
We cannot say for sure why information about this rocket was not widely spread, but the reasons seem to be standard: the developer (Miass SRC named after Makeyev) and the customer (Ministry of Defense of the Russian Federation) did not spread about the work that had begun. Moreover, Liner is still an upgrade of the already existing production rocket P-29RMU2 Sineva, and the Bulava, about which there have been so many conversations, is a completely new project.
For the first time the general public about the "Liner" became known at the end of May this year. On May 20, the submarine Ekaterinburg (Northern Fleet), while in the Barents Sea, conducted the first launch of a new missile at a target at the Kura (Kamchatka) test range. "Liner" successfully flew to the landfill and hit all the training objectives. The launch was considered successful, although, most likely, some improvements were needed. In any case, it happens on any trials.
More recently, on September 29, another Liner set off on its flight from the Tula boat of the North fleet. Shooting was carried out, as usual, for training purposes at the Kamchatka firing range. The second launch was also considered successful. In addition, it was carried out as part of state trials. According to their results, the R-29RMU2.1 “Liner” missile is recommended for mass production and adoption.
Actually the adoption and the beginning of mass production is scheduled to begin this winter. The first "Liner" should get in the Northern Fleet.
Like “Sineva”, “Liner” will be installed on submarines of the project 667BDRM “Dolphin”. At the moment, the boats of this project are the basis of the submarine missile fleet: the previous boats of the 667BDR “Kalmar” project are already being decommissioned, and the 955 “Borey” project has not yet been commissioned.
Thus, the fleet needs a rocket that is compatible with the “old” boats of the 667 family, but at the same time fully meets modern requirements.
To this end, in 2009 year SRC them. Makeeva began design work on the improvement of the Sinev ballistic missile. P-29RMU2.1 retained mass and size parameters from its predecessor: length approx. 15 meters, diameter 1,9 and weight just over 40 tons. The design is also a three-stage. The power plant, as in the "Sinev" runs on liquid fuel, but the engines develop more thrust than the predecessor rocket.
Flight range, depending on the selected load, ranges from 8300 to 11000 kilometers. The degree of unification of the missiles is not exactly known, but it can be assumed that this figure exceeds at least 70-80%.
It is worth remembering that almost all the available information on the “Liner” is taken from the official press release and the recently published book “Sea Strategic Rocket Systems”. This handbook was released a few weeks ago SRC them. Makeev, and in the “turnover” got thanks to the forum participant VIF2NE Alexander Stukalin. There are no other official sources yet, but this is a temporary nuisance.

First, this rocket is intended to be a promising armament of missile-carrying submarines. Thanks to the “Liner”, the boats of the 667BDRM project will be able to stay in the ranks and solve the assigned tasks, at least until the end of the 2020's. During this time, the Russian submarine fleet will have time to receive all the planned Boreas, armed with the Bulava. Secondly, considering the planned terms of its operation, the new missile should also have newer equipment, as well as better “abilities” to overcome enemy missile defense.
The composition of the “gifts” that the Liner carries to the enemy may now be different. On the rocket can be installed a new combat unit joint development of the Research Institute of Heat Engineering and the Research Institute of Technical Physics. It is similar to those already adopted for service in the Topol-M-Yars complex and in the Bulava complex. This combat unit is installed on the Liner without any changes in the design, but only through the use of special adapters, cables and landing platform. Also provided full support for the new onboard electronics of the rocket.
If we talk about the combat load, the book "Marine Strategic Rocket Systems" claims that the P-29RMU2.1 can carry low-power combat units of up to ten pieces. If the enemy’s anti-ballistic missile defense equipment is added to them, the number of warheads is reduced to eight. The average power unit "Liner" bears four, while the EW units are bundled with them immediately. In addition to loading the warhead with identical blocks, it is possible to install several warheads of different power onto the rocket, which also increases the missile combat potential.
Thus, in the GRTs them. Makeeva was able to create a missile for submarines of sufficient combat power, fully complying with all strategic arms agreements.
For the operation of the Liner missiles, a new digital computing complex Arbat-U2.1 is being installed on the submarine. It allows you to carry out all the necessary calculations and operations for launch, taking into account the load that a rocket has and some other data.
In general, Liner, being a deep modernization of the P-29РМ rocket, created in 80-s, is at least not inferior to foreign analogues, and exceeds them in a number of parameters.
