Plenipotentiaries of the DPR and LNR in the contact group Denis Pushilin and Vladislav Dane announced that on behalf of the republics they made proposals on constitutional reform in Ukraine. Representatives of Donetsk and Luhansk sent their version of the reform to the speaker of the Verkhovna Rada of Ukraine Groysman, as well as representatives of the OSCE and Russia.

We have sent to the Constitutional Commission of Ukraine addressed to Vladimir Groisman and the Minsk contact group addressed to the OSCE representative Heidi Tagliavini, as well as the representative of Russia Azamat Kulmuhametov, the representative of Ukraine Leonid Kuchma and the temporary coordinator of the political issues group of Ukraine Pierre Morel. paragraph 11 of the Set of measures for the implementation of the Minsk agreements of February 12 2015 year.
The essence of the proposals is to assign special status to “certain districts of the Donetsk and Lugansk regions” with the ability to hold local elections on autonomous conditions.

It also provides for the possibility of concluding a set of agreements and agreements between the central authorities of Ukraine and the Donbas. Amendments are proposed to the articles of the Constitution on the judicial system, on the prosecutor's office, on local self-government, on the administrative and territorial structure of Ukraine.
At the same time, Pushilin and Danyne said that if Kiev accepts such proposals, they will immediately be taken into account in the main legal documents of the LC and the DPR.
This is the next step of the authorities of Donetsk and Luhansk to obtain the status of autonomy, while remaining an integral part of Ukraine. Not all residents of the people's republics accepted this idea with enthusiasm, claiming that it was impossible to live in one state with those who continue to kill them, hiding behind statements about freedom and democracy.
