“Everything that is positive in the space sphere is inherited from the USSR”

“Everything that is positive in the space sphere is inherited from the USSR”Private business should be completely excluded from this area.

The State Duma in the first reading adopted a package of bills related to the creation of the state corporation “Roscosmos”.

Deputy Prime Minister Dmitry Rogozin, who presented the document, said that the main task of the new structure is to ensure the unity of control of the rocket and space industry.

Corresponding Member of the Russian Academy of Rocket and Artillery Sciences Konstantin Sivkov commented on this step in an exclusive interview with KM.RU.

Requires the most severe responsibility of managers for their actions

- In such cases, I recall the words from the fable "And you, friends, however you sit down, all are not fit for musicians." I believe that the leadership of our defense industry enterprises is often carried out by amateurs.

Yes, the state corporation is a kind of ministry, and it’s probably correct that there should be a ministry of space industry. The question is who will lead it? People who have nothing to do with the problems of the cosmos did not have? If they rule the ball, then I am sure that nothing will change.

Moreover, if this organization is also subordinated to defense industry enterprises, this will have serious consequences for the defense of our country. The only thing that can provide a positive solution to the issue is the complete and unconditional exclusion of private business from this sphere.

I’m talking about absolute nationalization, rigid management, exclusion from the leadership of the space sphere of people who had no relation to the space industry, and of course, the most severe responsibility of managers for their actions is necessary. Engineers, designers, in a word those who know production, but not accountants and economists, should be in the main posts.

If the personnel principles do not change, then there will be no result. Remember the current scandal around the Vostochny cosmodrome. This is a mirror in which all the problems of the space industry are reflected, and therefore all kinds of personalities from among private organizations should be excluded from the production cycle.

The engineer will get 20-40 thousand, and the boss in 500 times more

All that is positive in the space sphere is Soviet achievements. Therefore, from the Soviet experience we must take almost everything, I stress, not everything, but almost everything. After all, there was then cronyism and elements of irresponsibility. There was a vertebral law that began under Khrushchev and intensified under Brezhnev.

As a result, people with no experience and no basis for leadership were promoted to important positions. They did not have the appropriate moral and ethical qualities, but they attached their sons, appointing them as big heads.

And now in the Russian Federation all this has acquired Homeric forms. There are various political groups in power, they are fighting for control over the leading areas of the economy, and not specialists, but accountants are appointed to posts. With this I associate a number of unsuccessful missile launches that have been in recent times.

To this can be added the absolutely exorbitant greed of top management. A simple engineer will get 20-40 thousand, and the boss in 500 times more. An engineer for half his life does not earn as much as this boss for a month. The engineer, the master and the worker have no desire to work.

This was definitely not the case in Soviet times, and the bosses do not bear any responsibility either, so now we have what we have!

What under socialism, what under capitalism - sadness however ...

just before it was called a party worker, and now the top manager crying one dubious achievement - the hard worker now receives less than an engineer. But just do not mindlessly praise the economy of the USSR, there are minuses in everything.

And regarding state corporations: Russian Railways is not a "private shop" and that everything is exactly there?

Let me disagree! In the USSR, a skilled worker received more engineer, moreover, tangibly, and a highly skilled one - several times more. It was a developed practice that a young engineer was appointed as a foreman to a specialized brigade for 2-3 years, after which his return as an engineer increased significantly. And a lot of other things that are currently fraudulent and forgotten, such as personal responsibility, high-quality acceptance, including military, etc., etc.

I confirm. Immediately after the army, he went to the factory in the construction department. The salary is 180-200, the head of the construction department is somewhere around 150. But we had a team of installers of 400-600 rubles. This is before the Gobachev era. And we all lived happily

Here it is, then, most importantly, why we used to have much less problems with space than now. Whoever worked with military representatives in the defense industry knows how to pass interest to them! Until he sniffs and licks, the military representative will sign a fig for something! What "European standards" are there, what is the "world level" there! Return military representatives and missiles will stop falling. And also return the "guys in ironed overalls with arrows" to the playgrounds. They do not greet anyone, do not talk like other business travelers. But wp .. you sit down, and he will stand behind, watch that you do not unscrew any extra nut at this time. They didn't put the sensors backwards ...

That’s not the point ... Men in Russia, who sent the world ahead of the world, didn’t work for money ... After the war, malnutrition ... people did a great job for all of Mankind because they were not thinking about their garden, the yacht , London school for your beloved daughter, but about something else! Therefore, the deaf Kaluga teacher Konstantin Tsialkovsky lays the foundation for cosmonautics, enthusiasts Zander and his young partner Sergey Korolev create a group for free, again engaged in naked enthusiasm, to study jet propulsion ..... And Yuri Kondratyuk, a self-taught Ukrainian engineer who died in Moscow militia in 1942, which calculated the route of flight to the moon along which later the Americans went there .... Examples of a thousand! And now it’s not the service to the motherland that is of paramount importance, but the existence of one’s own car, summer house, yacht ... That is, no one who brings benefits to the people is successful, but one who brings benefits exclusively to himself and no matter what methods, even the most meager!

Of course, look - you can find suitable examples of "sadness". BUT!

The director of the aircraft factory received 3000 rubles, a good turner at the same factory - 350-450 rubles. For 135 in the "aquarium" at the same plant, "goldfish" were sitting, knitting scarves from mohair and did not make any mohair. And the high-altitude installers in Tyuratam came home in 3 months of business trips in a Moskvich (in Leninsk, Moskvich and Zipor were without a queue, they were sold freely in a car shop).

So choose what you are interested in - to sit in the department for 125 plus 10 bonuses and not to make a mohair, or dangle around the grounds in the steppe for quite real money. And there is no need here to sculpt Maysa about the fact that during the Union there was a difference 500 times. This is the conquest of democracy.

You can scold democracy, you can seek out what was bad with the Union. The main thing is not to compare. An amateurish comparison made by shkolota would be incorrect, and a comparison made by people who lived then and knew Soviet life would always be in favor of the USSR. For one reason - the ideology of communism - man is friend to man, comrade and brother. And no one clung to my throat to me like now, when a man is a wolf to a man, when everyone is for himself and when the main value in life is loot ...

I always say - the main thing and the best that we have received in 25 years of democracy is the plastic eggplant. Whoever went for a beer with glass three-liter, he will understand me ...

The title of the article is absolutely correct.
Yesterday I listened to Rogozin in Soloviev’s evening program. Again, talk about reform and design mistakes by Soviet scientists. Those. again nothing good is offered.
Mr. Rogozin, Doctor of Philosophy, it would be very nice to study the experience of organizing an industry in the USSR with the accumulation of research institutes, industries and design bureaus around several leading centers that solved their specific problems. Nothing was better so far.
And instead of creatively developing the experience of their own country, one giant corporation is conceived. Led by a bank employee, a former director of AvtoVAZ.

Yes, an engineer is no longer considered a profession among modern "masters" of life ... I would generally go back to the qualification reference book of 1990 and cut off all these salaries ... Big salaries carry not only the evil of envy of others, but also unequal conditions in quality life, great opportunities to justify themselves in court, and all that ... Of course, high salaries are supported by a certain class of "creative" -models, designers and technicians for luxury technology, as well as consumer goods "luxury" and "premium", but the right word, already and "premium" goods have long been stamped on mass platforms ...

And then Medvedev missed his idea of destroying state property. Or is his task completely different, and not at all increasing production efficiency in Russia?
Only state ownership allows you to do what you need, and not what is profitable, reliable and with redundancy, and not with minimal cost. Minimizing the cost of the production of space technology has led to a loss of reliability, unacceptably high accident rate, the loss of very expensive spacecraft, the production cycle of which is estimated over the years, and the cost of insurance.

Good article. These are problems not only of the industry, but of the whole of Russia.
If the personnel principles do not change, then there will be no result.

And where can we find new (and, therefore, young) people brought up on the principles of responsibility for their work, honesty, disinterestedness, if now there is no other idea other than “enrich yourself”?
After all, there was then nepotism and elements of irresponsibility. There was a vertebral right

What was done in a whisper in Soviet times is not secretly hiding now. Not a single "shadow" of those times would have thought of buying a 13-room apartment, like that of Vasilyeva (a civil servant).
To this we can add the absolutely exorbitant greed of top management.

The reason is impunity and lack of ideology in the state.
All that is positive in the space sphere is Soviet achievements.

Yes, in 90% of modern achievements, the foundation was laid in the USSR.

A commission arrives at the enterprise with a check. They go into one office. Ask the authorities:
    - Who works here?
    - Zhoriki - the wives of senior officials.
    Go to the next office.
    - And who is sitting here?
    - And here Loriki is the mistress of the responsible workers.
Go down to the basement, go into a small office with no windows.
    - And who is sitting here?
    - .
    - WHO ?!
    - - accidentally surviving qualified engineers.

As long as the "Rul" of our industry will have hucksters, we will achieve nothing, except for shopping complexes on the site of factories.
... Dmitry Fedorovich Ustinov - Soviet political and military leader. Marshal of the Soviet Union. USSR Minister of Defense. In 1937, design engineer, deputy chief designer, director of the Bolshevik Leningrad Plant ...

The current secondary level (with the rare exception of specialized schools) does not allow the training of qualified engineering personnel in the quantity necessary for the country. Many who entered engineering universities fly in from six months to a year without mastering the basic disciplines.
In the 90s. many qualified engineers went to work specialties to feed their families. Particularly willingly for these posts they were taken by import companies. A man in a few years loses in this case an engineering qualification. Our guide often blames the zombie about the shortage of engineering personnel. And none of them was asked by the idea to look for people at such enterprises, even for 50 years. Soviet engineering school trained excellent staff. Retraining for several months, certification and offering more qualified work. For a certain period, this can reduce the severity of the problem.

Speaking of the difference between the income of an engineer and a manager, it’s not so simple, the engineer solves the tasks and how can the manager look for what needs to be put in order to enter the market, whatever the engineer would come up with, it doesn’t matter if it doesn’t bring to the market and sell in the required quantity. Engineers are also different, general designers are not in general poor (though they are also more likely managers already). And the manager who can push the product is expensive and there are no more of them than intelligent engineers. It is impossible to exclude the market, then we will remain with the fact that it is convenient for engineers not to bother and drive toys at work and enjoy a stable income. Salary may be 10000 times different, the question is in the criteria and not the salary net, but there is one nagging. If you put on a general salary of 40000 rubles with a salary in competing corporations of 4 million, you are unlikely to find an intelligent manager, Bo Andersen, for example, at AvtoVAZ or Steve Matin in the same place, or do you think there has been progress as a result of engineers from the USSR?

Well, etta .. the title of the article itself suggests that the author has only one thought (see the title of the article).

    I'll try to argue:

    - an engineer at NPO Energia, for example (Korolev MO) - receives just a little more than 20-40 thousand. If he is really an intelligent engineer. 30 gets an electrician who .. damn it so it never happened)))
    - what flies now is not done at all under the Union. Just because a lot of time has passed since 90's. And it, the funniest thing - flies. And no worse than under the Union (all the all-enlisters - to statistics, it is now available to everyone)
    - as a little man who worked for this whole cosmos as a simple engineer under the Union - I’ll say that, unfortunately, nothing has changed. Oh, how .. neither for the best, nor for the worst .. both they drank and drink, as they did through the ass - they do it .. it’s just that the construction is so laid in that even through the ass - it, damn it, will fly up ..

    Voooot ..
