The Russian leadership has set the task to equip the Russian army with the latest weapons, to bring it to a different technological level that meets the modern requirements of combat operations.
Within the framework of the state program for the development of armaments envisaged for this, it is planned to make supplies for our army of the 21st century Ka-52 helicopter, called the Alligator.

As is known, Russia still holds leading positions in the world in the field of helicopter construction. Now, the Ka-52 rotor wing machine, which is currently undergoing state joint tests, should, according to the project, keep the palm in its field.

At the end of March 2010, the interdepartmental working group to determine the reasons for the failure of testing and delivery of the GOES-451 product explicitly indicated the person responsible for the failure — the federal state unitary enterprise Ural Optical Mechanical Plant (UOMZ), now referred to as Ural Optical Fiber Production Association Mechanical Plant ”, which broke the equipment of the“ Alligator ”with a multichannel, sighting, hydro-stabilized optical-electronic system of round-the-clock action of GOES-451.
It was established: the technical specification for the GOES-451 product was not ensured, the scope of tests was reduced, including no reliability tests were performed, which may be the cause of systematic equipment failures in the state joint tests; The deadline for the completion of MVI (30.11.2009) was failed; the reasons for the systematic failures of GOES-451 products and the incompatibility of these products with the technical specifications have not been eliminated; there was a systematic postponement of delivery of the product - the delays reached up to a year; stated unsatisfactory administration in the enterprise. We will say in advance that the new completion date of MVI - 15.05.2010 was also disrupted.
But the main conclusion of the commission was the following: “The untimely and incomplete advancement of production cooperation by the FSUE“ PO “Ural Optical and Mechanical Plant” and the untimely final payments for the delivered products indicate signs of inappropriate use of budget funds (gratuitous diversion of budget funds for other business purposes that do not meet the conditions for their receipt) ".
It seems that such serious conclusions should be considered by the Accounts Chamber and the General Prosecutor's Office. Perhaps we will be objected, explaining that in the production of "anything happens sometimes." In this regard, we note that what happened with GOES-451 is not accidental and not isolated, such is the practice of Sergey Maxin, General Director of the Ural Optical Mechanics Plant OJSC, his attitude to the organization of production and management of financial flows. A similar situation is observed in the issue of the production of the Ural Optical Mechanical Plant at the optical-location stations of the state defense order for the Sukhoi family of aircraft, where instead of the planned 6 – 7 products per month, the plant often produces one; and in the matter of equipment supply under the FSUE “Rosoboronexport” contract to India for licensed production, where UOMZ also does not fulfill the delivery dates; and that the enterprise does not participate in the MIG-29 and Su-35 modernization program. The above is already indicative of a system.
But warned ...
The situation at UOMZ "RV" was reported in October and November of 2009 in the articles "Optical illusion" and "Optical deception-2". Recall that at that time “RV” informed the readers about what was going on at the UOMZ under the leadership of its director Sergey Maxin. As an enterprise loses its position in the research and production field, how money, which is so necessary for the finalization of products, is spent for presentation purposes. As Maksin, at the expense of the UOMZ, the “curators” of the company with their wives travel all over the world (“RV” has a copy of the ticket order and payment form for the UOMZ curator at that time from the Ministry of Industry Alexander Potapov and his wife Anna Nagornaya as part of the UOMZ delegation); how to conduct numerous expensive repairs representative offices and much more.
But in vain. Maxine not only continued his work as head of the UOMZ, but also was appointed head of the holding in the system of the State Corporation Rostekhnologii - OAO NPK Optical Systems and Technologies. But after all, the aforementioned interdepartmental commission also included representatives of the Russian Technologies State Corporation, who also signed our conclusions. So who and how in such a situation could lobby for this personnel decision? Or was the information about the real situation not communicated to S. V. Chemizov, Director General of the Russian Technologies State Corporation?
Attempts to reach the Accounts Chamber, undertaken by the deputies, have not brought any result so far. The specific deputy request to the Chairman of the Accounts Chamber of Russia Sergey Stepashin on the essence of the data presented in the publications of the RV has not been answered yet.
But the General Prosecutor's Office of Russia did not keep silent. First Deputy Prosecutor General of Russia A.E. Buksman wrote in his response to the deputy's request: “At the present time, S.S. Maxin simultaneously holds the posts of the Director General of the FSUE“ Ural Optical Mechanical Plant ”and the Director General of OAO NPK Optical systems and technologies ”, which contradicts Federal Law No. 14.11.2002-ФЗ“ On State and Municipal Unitary Enterprises ”of 161. In this regard, the Director General of the State Corporation "Russian Technologies", exercising the powers of the owner of the property of the Federal State Unitary Enterprise "PO" Ural Optical-Mechanical Plant ", is invited to consider the release of S. Maxin from the position of Director General of this enterprise.
And what? Instead of fulfilling the requirements of the Prosecutor General’s Office, the Federal State Unitary Enterprise Production Association “Ural Optical Mechanical Plant” was transformed into an open joint-stock company, and now Maxin became the general director of both JSCs. Incidentally, this contradicts the position of Chemizov on the impossibility of holding the position of the head of a holding company and the head of one of the enterprises included in the holding if this enterprise is not the head company, that is, the holding itself is not formed on its basis. But Chemizov for Maxine, apparently, is also not a decree. Especially in a situation where Maxine in his surroundings constantly flaunts "support behind the teeth" and in support of this "support" tells everyone that in the near future, in July, President Dmitry Medvedev of Russia will visit the company. This will happen, according to Maxin, as part of Medvedev’s visit to Yekaterinburg with Medvedev’s joint chancellor Angela Merkel, where the Russian-German summit, the large-scale exhibition INPROM-2010 and the Petersburg Dialogue Forum will take place. It should be noted that, on the eve of the President’s visit, JSC “PO“ Ural Optical Mechanical Plant ”has changed the paving slabs, planted flowers, repaired in a pompous style an entire floor to receive distinguished guests. Thus, the money, and so lacking for the production of systems for Ka-52 and other products, is spent without an account. I wonder if the lobbyists supporting Maxine know the true state of affairs in the enterprise or are they guided by well-groomed flower beds?
Traffic lights instead of Ka-52
Well, painting the grass before the officials visit is an old Russian tradition. Curiously another - what does Maxine intend to brag to the President? Apparently, the traffic lights, which occupied a central place in the exposition of JSC “PO“ Ural Optical-Mechanical Plant ”at the recent exhibition in Zhukovsky.
Of course, it is joyful that Russian military-industrial enterprises also produce civilian products. But it would be better if they produced high-quality military. In the case of OAO PO Urals Optical and Mechanical Plant, the aspect that Ka-52 is planned to equip the Mistral in case of its purchase is important.
And once again about finance
Once again, RVs raise the question of the need for a more careful approach to verifying information about misuse of budget funds. This time on the example of UOMZ. In the case of OAO PO Urals Optical and Mechanical Plant, this item is supplemented by poor administration, an unreasonable increase in the company's loan portfolio, a permanent debt to related suppliers, and the purchase of very expensive equipment. And in general, the policy of the general director, who focuses on creating an external image due to the content.
In this regard, we will note another interesting moment - both NPK Optical Systems and Technologies OJSC and PO Ural Optical Mechanical Plant OJSC are served by the same chief accountant, N. Kuzmin from Ekaterinburg. And this is despite the fact that enterprises are located at a distance of 2000 km from each other. What is this - touching concern for their personnel or something else?
"RV" will continue to monitor the situation in the JSC "PO" Ural Optical-Mechanical Plant "and now also in the" NPK "Optical Systems and Technologies". We hope that Stepashin and Chemezov will nevertheless pay attention to what is happening, especially given the appointment of Maxin as director of OAO NPK Optical Systems and Technologies, where the possibilities for financial and production activities are much wider.
