Pentagon presented draft military budget for 2016 fiscal year

Currently, the US military is working on a draft defense budget for the next fiscal year 2016. By the fall, they must form and submit the final version of the plan of expenditures that is planned to be completed next year. Before approval, the draft budget will have to go through several checks and be approved by Congress. Only after that will it become an official document determining the order and amount of military spending during the next fiscal year. In early February, some features of the project in its current state were published.



The project description indicates the main plans of the US leadership, as well as the goals that are pursued when budgeting for the next year. Thus, in the section on military expenditures, total sums are indicated which are planned to be allocated for defense needs, and also the main goals of the Pentagon are listed in the near future. Currently, it is planned to allocate a billion dollars for military expenditures of 561. This is about 38 billion dollars more than the military budget for 2015 year. In addition, funding is laid for operations abroad totaling 58 billions. Expenditures on various programs implemented jointly with other agencies, such as the development of nuclear power plants, etc. not included in the military budget and listed in other structures.

The estimated military budget for the 2016 fiscal year was created taking into account the challenges facing the US military. The brief description of the project indicates the general objectives that will be pursued by the Pentagon. The first is the victory over the Islamic State organization. The defense budget lays down the costs of participation in the operation to suppress and destroy this enemy. In particular, it is proposed to continue cooperation with various Middle Eastern states. In addition, it is planned to pay attention to assistance to the armed forces of Iraq, who suffered heavy losses in the fight against terrorists. With the help of various measures, Washington hopes to resolve the situation in the region, as well as to end the war in Syria.

Other goals of the new military budget look very interesting. The United States plans to help its European allies in the confrontation of Russia. In response to Russia's “aggression”, the United States will support its NATO allies and partner countries in Europe, including the states undergoing “Russian aggression”. It is planned to use various means of supporting and strengthening democracy, improving security, fighting corruption, etc. Washington is also going to promote the entry of new countries into the European Union.

In the next fiscal year, the Pentagon will continue to cooperate with the countries of Central America, for which about 1 billion dollars is allocated. It is planned to continue to provide assistance to democratic countries in the region that have good relations with the United States.

The improvement of cyber security systems will continue. To protect the armed forces and civilian structures from attacks using information technology, 14 billion will be mastered in the next fiscal year.

These priority areas are determined in accordance with the five main factors affecting the situation in the world. Pentagon analysts have noted the following trends:
- The main priorities and events in the international arena are now shifting towards the Asia-Pacific region;
- there remains a need to maintain a stable and secure environment in the Middle East and in Europe;
- the threat of international terrorism persists;
- it is necessary to continue the development of various weapons systems, equipment, etc .;
- It is important to maintain good relations with your allies.

These five factors determine the main plans of the US Department of Defense for the near future.

Despite changing priorities, the US government intends to increase defense spending, saving on some articles. For this reason, for effective distribution of funds, it is proposed to implement the BBP 3.0 program (Better Buying Power), aimed at optimizing costs and increasing returns from them. For example, to optimize spending in the 2016 fiscal year, it is expected to reduce 11,3 thousand troops, after which the number of personnel will remain at about the same level - 1,3 million people. The reserve of 811 thousand people and 773 thousand civil servants will not be reduced. In addition, some changes in the structure of the armed forces are planned.

As before, most of the military budget will be spent on the maintenance of the material part and the training of personnel. On this in the draft budget laid 250 billion. Another 140 billion will go to the military allowance. 115 and 70 billion dollars are planned to be spent on the purchase of weapons and the development of new systems, respectively. The construction of military facilities will cost the Pentagon 7 billion, housing for military personnel - 1,4 billion. The cost of management and financial reserve will be 1,8 billion dollars.

Of particular interest is the planned distribution of funding by type of armed forces. So, a little less than a third of all costs will be in species that are designed to act at a distance from the territory of the United States. 161 billion dollars (30,1% of costs) will go to finance the Navy and the Marine Corps. The air force will receive almost 153 billion (28,6%), while funding for the ground forces is provided in the amount of 126,5 billion dollars (23%). In addition, the budget laid 94 billion for the implementation of various programs that are not tied to certain types of armed forces. The 58 distribution of billions of dollars allocated to various operations involving the armed forces looks curious. The bulk of this money - 20,6 billion - will go to the ground forces, which are entrusted with the main work to perform combat missions in Afghanistan. The Air Force next year will receive 14,4 billion dollars, which is due to their participation in the fight against the "Islamic state" and other threats. The Navy remains around 7 billion.

The draft US military budget for the 2016 presented in early February for the fiscal year has not yet been adopted and approved. Over the next few months, the military and politicians will discuss various budget lines and coordinate planned spending. During this time, the proposed project may change several times. For example, it is possible to reduce some expenses in favor of others. In addition, it cannot be ruled out that Congress, as has happened more than once before, will consider the proposed budget increase incorrect, with the result that the Pentagon will have to change the project, reducing costs. Over the course of several previous years, the US military had to spend a sequestration of the budget, each year cutting it by about 50 billion dollars. In the next fiscal year, as follows from the published project, it is expected to abandon it and increase costs.

The official reasons for the increase in military spending are a number of military and political reasons. In the 2016 fiscal year, the US Department of Defense intends to continue the fight against terrorism in the Middle East, as well as promote its interests in certain regions. Thus, it is planned to continue support for armed formations fighting against the Syrian army, as well as to resist the “Russian aggression”, providing this or that support to European states.

In the very near future, it will be known whether the Congress considers such factors to be a sufficient condition for increasing the military budget. Previously it was claimed that Pentagon’s expenses in the 2016 fiscal year should not exceed 496 billion dollars, however, the proposed project implies significantly greater spending. Such a discrepancy in numbers suggests that in the near future in Washington will begin a serious confrontation with disputes for every billion dollars from the taxpayers ’pocket.
