The request concerned the National Guard under the division, which in the media and social networks called the “Donbass battalion”, and its legendary commander, people's deputy of Ukraine Major Semyon Semenchenko, who was awarded the Order of Bohdan Khmelnitsky of the III degree for the talent of the commander.
True, at the time of the award, Semyon Igorevich was not a major, but only the captain of the reserve - the rank of major Avakov was awarded to the order bearer after the award was given. At the same time, as the previous informational request was answered by the National Guard, the rank of captain was conferred on him in the order of re-certification: when enrolling in the militia service, Semenchenko supposedly was lieutenant commander of the Ukrainian Navy in reserve, therefore “reserve lieutenant semenchenko SI was re-certified with the assignment of the military rank of captain of the reserve ". Here, please, an extract from the previous response of the National Guard under and Avakov's presentation on awarding the hero.
But the question remained unclear - and when the living legend of the national liberation struggle of the Ukrainian people became a naval officer, on what ship did he serve, didn’t he go on a round-the-clock trip? Agree, it is important to know even for the authors of future school textbooks. stories. Therefore, I had to send another request to the National Guard:

A request to the National Guard received, even reported in early February 2015, that it was sent for processing. But the answer is still no. And will not. Because the personal file of the hero is empty, there are not only documents on assigning him the primary rank of lieutenant commander, but even his passport, since Semenchenko is actually a previously condemned swindler Grishin, he not only never was an officer (because for this at the very least, a higher education is required, which Grishin-Semenchenko does not have), but he did not serve in the Armed Forces at all.
Therefore, I will take the trouble to tell why the National Guard, which is subordinate to the Minister of Internal Affairs Avakov, refuses to fulfill the requirement of the Law of Ukraine “On access to public information”, and who, and most importantly, why, the fraudster produced false documents.

An untidy man with unwashed hair, barefoot shoes, smells of fume and accompanied by a guard with a face swollen from drunkenness — a famous Ukrainian swindler has recently appeared in public in this form, having made a brilliant career solely due to the actual absence of a military prosecutor’s office in Ukraine.
Actually, he did not make a career; they made a career to him. The current people's deputy of Ukraine, and at that time, Anton Gerashchenko, adviser to the Minister of the Interior, in March 2014, contacted a petty crook from Makeyevka. The rogue were Grishin Konstantin Igorevich, 1974 year of birth, the identification number 2718504398. He and his wife, Natalya Olegovna Moskovets, born 1983, the identification code 3037903085, hid from creditors who owed a decent amount.
Details of the turbulent entrepreneurial activity of Grishin and his military girlfriend can be easily determined by the numerous court decisions made on claims of both counterparties and tax authorities. Actually, Kostya moved to Makeevka from his native Sevastopol, hiding from creditors and tax authorities. Therefore, it is not surprising that the path of our hero to the deputy’s mandate was not littered with roses.
A native of Sevastopol, Kostya Grishin, having graduated from high school in 1991, first dreamed of being a naval officer and entered the Black Sea Higher Naval School. Nakhimov. But after three months, the future MP was expelled from school, according to evil tongues, for stealing a watch from a classmate.
It is not known how “having otmazvatsya” from the army, in the summer of 1992, Grishin again enters a higher educational institution - this time at the Faculty of Economics and Management of Sevastopol National Technical University with correspondence course. But he was not destined to get a diploma again: three years later, Grishin, who moved to Kiev and worked as a bartender in the Obolon bar, was arrested on charges of committing a number of crimes - from illegal currency transactions to hiding stolen goods. Condemned by the Leninsky (Starokievsky) District Court of Kiev, Grishin was released in December 1996 of the year in connection with the amnesty announced on the occasion of the adoption of the new Constitution.
Returning to Sevastopol, Konstantin again took up the old, but on a much larger scale. To begin with, he registered Universal-Inkom-Yug LLC, with which he collected 55 thousand dollars from unsuspecting citizens under promises to invest in high-yield investment projects. In June 1999, this office was declared bankrupt, and for many years deceived investors pushed the police thresholds, demanding that Grishin be brought to criminal responsibility.
Also, for a long time, Sevastopol people spat at the mention of two more companies with the same name - “Relief Society” registered by Grishin. Only one was founded in the form of a public organization, and the second - as a charitable foundation.
Grishin's business went up, and in 2000, he even ran for office (albeit unsuccessfully) as a deputy to the Sevastopol city council. By the way, Grishin ran for pro-Russian and pro-communist slogans. But the most interesting thing is how the crook explained in his autobiography what he did in 1995. As the future legendary battalion commanded his Sevastopol voters, in 1994 – 1995 he, like a true patriot of the Russian Federation, fought against separatists in Chechnya, encroaching on the territorial integrity of a great and indivisible Russia. And since the presence of Ukrainian citizenship prevented him from joining the ranks of the Armed Forces of the Russian Federation, he allegedly took part in hostilities as part of a partisan detachment organized by the FSB.
When in November 2014 of the year, the journalists of the Left Bank searched for the Sevastopol Messenger for 2000 a year and asked MP Semen Semenchenko to comment on a line from his autobiography that he was in the so-called “voluntary peacekeeping corps to eliminate the conflict in Chechnya” , the people's choice, without blinking an eye, told a story that cannot be cited as an example of the phenomenal mendacity and exceptional literary talents of our hero:

Romance, the search for adventure, the desire to fight injustice (and that’s how the disintegration of the Soviet Union and Chechen separatism were presented to us) led me to the Caucasus. But it was there that I saw a real injustice. It was a hard, but fair lesson, vaccination against Russian imperialism. As a result - I was disappointed in the ideas that I tried to instill, matured, and began to become critically aware of reality. I made friends among Nokhchi. Without my youthful maximalism and the lessons of Ichkeria, there would not be the current Semen Semenchenko. ”
It is a pity, of course, that the journalist of the “Left Bank”, after the rant, Grishina-Semenchenko did not ask the people's choice what kind of “special ideology” was instilled in cadets in the Ukrainian public educational institution and who among the teachers was “brainwashed”. But there’s really no Grishin in Chechnya. Since during this period he became acquainted with the menu of the Lukyanovka SIZO in the capital of Ukraine. And in “Nakhimovka” the future battalion studied for only three months.
What just did not have to do Grishin K.I. after leaving the SIZO: he distributed tickets for concerts and sold vegetables. But creditors did not give rest, demanding that law enforcement agencies initiate a criminal case against the fraudster. And excited - for example, 20 of August 2002 of the year in respect of Grishin in Simferopol opened the case number 420675 for a robbery.
Grishin tried to correct his financial affairs through publishing by organizing the release of two pro-Russian leaflets (they didn’t dare to call them in newspapers) calling for the liquidation of Ukraine and the restoration of the Soviet Union, Sevastopol Herald and Our Sevastopolskaya Pravda. But there were few people willing to buy such literature.
Then, in May, Grishin 2006 registered with the Lenin Regional State Administration of Sevastopol as an individual entrepreneur. But scandalous fame ran ahead of him, and a month later our hero decided to drop to the spiritual sources, moving to Moscow. There, he was accepted under falsified documents for two-year courses in the specialty “Dramaturgy and Television Direction” at the Center for Continuing Professional Education (now the Higher Courses of Film and Television at the S. Gerasimov All-Russian State University of Cinematography). These courses are designed to get a second higher education, and the first one, as we remember, did not have Grishin - only prison universities. Therefore, he presented a fake diploma and thus was enrolled in an educational institution.
But Grishin did not complete the training, and in 2008 he returned to Ukraine, where he again tried to engage in private business - he even received a certificate of single tax payer for 2009 a year. But Grishin never paid a single tax, which is why the State Tax Inspectorate in the Leninsky district of the city of Sevastopol was subsequently forced to go to court.
In the Unified State Registry of Judicial Decisions, you can familiarize yourself with the decision of the Sevastopol District Administrative Court of 9 in December 2010 in case No. XXUMX-2 / 3685 / 10 for the collection of a considerable amount for him at that time - 2770 UAH 616 cop.
Since the USRR does not disclose personal data, I cite the text of paragraph 2 of the operative part of this decision from the materials of the case:
“To recover from the individual entrepreneur Grishin Konstantin Igorevich (identification number 2718504398, 99040, Sevastopol, M. Gelovani St., 10, sq. 32; accounts in banks учрежд / X 26000054803058, MFO 324935, SF PJSC CB Privatbank ", Sevastopol) in favor of the State Tax Inspectorate in the Leninsky district of the city of Sevastopol to the income of the local budget of the Leninsky district of the city of Sevastopol debt to the budget for a single tax in the amount of 616,45 UAH.
However, Grishin didn’t particularly care about these judicial peripeties - by that time he had already moved to Donetsk and married Natalya Moskovets, a resident of Makeyevka. Together, the couple went into the business of installing satellite dishes and providing related services. However, the orders were executed, let's say, informally, or on behalf of Grishin’s wife, who also registered as an individual entrepreneur.
It would be long and enthusiastically to talk about what Grishin was doing in the Donetsk region - and about the private enterprise “Company Euroline”, which he had registered in Sevastopol, which, nevertheless, managed to deceive people in the mining Gorlovka, and about the dummy company New satellite TV. But this is not the subject of our research on the business success of the national hero - in the end, neither his scam, nor the criminal cases initiated against him, you see, do not represent something outstanding or unusual for Ukraine. The future earnings of Semen Semenchenko are mentioned here only for the sole purpose of explaining that at the time of his acquaintance with Anton Gerashchenko Kostya Grishin was in terrible debt because he is a fraud in life, and a fraud loser, and all his adventures ended in failure.
The financial status of Grishin at the end of 2013, at the beginning of 2014, may be testified, for example, by the decision of Kirovsky District Court of Makeyevka, Donetsk Region of 13 in November 2013, in case No.268 / 3130 / 13-c on the claim of Delta Bank PJSC to Moskovets N.O. for the recovery of debt under the loan agreement in the amount of 1236 UAH 06 cop.
I quote the operative part of the court decision:
“To recover from Moskovets Natalya Olegovna, 5 March 1983 year of birth (identification number 3037903085), in favor of the public joint stock company“ Delta Bank ”(29096003953206 settlement account, MFO 380236, code of the EDRPOU 34047020) debt amount: on the loan - in the amount of 1236,04 UAH; interest arrears - in the amount of 0,02 UAH, and in the total amount - 1236,06 UAH, formed on 25 in June 2013 of the year under the loan agreement No. 003-04130-201010 from 20 in October 2010 of the year.
That is, the person who claims that in April 2014 of the year, with his own money, created and armed as much as a whole battalion, was not able to repay the loan balance in the amount of 1,2 thousand UAH.
Moreover, in March 2014, Grishin did not have the money to pay for his mobile phone. And the MTS Ukraine company also filed a lawsuit against his wife, in whose name the corporate account was issued. Here, please, the decision of the economic court of Donetsk region from 20 March 2014 of the year in case No.905 / 599 / 14.

To recover from a natural person-entrepreneur Natalia O. Moskovets (86110, Donetsk region, Makeevka, Builder’s mn, 11 / 59, identification code 3037903085) in favor of Open Joint Stock Company "MTS Ukraine" (01601, Kiev, Leipzig St., 15, OKPO 14333937) the amount of debt in the amount of 13 439,47 UAH, the cost of court fees in the amount of 1827,00 UAH.
At the time of this decision in Donetsk, the Russian “titushki” had already stormed the regional state administration and the regional prosecutor’s office, killing two participants in the pro-Ukrainian rally. And the future MP Semen Semenchenko was looking for any income. I went to separatist rallies, hung around in the seized regional state administration, went to Kiev Maidan, begging money for tickets from friends. Until Fortuna smiled at him, and in March 2014 did not invite Donetsk activist (that’s how Grishin was introduced in Kiev) to the Gromadsky TB studio in March XNUMX.
Kutepov, in fact, invented Grishin's pseudonym Semen Semenchenko. Because, under his own name, Grishin could not shine on television screens - he was sought by lenders and victims of numerous scams. For the same reason, he pulled the mask-balaclava. Well, since from the great to the ridiculous one step, Grishin’s subsequent acquaintance with Anton Gerashchenko was quite logical.
The National Guard under the 2 reserve battalion was used by Grishin and Gerashchenko to advertise in social networks and mass media accounts opened by scammers for financial support of the Donbass battalion that does not exist in the state
Already in the beginning of May 2014, it became known that a person who subscribes on social networks like Semyon Semenchenko (the pseudonym invented by Bogdan Kutepov turned out to be surprisingly tenacious) is a small Donetsk rogue Kostya Grishin, who is desperate from chronic lack of money, whose wife MTS is looking for , in order to recover the debt for the use of a mobile phone pursuant to the decision of the Economic Court of Donetsk Region of 20 in March 2014 of the year in case No.905 / 599 / 14.
In search of what to feed three children, Grishin walked around the headquarters of the separatists, participated in the assault on March 3 of the State Treasury branch in Donetsk 2014, and dabbled through the regional state administration seized by the Gubarevs. For example, in this video of the Donetsk Regional State Administration, published on 3 in March 2014, the next deputy is visible from 11 to 22 in seconds.
However, in the same way, the unemployed Grishin traveled to Kiev Maidan and wandered among the participants of pro-Ukrainian rallies in Donetsk, from time to time getting into the lenses of cameras.
It is unlikely that any ideological justification can be found here, although while living in Sevastopol, Grishin positioned himself as a Russian nationalist, and it was under pro-Russian and pro-communist slogans that he ran for the Sevastopol city council in 2000. Everything was simpler: “a gentleman in search of a chervontsa” looked out for where to earn at least some penny.
Probably two years of study in Moscow at the director's courses benefited the talented scammer. Groping, thanks to Gerashchenko, the “gold mine”, Grishin, together with the then associates - first of all, the current people's deputy of Ukraine Natalia Veselova - created a Facebook page with stories about the non-existent “Donbass” territorial defense battalion of the Donetsk region. With an indication, of course, numbers of accounts to which donations should be transferred.
Of course, no battalion "Donbass" existed. Territorial defense battalions are units of the Armed Forces of Ukraine subordinated to the Ministry of Defense. Later, Veselova, who, at the request of the rogue, created the fake page of the fake battalion, said she had no idea that Semyon Semenchenko was a convict who had previously been convicted, who was raising money by advertising the staged scenes of the pseudo-battalion feats.
Fake IDs and Present weapon
No matter how talented the actor was, the future legendary battalion commander, other people, Anton Gerashchenko and Arsen Avakov, brought the project “Semyon Semenchenko” to broad horizons.
30 May 2014 of the year as part of the 3027 military unit of the National Guard of Ukraine (as the Internal Troops of the Ministry of Internal Affairs of Ukraine are now called), based in s. New Petrovtsy Vyshgorod district of Kiev region, was formed 2-th battalion of special purpose. This special assignment consisted in the fact that reservists were enrolled in the battalion — that is, citizens wishing to recover or acquire skills in military occupational specialties.
In essence, “reserve battalions” are something like the Soviet DOSAAF, and the very concept of a reservist was introduced by the law of March 17 of 2014 of the year, which introduced innovations into the Law of Ukraine “On Military Duty and Military Service”. Namely, the 26-1 plugin article appeared, specifying that:
"Service in the military reserve is introduced with the aim of systematic training of reservists for recruiting the Armed Forces of Ukraine and other military formations with personnel in peacetime and wartime by acquiring and maintaining skills and skills in the military accounting specialty ... Reservists do not belong to the employed in Ukraine and have the right, in accordance with the legislation on employment of the population, to be recognized as unemployed and registered in the state employment service as job seekers, ready and aids start a suitable job. "
This 2 reserve battalion was used by Grishin and Gerashchenko to advertise accounts opened by scammers in social networks and mass media for financial support of the Donbass territorial defense battalion of the Donetsk region that does not exist.
Grishin, who had nothing to do with the National Guard under, was ordered by Avakov to enter the 3027 military unit, where he met people who wanted to join the advertised battalion. At the same time, Grishin introduced himself as the commander of the military unit No. XXUMX, lieutenant colonel Semenchenko. If the swindler did not see how to use this person in his needs, he sent him to take shape to the real commander of the military unit, Vladimir Musienko. But in most cases, Grishin personally "accepted the service," signed the "order" and issued a fake "certificate" with the "right to carry a service weapon", which was certified with a fake seal.
Grishin used these people to shoot advertising clips, thanks to which he collected a lot of money and a whole fleet of luxury cars.
This is what a typical fake ID of a fighter of a non-existent Donbass battalion looks like. A certificate signed by the “commander of the 3027 military unit, Lieutenant Colonel S. Semenchenko”, issued by the shooter, allegedly enlisted for military service “by order of the commander of the 3027 military unit from 19.06.2014, No. XXUMX”. Below - "permission to carry a weapon of service" with the number of the machine gun AKS, certified by a fake seal.
It didn’t even occur to people who received these "certificates" that the battalions are not legal entities and cannot have stamps, that the EDRPOU code is indicated on the seals, and the symbols of state institutions are approved by resolutions of the Cabinet of Ministers of Ukraine. And who could suspect the scale of the fraud, if all this was happening on the territory of a military unit of the National Guard, where could no stranger get into?
True, if the seal was fake, then the weapon is real. In this connection, a completely legitimate question arises for Avakov and Gerashchenko: where did Grishin take the AKS, which he distributed on the territory of the military unit 3027 to the citizens who had been deceived by him, who thought that they had been accepted into the ranks of the National Guard? And is this the “left” weapon from the warehouses of the National Guard? In this case, it would also be nice to find out exactly how many “trunks” were distributed, how many were sold and to whom. This is made easier by the fact that the fake IDs bear the real serial numbers of the machines.
The second set of questions concerns the legal status of people who were convinced that they were fighting as part of the 3027 military unit of the National Guard of Ukraine under the leadership of "Lieutenant Colonel Semenchenko." It is clear that they were the victim of a fraud committed on the territory of a military unit. But this does not make them military. And now the question arises: how could civilians, even if deceived by Grishin, be in the combat zone? And who will now pay cash assistance to relatives of the victims with fake IDs of the National Guard soldier?
By the way, in general it would be nice to find out how the National Guard reservists found themselves in the zone of the antiterrorist operation, carried out, by law, only by the Anti-Terrorist Center of the SBU. Because in accordance with the Law of Ukraine “On Combating Terrorism”, neither the Ministry of Internal Affairs of Ukraine, nor the National Guard under him, nor the Armed Forces of Ukraine have any relation to the ATO, and only seconded their employees and military personnel together with equipment to the subordination of the first deputy chairman of the SBU. Therefore, I would like the Security Service of Ukraine to explain how the National Guard reservists were at its disposal, and that among them did people with fake IDs issued by "Lieutenant Colonel Semenchenko."
The fact that “Lieutenant Colonel Semenchenko” himself was impossible to be admitted to the National Guardian deserves special attention - this was a previous conviction. And although it has long been repaid, the fact that Grishin was tried makes it impossible for him to serve in the police or the National Guard of Ukraine. What position could be taken by a citizen with secondary education who had not served in the army for a single day? Is only an ordinary soldier.
That is why Grishin had to hide his real name, since any local police officer could instantly “punch” through the card file of the Information Center of the Ministry of Internal Affairs of Ukraine his biography. For the same reason - and a balaclava mask. Because the characteristic appearance of “Lieutenant Colonel Semenchenko” was very well known both to the deceived residents of Sevastopol and to its creditors in Donetsk.
As the volunteers who were confident that they were helping the Donbass battalion later told, the behavior of “Lieutenant Colonel Semenchenko” at first did not arouse any suspicions in them precisely because the distribution of certificates and weapons occurred behind the fence of a military unit where Semenchenko felt at home. Natalya Veselova even founded a charity fund-raising fund and opened accounts in Privatbank in her own name. That's just as one of the contact numbers when opening accounts, she had the imprudence to indicate Grishin's number. This eventually led to the fact that in January 2015, the fraudster changed the PIN code (SMS with the new code came to his phone) and through cash machines removed all the money collected by the volunteers in cash.
But at first, the gullible people believed that Semen Semenchenko was a national hero. The first suspicions crept in July 2014, when it became known that the so-called battalion commander, instead of being at the front, was leading a secular lion life and actively collecting money in cash — in particular, took a large sum from the then head of the Donetsk Regional State Administration Sergey Taruta, who appropriated.
Then rumors spread that Grishin had taken $300 from US citizen Mark Paslavsky, allegedly to purchase drones for the needs of the National Guard, and after Mark began to demand accountability for the funds spent, he was overtaken by a bullet in the back.
Grishin, who in March 2014 could not pay for the phone and was hiding with his wife from creditors, a month after the start of the fundraising had already ridden prestigious foreign cars, dined in restaurants and poured cash in front of the soldiers, demonstrating what a million hryvnia was. But most of all the scandals were precisely around the incomprehensible legal status of the fighters. Actually, there were two battalions - the official one, as part of the 3027 military unit under the command of the legal commander, and the people who were recruited by “Lieutenant Colonel Semenchenko” and who also considered themselves to be servicemen had weapons and dreamed of seeing their leader not on TV, but in the area ATO.
At the same time, neither they nor the others received cash security. Instead, stories regularly surfaced that some incomprehensible guards of the “battalion commander” robbed the enterprise, cut and sold a small factory for scrap, shook money from a businessman or took away an expensive car from a resident.
Donations to the army: foreign travel, carefree life and personal security
When Avakov decided to decompose eggs in different baskets in August 2014, and make Grishin a people's deputy, there was a problem - like a “battalion commander” to make a beautiful biography given that 8 months spent in the Luk'yanovskiy SIZO No. XXUMX, conviction and repeated cases of bringing criminal liability completely excluded the possibility of his enrollment in the ranks of the National Guard of Ukraine.
Then did the following. 11 August 2014 was ordered to enroll Grishin in the National Guard under without presenting any document, even without a passport - “with words”. Konstantin came to the personnel department and introduced himself as Semenchenko Semyon Igorevich, a retired lieutenant commander of the Naval Forces of Ukraine. These data without any documentary evidence were recorded in a personal file and sent to a special inspection on the subject of past convictions.
The answer from the Information Center of the Ministry of Internal Affairs of Ukraine entered instantly: in the file of persons who were brought to trial, Semenchenko Semyon Igorevich, 1974, was not listed. And this is the holy truth. Because Grishin Konstantin Igorevich, 1974, was born. It is clear that nobody sent a request to the Ministry of Defense for the existence of "Lieutenant Commander Semenchenko". Not to mention the fact that no one even checked: instead of whether a new soldier appears by chance as a private entrepreneur? Meanwhile, the certificate of an individual entrepreneur Grishin surrendered only 24 in November 2014 of the year in connection with his election as a people's deputy of Ukraine on the party list of the notorious “Self Help”.
After that, by order of Avakov, the naval captain-lieutenant was immediately re-certified as a land captain and appointed commander of the 2 Special Battalion of the military unit 3027 with the issuance of the corresponding service certificate. It was just at that moment when dozens of people who were “recruited” by the so-called “Lieutenant Colonel Semenchenko” entered Ilovaysk. Only the legendary battalion commander was not with them. Because he was only registered for service in the National Guard, where he received a false document on the presence of his officer rank.
Having received the 11 certificate of the National Guard under 2014 in August, the next day, August 12, arrived in the Vyshgorod regional department of the State Migration Service and on the basis of this certificate received a new passport of the ST series under 432098 in the name of Semenchenko Semen Igorevich. Why in Vyshgorod?
