The rest of the assets were transferred to Theodosia City Council - 24,4 percent, to other individuals and legal entities - 0,6 percent. Such "production management and capacity utilization" of the Gidropribor plant led to its plundering and the destruction of the enterprise as such, the loss of the potential accumulated by the labor collective. The territory of the “Gidropribor” plant in 17 hectares with a protective pier and the embankment immediately became the object of attention of foreign owners for use in their mercantile interests - for parking yachts, for creating recreation and entertainment areas.

Particularly acute is the question of the payment of wages to the labor collective, the debt on which is more than 16 million rubles. Employees of the enterprise for a long time have no means of subsistence, which forms social tensions in the village.

For your information, until recently, the assets of the ex-governor of the Donetsk region S. Taruta were occupied by the Ayvazovskoye health complex (LOC), but in November 2014, the Crimea State Council decided to nationalize the Aivazovskoye LOC and the adjacent garden park. park art in the coastal town of Partenit. It is obvious that everything previously owned by the Gidropribor plant should be returned to state ownership in the same way. Taking into account the specifics and importance of the enterprise for the Russian defense industry, it is necessary to carry out all legal procedures that change the ownership rights to the objects of JSC Dvuyakornaya Bay. Namely, at the federal and regional levels, decisively and expeditiously, in accordance with the legislation of the Russian Federation and the international regulatory and legal framework, develop a mechanism for returning all assets held by foreign legal entities under the Russian jurisdiction.

Currently, there is a need for reorganization of JSC “Dvuyakornaya Bay” with the restoration of production in the “traditions and profile” of the “Gidropribor” plant, the creation of the new enterprise “Marine Production Testing Center” (MPIC) and the subsequent entry of the MPIT into the structure of the Concern underwater weapon - Gidropribor "(St. Petersburg). The Russian Navy needs a marine underwater weapon (MPO) that meets the goals and objectives of the action, for the creation and testing of which requires a specialized and versatile complex, organized according to the “coast-sea” scheme, namely “the manufacturer-test base”. Such a future of the plant “Gidropribor” in the organizational form of the IPCC is seen by the leadership of the JSC “Bukhta Dvuyakornaya”.

Maintaining the defense stability of the sea borders of Russia is impossible without ensuring the tactical and technical characteristics of the MPS models and special marine equipment, which are being developed and adopted for service, superior to foreign analogues. Such a requirement can only be met with complex field tests, as close as possible to the conditions of combat use, which is possible to realize in Dvuyakornaya Bay. From the territory of the Gidropribor plant there is an access to the coastal water area of ​​the Black Sea with unique hydrological factors. In addition, the climate on the peninsula of Crimea contributes to the conduct of comprehensive field tests all year round.

The Department of Armaments of the Ministry of Defense of the Russian Federation supports the expediency of restoring the functional activity of the enterprise and its loading through inter-plant cooperation when executing the state defense order. It is considered expedient to attract interested large defense enterprises producing MPOs (for example, JSC MPO-Hydropribor Concern) to revive a unique plant, with the necessary legal procedures for ownership and investment in the restoration and development of the production base.

Now there are a number of problematic issues that require urgent solution with the participation of the government of the Russian Federation. The main ones include the registration of the enterprise in state ownership with the inclusion in the unified register of legal entities, its appropriate licensing.

The Crimean Peninsula, since its annexation in 1783 to the Russian Empire, has become an outpost for the country's Black Sea Fleet. In the interests of its development and improvement, a powerful and versatile military-industrial structure was created, which existed until the collapse of the USSR. Historical the return of the Republic of Crimea to the Russian Federation implies the revival on the peninsula of all enterprises important to the defense industry in modern quality. A new impetus will be given to naval science, and the employment of the local population will significantly affect the social situation in the village and the region.
