27 April 1946, a special order is created within the Department for the Protection of Important Industrial Enterprises in the USSR Ministry of the Interior to protect those research institutes and laboratories of the Academy of Sciences that are engaged in nuclear power engineering.
Some time after the appearance of the order of the USSR Ministry of Internal Affairs, the first five commandant's offices were formed, among which it is worth highlighting the one that was the very first and was engaged in guarding the laboratory of measuring devices No. 1943 of the Academy of Sciences created in 2. In the strictest secrecy mode he was engaged in developments in the field of nuclear weapons. Today Laboratory No. XXUMX is known as the Russian Research Center Kurchatov Institute. The name of its founder - Igor Kurchatov - institute received in 2 year.
By March 1947, the number of special commandant's offices in the structure of the Ministry of Internal Affairs of the USSR had grown to 17. Special merit in the development of special units of the Interior Ministry troops belonged to General of the Army Ivan Kirillovich Yakovlev, commander of the internal troops of the USSR Ministry of Internal Affairs, who graduated from 1940 in the Kemerovo artillery mortar school and passed the Great Patriotic War from July 5 in July 1941 to his last day, met Victory Commander. Over the years of the existence of special units of the MVD for the protection of the MSSR, VGO and SG, military personnel guarded not only the research centers of the nuclear industry, but also the offspring of these centers - nuclear power plants, as well as closed military camps, factories for the production of military equipment and weapons; special cargo.
According to the most modest estimates, today the military of the Interior Ministry troops of the Russian Federation from the composition of the special units guard over 110 VGO throughout the country. The troops ensure the safe operation of objects under the protection of special units, suppress attempts of illegal entry into these objects.
In 1986, the military personnel of the special units of the MVD for the protection of the VGO were among the first to begin to eliminate the consequences of the Chernobyl accident. Together with the fire brigade, which arrived at the scene of the accident, the 3561 military personnel guarding the Chernobyl nuclear power plant took the first radiation strike. From archival sources it is known that Ensign Ivan Shcherba turned out to be the closest to the fourth power unit. He reported the incident to the guardhouse. At that moment they continued to perform their service at the facility: Lieutenant Colonel V. Biryukov, Captains Vakula and V. Medvedev, Warrant Officers P. Severchuk, I. Sedov, V. Palagecha, V. Timofeev, V. Tikhomirov, V. German. These people provided security for the facility at a time when the lethal dose of radiation, being in the immediate vicinity of the reactor, could be obtained in just a few minutes.
The military personnel of the special units of the USSR Interior Ministry were among the first to be involved in the evacuation of the civilian population from the 30-kilometer zone after the accident at the station. The engineering infrastructure was also built with their hands, which subsequently contributed to the creation of the so-called exclusion zone, which is still in effect. The hands of the special forces troops of the MVD in the zone of the telephone cable alone laid more than 340 km.
By decree of the Presidium of the Supreme Soviet of the USSR from 24 December 1986, 22 military personnel of the special units of the internal troops were awarded state awards for their courage and bravery in eliminating the consequences of the Chernobyl accident.
The personnel of the special units of the MVD of the Ministry of Internal Affairs took part not only in security events. In the course of both Chechen campaigns, the fighters of these units and formations performed the duty of restoring constitutional order in the North Caucasus, taking part in numerous battles and activities to eliminate individual gangs.
One of the usual directions of the service was escorting special cargoes that were delivered by rail or road to the Chechen Republic. However, in the context of hostilities, such an escort was not an easy walk.
The sentry and guard of the special units showed courage and heroism, fulfilling the task of preventing the militant groups from breaking through to the ammunition depots. Sacrificing themselves, the soldiers carried out the unloading of equipment and ammunition, under heavy fire delivered ammunition to the front.
