Unscientific view of scientific companies

Recently, there has been a stream of information on the use of electronic warfare (EW) with the enemy at military exercises. So during a recent sudden check of the North fleet there they deployed the latest complex "Murmansk-BN" with a range of up to five thousand kilometers. According to the head of the fleet’s electronic warfare center, second-rank captain Dmitry Popov, who is led by TASS, the new complexes arrived at the center at the end of last year and have already been mastered by the personnel of the units. They were used for the first time in the exercises. A lot of News goes about the complexes "Moscow-1", "Khibiny", "Krasukha-4" and others. Against this background, information that the Ministry of Defense plans to create an EW scientific company in 2015 flashed imperceptibly.



By building

The decision to staff scientific companies in the Armed Forces of Russia from graduates of institutions of higher professional education was made at the highest level. Such a task before the Ministry of Defense by decree of April 17 of 2013, was determined by President Vladimir Putin. The intentions were very ambitious - the main function of new companies should be research work in the interests of the country's defense. The deputy defense minister, Colonel-General O. N. Ostapenko, was charged with leading the formation and further activities of this company (initially it was about creating one company).

The experience of non-combatant units of conscripts has already been in the Armed Forces. First of all, these are sports companies. They were in all military districts and even in large formations. Formed from recruits who had a sports category not lower than the first. However, these units were only called companies. Very soon they grew to battalions, as they absorbed teams of a wide variety of types - from athletics to orienteering. Accordingly, the tasks before these units were not to run ahead of the attacking chain, but to defend the honor of a troop formation or district at all-army competitions. Research work, such as physical exercise testing for conscripts, was also not done in companies.

Scientific work in the army, I do not remember. Such examples were held in another department, now called the penitentiary system. It was still in the Gulag’s mournful times, when in various closed laboratories, in common parlance called “sharashkas”, thousands of prisoners performed “research work in the interests of the country's defense.” The people there were prepared, serious. And the tasks were performed accordingly - they solved the problems of aircraft manufacturing, the production of engines for rocket technology, the development of artillery systems, etc.

Sports companies, the main reformer of the Russian Armed Forces, A. Serdyukov, covered more in 2008. Scientific - he was not going to create.

The formation of new non-combatant units in the army almost coincided with the development of amendments to the law on public service. There, changes were made significant. In accordance with the new requirements, only those who served in the Armed Forces, or those who could not be called up for medical reasons, could now apply for bureaucratic positions. Evil tongues tied these two events together and erupted into a barrage of criticism.

Maybe over time, this trend will manifest itself. But at the first formation of new divisions, the approach turned out to be serious. In the sports companies revived by the fall of 2013, the sports companies called not the first-class riders any more than a dozen in each city, but the winners of the Universiade, junior European and world championships, candidates and members of the Russian national teams in Olympic sports recommended by the Ministry of Sports. The new divisions housed in Moscow, St. Petersburg, Samara and Rostov-on-Don, the number of athletes identified in the 400. Among recruits, for example, I remembered the two-time Russian champion in figure skating flashed on television screens in soldier’s uniform, Master of Sports of international class Maxim Kovtun (now he won silver at men's European Championships at the European Championship) and the silver medalist of the European gymnastics championship, Master of sports of international class Kirill Prokopiev. It was a level! However, the companies themselves are not a compulsory appeal, but a voluntary recruitment, which was especially clearly manifested in the formation of scientific companies. The competition there, as in a decent university, now comes to six people in place.

The new face of the Russian army

There is reason for skepticism about the scientific contribution of the new non-combatant companies. First, in the new century breakthrough achievements are not made on the knee. Requires at least good laboratory equipment. Secondly, the year of military service is not much longer than the time required to write a high-quality thesis, and for a serious study it does not seem to be enough. Finally, military science is on the rise today, and graduates of even the most successful universities still have to fight to take their rightful place.

It seems that all this is thoroughly taken into account. The first scientific company was formed from graduates of MSTU. N. E. Bauman, Moscow Aviation Institute and connected to the development work on the basis of the Krasnogorsk plant. S.A. Zvereva (OAO KMZ), a member of the state corporation Rostec. Within a month after the call, yesterday's students received general military training. Then began service in the divisions of the scientific and technical center of JSC KMZ. More precisely, the work on the creation of a "unified small-size equipment of high spatial resolution for a network of small spacecraft."

Details of studies involving the first scientific companies are not in a hurry to disclose. But there are already reports of achievements. It is noted, in particular, that during the year of research the operators of scientific companies (as they are called today by the military) issued more than 20 applications for patents for inventions, made rationalization proposals for 44, published more than 90 scientific articles. I will note, by the way, that a relatively small team is often hiding behind the loud name “company”. In the first call, for example, all 35 volunteers gathered. Later their number increased to sixty. So the guys did a good job on the shock report.

This was confirmed at last year’s exhibition in Alabino, the Innovation Day of the Ministry of Defense of the Russian Federation. There, the development of servicemen of the scientific company of the Aerospace Defense troops was highly appreciated by the expert community. Efreytorov A.I. Voevodsky and D.G.Medvedev were even awarded with medals “For achievements in the field of development of innovative technologies”.

The number of scientific mouths is growing rapidly. The Ministry of Defense felt that the announced initiative had a perspective, and created research units in the training center of the General Staff, in the military training center of the Ground Forces, in the training and research center of the Air Force, in the military training center of the Navy in St. Petersburg. The field of activity of scientific companies is expanding. Last fall, they were also formed at the military academy of communications (St. Petersburg), at the branch of the same academy (Krasnodar), and at the military medical academy (St. Petersburg).

It is difficult to assess the applied benefits of the activities of training companies. Apparently, it suits the military, since this potential is being built up at such a pace. Recently, the Ministry of Defense has a new idea - to create humanitarian companies, where they would solve the tasks of fighting cyber threats, falsifications of the Russian stories, conducted work with archival materials and information - in social networks. Now they are planning a scientific company of electronic warfare. Its base will be the Interspecific center for training and combat use of EW troops in Tambov. The new company will be the ninth in a row among such units. And all this - in the incomplete two years that have passed since the President of Russia issued the Decree on the formation of the first scientific company in the Ministry of Defense.

I think the Armed Forces would have coped with their tasks without research units. After all, D.Popov, with his subordinates, was able to master the newest Murmansk-BN complex in a short time and successfully apply it during the exercises of the Northern Fleet. However, scientific companies make it possible to expand the capabilities of the army, to infuse into it living intellectual blood. After all, half of the operators of the scientific companies of the first draft have already been certified and continue to serve in officer positions. Many remained to work in research organizations and military schools of the Ministry of Defense. Scientific companies for university graduates have become social elevators, which have opened life prospects.

... The face of the Russian army is changing. The country saw self-confident, professionally trained and effective "polite people." I hope that soon not only the Ministry of Defense, but also the public will see and appreciate the contribution of the new generation of the military, which the unwise public likes to call it “nerds” ...

The level of complexity of equipment and electronics in the army, on the contrary, has increased, and now qualified consumers are not just able to come up with a new one, they can’t competently operate the finished product. Therefore, there was a need for sharashka. This speaks only of one thing, the level of education of the creative population is now about the same as in the 30s of the last century. Soon, the factory faculty will have to enter and restore vocational schools. In the companies you can piece by piece collect young people who at least understand something and teach them specifically on the ground. At the same time, military service ensures that they will not hang out at clubs and buy credits, and that they will really be studying.

          You forgot to clarify that this creative population also falls into scientific companies, namely those who ran all their student years in clubs, bought tests. For in the same MAI, MIPT the most valuable graduates are already employed to get a diploma, and not only in Russia! A certain part, also not troechniks, falls into military departments and, upon graduation, receive the rank of reserve officer. Who can theoretically get into scientific companies? Well, it’s clearly not the best and not the most worthy, and given the corruption component (I can’t say that it exists, but it’s impossible to say that it doesn’t exist), chances to get really talented graduates into such a company are not so hot!

        But this was also with Soviet military education. In my memory, right after college, very few people got into adjuncture, for example.

          Maybe it would have been, but there is most likely one caveat - these military universities need to somehow be financed so that they can go there, and here on call - either to a research company as a volunteer or to the troops forcibly :-) and it's not burdensome for finances, the word "sharaga" comes to mind :-)

            There are no real real results of "scientific" mouth, and will not be due to the initial frivolity and futility of this showy event.

    In science, personal communication is very important. And here are the young guys, everyone has a bunch of ideas + they went to voluntarily serve / work for their homeland, so they want to bring real benefits to it. Then they will serve, and communications will remain for life. If, or at least roughly, as in the article, then this work is not so much for today, but for tomorrow's result.

    These so-called "scientific companies" in the army (or in military research institutes) - HUGE STUPIDITY and the manifestation of an insane desire to "bend" in front of the authorities by means of some kind of "innovation". Moreover, ANY "innovations" !!! A normal scientist is an amalgamation of qualifications, experience (including well-stocked "bumps"), abilities (talent, if we take it above). Here I have not said anything new ... Where is it all with yesterday's graduate ??? graduate School NEVER did not release ready-made specialists (even in the Soviet and pre-Soviet times) - a certain "preparation" of a specialist was produced, who then gained experience and professional knowledge in the process of work. And now, even more so, higher education produces such a semi-finished product of "specialists" (I am not talking about bachelors ...) that it becomes scary for our industry, science, medicine, etc. What "scientific" companies can we talk about ??? RAVE!!!
    At best, the "fighters" of such companies can work as laboratory assistants or as support personnel for real professional scientific workers ...

    You have to start somewhere, why not with scientific companies?
    Let specialists prepare, let training and accumulation of experience go. Before this 25 years, no applied army science existed at all, why not start doing it now?
    For me, this is the normal process of the emergence of a new army school for teaching applied science.
