The Ukrainian Prosecutor General’s Office published the results of the “investigation” of the causes of the Odessa tragedy on May 2
According to the Deputy Prosecutor General Vladimir Guzyr, 48 died and more than 250 people were injured as a result of the riots that occurred in the city of Odessa.
The internal affairs agencies did not ensure the proper protection of public order, which led to the collision of the column that led the march for unity with an organized group of people who tried to hinder the march in the Grecheskaya street in Odessa. As a result of the clashes, riots began in the Grecheskaya Square area, and after the end of the football match, and on the Kulikovo Field near the House of Trade Unions. Mass riots have gained significant distribution and for some time completely out of control of the internal affairs bodies. As a result, 18 gunshot people were injured in the Greek Square area, of whom 6 died. During a fire in the House of Trade Unions, 42 people died, of which 10 suffered bodily injuries as a result of a fall trying to escape from a fire and 32 died as a result of carbon monoxide poisoning and combustion products. In total, during the riots, more than 250 people were injured.
Investigation of these events was carried out in several directions.
First of all, this is the inadequate discharge of their duties by employees of the internal affairs bodies who did not ensure the proper protection of public order, which resulted in riots. According to the results of the investigation, the head of the public security militia of the Main Directorate of the MVD in the Odessa region, Fuchedzhi D.V. for excess of power and negligence, which was expressed in the inadequate organization of police forces for the protection of public order, which resulted in mass riots. Fuchedzhi D.V. declared wanted, there is information about his departure to the territory of the Transnistrian republic. Its location is currently not established. In addition, criminal proceedings were sent to court for three police officers, and the trial is currently ongoing.
The second part of the investigation was aimed at identifying the organizers of the riots, as well as their active participants who committed the attacks, used weapon and other items for causing bodily harm. According to the results of the investigation of this production, the General Prosecutor's Office of Ukraine approved the 2 indictment of 22 persons, 11 of whom are in custody, of the riots that are currently being considered by the court. In respect of one suspect, the proceedings are closed due to his death. In addition, the investigation ends for a single person who committed murder during the riots. Another 13 active participants and organizers of mass riots are wanted.
The third part of the investigation concerned the determination of the causes of the fire in the House of Trade Unions, which led to the death of 42 people.
The forensic examinations of the dead did not reveal any signs of torture, beatings, gunshot wounds or other injuries. Persons died from carbon monoxide poisoning, combustion products, and high temperature effects.
Information on the use of poisonous potent gases in the House of Trade Unions, in particular chloroform, was not confirmed during the pre-trial investigation.
As established by the conducted examinations, the fire of the House of Trade Unions occurred in the lobby of the central entrance, as well as along the staircase. The death of people was due to the rapid ignition of the very structures of the house and the occurrence of high temperature, which was facilitated by the closing of the door by persons in the House of Trade Unions and the appearance of the chimney effect on the stairs. Almost all those who died in the house of the trade unions were in the area of the stairs. Several people found in the rooms died from carbon monoxide poisoning. During the investigation, it was established that incendiary mixtures, including in the house itself, used both sides, which led to the occurrence of a fire, and its spread was facilitated by the barricade installed at the stairs. No evidence of a planned fire in the House of Trade Unions has been established. This fire was the result of the use of incendiary mixtures by the participants in the riots.
During the investigation of the causes of the fire, the negligence of officials of the State Service for Emergency Situations of Ukraine in the Odessa region was established, who improperly fulfilled their duties and sent the necessary fire brigades to the site of fire in time. The investigation is carried out by the SSU of the Ministry of Internal Affairs of Ukraine.
According to the results of the investigation, it was established that a large number of victims took place precisely as a result of mass riots, during which participants on both sides used weapons, objects adapted for causing bodily harm, and incendiary mixtures. During such events, the situation very quickly gets out of control of its participants, who themselves become victims of these events.
At the same time, Mr. Guzyr did not present a single frame, which would tell that the weapon was used from two sides. On hundreds of different videos of the 2 model in May in Odessa, it is clearly seen that the Maidan side uses weapons, it also throws Molotov cocktails into the House of Trade Unions, its activists rush into the building and finish off people with their feet, metal fittings and bats.
