principle of functional zoning of areas, ensuring a comfortable stay on board of personnel and convenience of work. The working area is located in the stern of the boat, where functional container modules and a hydraulic crane-manipulator are located. The crew rest area and boat control post are located in a two-tier ship superstructure located in the bow of the vessel.

In the upper tier of the superstructure there is a deckhouse with a through passage for access to the wings of the bridge. A large wheelhouse with full all-round visibility, equipped with video cameras and modern navigation equipment, ensures safe boat control and the possibility of continuous monitoring of the environment. In the lower tier of the superstructure there are housing rooms: two four-bed cabins, a place to heat food, a bathroom, and a dryer with a separate entrance for equipment and outerwear.

The interior of the boat hulls is rationally used, where, along with the engine room, there are free compartments that can be used to store additional equipment and property.

A significant factor in the high efficiency of the operation of boats is the possibility of their mooring with similar vessels and pontoons of the 22290 project. This allows you to form larger single-level floating platforms, for example, to perform tasks on the transport of bulky cargo, participation in ship-raising works.

The 23370 project boats are capable of replacing small-tonnage search and rescue support vessels built in the 70-80. XX century, which do not meet the modern requirements of the placement of equipment and technology to perform complex work.

Continuing the design and construction of low-tonnage vessels of the technical fleet, KAMPO OJSC is working on the development of the 23370 project in the direction of improving seaworthiness - for using boats not only in the coastal maritime zone and in the harbors, but also on open roadsteads. The company, together with the design bureau KVARTET SPb, began to develop a new project for a multifunctional modular boat, which differs from the prototype by a larger displacement (130 t instead of 100 t), increased hull length (24,2 m instead of 20 m), higher full speed (13 nodes) instead of 9) and corresponding to the class of vessels of mixed (river-sea) navigation.

From 1 to 5 in July 2015, the boat QMS-2098 of the 23370 project of the Baltic Fleet Emergency Rescue Service will take part in the International Maritime Defense Show (MVMS-2015) in St. Petersburg. There, participants and guests of the cabin will be able to learn more about this unique vessel.

Again I did not get a surge of optimism. Specifically, is there a rescue vessel so that the situation with Kursk does not happen again?
