Russia paid for the entrance, but it was not allowed

February 2 on the media sold Mr. Pushkov statement about Russia's participation in the activities of PACE. It would seem that it is time to put an end to the European political stall with the sign "assembly", but no. Pushkov said: “Now we have the initiative. We want to - stay. If they put us in a discriminatory position, we will leave. And they are very afraid that we will leave the Council of Europe. ” I would like to add: for a long time you “leave” something, gentlemen representatives! It’s time to slam the door ...

The next "contra" with the PACE began and ended last week, but statements from both sides are still being received.

Last Wednesday, the Parliamentary Assembly of the Council of Europe adopted an amendment to the resolution on the powers of the Russian delegation, according to which Russia was deprived of the right to vote until April 2015. Russia responded by leaving PACE before the end of the year. Chairman of the State Duma S. Naryshkin confirmed that Russia had suspended work at PACE for a year, and clarified that in a year the issue of Russia's membership in the Council of Europe would be raised again.

It seems that the winter session of the Parliamentary Assembly met in Strasbourg only to deprive the Russian delegation of authority.

And at the same time, the Western press is surprised: why the Russians left, they were not expelled! Yes, and in PACE, many were surprised.

The political theater called the Parliamentary Assembly of the Council of Europe, full of actors and impresarios, who eat many millions in contributions, has essentially become a special organ of the Cold War, which the West has unleashed against Russia. The funny thing is that Russia, among representatives of other countries, is financing PACE activities. Moscow pays one of the fronts of the Cold War!

Here are the numbers that are useful to know. Most of all in 2014, France has contributed to the budget of the Council of Europe - 38 million euros. The second place was shared by Germany and Italy (by 35,1 million euros). Russia is in the third (or fourth, as you like) place: its contribution to 2014 amounted to 32,3 million euros. The total budget of the Council of Europe for the year 2014 was about 403 million euros. And the entire activity of the PACE in that year was the condemnation of the “aggression of Russia against Ukraine” and the condemnation of the “annexation of the Crimea”.

Already known for his previous conflicts in PACE, Briton Robert Walter, who was joined by other gentlemen inclined to accuse Russia of “aggression”, protested the powers of the Russian delegation to PACE at the session. Then the sharp criticism of Russia followed from delegates from different countries: having no evidence, the Assembly called on Moscow to withdraw "its troops" from the territory of Ukraine, as well as "refrain from supplying weaponsTo the rioters. Russian volunteers who wish to go to the east of Ukraine, PACE demanded not let go of the cordon. And the Assemblers demanded the release of the “Ukrainian pilot Nadezhda Savchenko, who was languishing in the KGB chambers”, and not at some time, but at twenty-four hours.

And Russia pays for this amusing platform!

Robert Walter managed to recruit so many supporters that his “amendment” to the resolution passed, and the delegation of the Russian Federation was deprived of the right to vote at the session. After that, the Russian delegation began to collect manatka. True, the fees these assemblers surprised. Like, you have not taken away all the powers that you hurry?

Anne Brasseur, who heads the assembly, said: the powers of Russia are not completely revoked. Yes, and this "not completely" can be quickly eliminated. To return to the European bosom of democracy, Russia just follows: a) release Savchenko mentioned (“in 24 hours”); b) return the Crimea to Ukraine; c) withdraw the troops from Transnistria; d) demonstrate "progress" in resolving the situation in Nagorno-Karabakh.

Well, at least, they did not blame the Kremlin for the occupation of the Baltic republics, the seizure of Poland and the planned march to Finland ...

There were, however, voices of those assessors who did not approve of Russia from the “gates”. One of those who objected to PACE was Stefan Schennach, the head of the Assembly’s Monitoring Committee.

“I was hoping to the last that the majority would be on my side. At the first meeting of the monitoring committee, my proposal to return the vote to the Russians was a stable majority. But then, quite unexpectedly, some members of the committee turned over to the other side and voted in favor of the amendment, which turned my text into its complete opposite, ”the newspaper quotes Comrade Shennach "Sight".

“As the head of the monitoring committee and a person who has a certain influence here, I will do everything to find a way to return the Russian delegation to PACE and close this gap in our relations,” the head of the committee said with emotion.

Schönnach also said that "this stupid vote that we had on Wednesday - perhaps under the influence of excessive emotions - will not interrupt our dialogue."

2 February newspaper "Sight" with reference to the RIA "News»Led a statement by the head of the international committee of the State Duma and the head of the Russian delegation to the PACE, Alexei Pushkov.

“The Parliamentary Assembly itself has excluded itself from the process of resolving the Ukrainian crisis and from the dialogue with Russia over Ukraine ...” said Pushkov. “I think the Parliamentary Assembly has carved itself out.” In this anti-Russian rush, they forgot that in this way they lost Russia, a key player in the European continent. ”

“We now have an initiative,” added Pushkov. - We want to - stay. If they put us in a discriminatory position, we will leave. And they are very afraid that we will leave the Council of Europe. ”

According to Pushkov, PACE without Russia is “an organization that will deal only with senseless air shaking.” “We are a key country in Europe both in terms of relations with the European Union and in terms of solving the Ukrainian crisis. Even the situation in Transcaucasia - Georgia, Abkhazia, South Ossetia ... It’s also impossible to normalize the situation without us. And Transnistria, Moldova ... That is, we hold in our hands the keys to solving a number of crises in Europe, ”noted Pushkov.

Well, and Europe, we add on our own, believes that she holds the keys to the decision. Europe will by no means agree with Russia either in the Crimea or in volunteers going to Ukraine. And any organization where the loud voice of the West is heard - from the UN to the PACE itself - is used by Western forces to push through ideas about the territorial integrity of Ukraine, the Ukrainian Crimea, “human rights”, “freedoms”, “political prisoners”, “western values "and other non-existent things. PACE is a natural platform for condemning the policy of Russia.

Why come there? Why should be in this organization? Every time to get a bucket of mud in the face?

Pushkov says “We want to stay,” but this position looks like an immature teenager’s reasoning. And "do not want" - will not you stay? Funny right. As if the spectator, who bought a theater ticket, can punish someone by leaving!

And what is the role of the "remaining"? The role of the eternal reserve player?

Or does Mr. Pushkov expect that the European Union and its political owner Obama will forget about the “Ukrainian Crimea”? Rather, cancer on the mountain whistles than the White House and Brussels will refuse their statements. With the same success we can expect from Washington that he voluntarily recognizes the world hegemon, say, Beijing.

The “containment policy” of Russia, which started last year, is a long time.

Some analysts say that PACE is afraid of “losing” such a valuable “sponsor” as Russia. After all, the annual contribution to the budget of the Council of Europe, from where the PACE draws, is 32,3 million euros. But if you look at the total CE budget and contributions, then the Russian share is 8 percent. Just. The West is not at all afraid of losing Russia.

The West, if anything, is afraid, so it is to lose a public platform, where you can freely poke Russia in a puddle.

And it would be okay, in his puddle - and then in the west!

One gets the impression that they are paying the loot for our deputies to do shopping in Europe at public expense ... Free business trip! "Well, even if the Council of Europe does not have the right to vote, we will make some purchases." As there were deputies, "if only to fill their pockets" and remained! We need to leave the Council of Europe for a long time!

The main thing for our diplomats is to get a good business trip (which is much better here), get a daily allowance, bring a wife, buy something, pack everything in cigarette boxes (the most convenient if you travel by train from Vienna or Geneva). When I myself traveled like this in the 80s, per diem
were about $ 30 plus a good hotel plus food.
And the prestige, the cars with the drivers, the atmosphere itself! This isn't Zambia for the tenth time! What patriotism is there?! Well, now it's just betrayal.
It’s time to leave this rotten organization, where we are
our money has only been poured with mud for many years
contract. It’s useless for them to explain anything, they are already
they know everything perfectly - no one has Internet and Youtube yet
canceled. They are just our enemies, for centuries. It's simple
a gang of beautifully organized capitalists. But the most
Oh, that they know about it in our Duma!
And they still climb there, supposedly to "open their eyes". Russia
pays tens of millions for this sadomasochism
Euro per year. But you need to multiply this by twenty years and add
interest and travel expenses of our delegation. Let be
          voiced and these
expenses. Well, in general, the children and grandchildren of diplomats are already feeding on this field, now Professor Pushkov has decided that it’s not enough to teach and sit in the Duma. It’s necessary, they say, and ride it yourself.

You need to be strong and consistent in your decisions. It is clear that the government and deputies simply have no plan... If you decide to escalate the situation with the United States, you must clearly understand how they will react and how you will respond to this reaction. Last year they took away our vote, this year they took it away, so what? Last year they talked about an unconditional exit, so what? Yes, they take us for suckers all over the world and wipe their feet on us. It all started with the Unknown Soldier in Estonia - they cried their eyes out, so what? Only a tough response - if we are right. If we are right about Crimea - tell everyone to go to..., if not, shut the fountain and sit silently. Are the Baltics teaching us?! - this is just nonsense... force us to publicly apologize within 24 hours, otherwise such a concept as the Baltics will simply cease to exist - there will be another Chukhonskaya province. And what Lavrov was chewing snot at the last press conference - a Ukrainian journalist asked "how will you look us in the eye, invaders, etc." - and what did he start chewing there - nonsense... I'm tired of whining - they detained this fucking Greenpeace and so what?! How did it all end? ... but there was squealing at the beginning. Act quickly, harshly and without masochism - like with Crimea.

We pay Poroshenko and Yatsenyuk so that it would be more comfortable for them to pour shit on us, we supply oil and gas to NATO countries so that they would increase and deploy military bases on our borders, we feed the Baltics so that the leadership of these American jackals would have no reason to think about their economy, and all their forces would be spent on the fight against Russia, we make curtseys in favor of Poland, profusely repenting for Katyn, but forgiving all Polish atrocities against the Russian people and turning a blind eye to how their officials spit on the graves of Red Army soldiers who saved the world from fascism at the cost of their lives... This is an annual contribution. I heard that Russia has switched to monthly payments "based on results", something Pushkov said. Here's who to clarify? Those. for February 2015 and until the end of the year they will not receive money. But if they paid in advance for 2015, this is already madness. For 2014 I remember paid in advance.

The current ones are not much cooler than Kozyrev. Putin and Lavrov alone are taking the rap for everyone. And we simply need to leave the European Parliament. There are other platforms for dialogue. Last Saturday I watched two programs on TVC. Pushkov chewed everything and put it on the shelves first in his program, then in the answers in the studio. PACE, according to him, is on the side of the pripe, where the most unsuccessful deputies of European countries come from Europe to pursue a career, declaring themselves mainly to criticize Russia. But PACE was needed as a platform where Russia could tell the truth about itself in Europe and state its position. An organization such as the OSCE plays a more important role. And even more important is the meeting of the Council of Europe's foreign ministers, where, in general, everything is decided. We are not making a contribution to PACE, but to the Council of Europe. And while the Russian leadership believes that there is a benefit to the country from membership in the Council of Europe, Russia will pay membership dues. When there is no benefit, then the question of withdrawing from the Council of Europe will be considered. We will exit from all structures at once, including the European Court of Human Rights. That is, you have to chop off. And while we are not ready for this for a number of reasons

I read and marvel. Why indiscriminately accuse people just to write something?!!! You don't have to be a genius to not understand that it is not Pushkov who decides whether we leave PACE or not, and not even Naryshkin. Anyone who saw Pushkov's speech after leaving the hall remembers that he was literally shaking with anger at the situation. I watched the broadcast of the PACE meeting when our people were being thrown out and I can say that they literally FIGHTED for their position. It was clear that they did everything they could, but, as it turned out, Americans they got busy, they screwed Russia. And now, covered in slop in France, they are returning home, where now our people, without even bothering to figure out what was going on, UNBASEDLY accuse them of going shopping. That is, they got it here for nothing. It's understandable from liberals, but from our own people???? Colleagues, let's not be like the conscious people from Censor.net. Writing nonsense just because it's customary to write about deputies is at the very least dishonest. I always considered "VO" a serious news resource, where you can adequately discuss burning issues. I ask you to forgive me in advance if I offended anyone.

Straightforward and precise. I have the same opinion. And who cares that someone is on our side in this PACE. Suspended? And why? Don't we have anywhere else to express our opinion? Don't we understand that PACE is a touchstone? That in the long term it's a UN issue? We understand everything.
If they said And you need to already say the whole alphabet. Otherwise, there was nothing to say at all ... We would sit like mice and soak up Western crap ...

Therefore, all the losses and costs associated with these delusional thoughts must be replenished from the personal stolen funds of both the initiators and their accomplices.

I suppose, if Mr. Pushkov and Co. consider PACE such a valuable place, let them throw in the money - in the amount of only (!) 32 million euros - and "outbid" themselves "a place in the Sun"! Only let them speak on their own behalf, rather than hiding behind Russia.

Walking around the hall, well, I don't know, maybe eat right there, since it will be a little expensive in the dining room. Anything else to come up with besides the meetings. For example, to bombard them with letters so that answers go at their expense. Etc. In general, create an unbearable situation in this PACE. Again, according to the amount paid. Pushkov is trying to put a good face on a bad game. "Key country", as he put it, was simply taken and deprived of the right to vote. They put me in a corner and gave the task to improve, and then they will ask for execution. About the paid contribution for this year, I am already simply silent (profanity in VO is prohibited).

P.S. And this phrase of Pushkov: “The Parliamentary Assembly excluded itself from the process of resolving the Ukrainian crisis and from the dialogue with Russia on Ukraine ... I believe that the Parliamentary Assembly has carved itself. Why chase Mashka Kulakov?
Gentlemen, if you want to take revenge (which is unlikely, because everyone wants to party nicely for our money), you just need to declare the illegitimateness of ALL EU (and maybe UN) PACE, CFE and other parasites, as not complying with their own provisions and principles. Therefore, they have become obsolete.
And it would be even cooler to push this through at the BRICS-SCO-EUROAZ level.
These desks (PACE, CFE and others) were invented for you and me as leverage on our own countries.
So the gentlemen of Pushkov and others like them got themselves into (or entered?) into this waste of life.
To hang out nicely. Well, whatever the hell. But it's beautiful and free.

The British Robert Walter, already well-known from previous conflicts in PACE, was joined by other gentlemen inclined to accuse Russia of “aggression” and protested the authority of the Russian delegation to PACE for the session. Then sharp criticism of Russia followed from delegates from different countries: Without any evidence, the assembly called on Moscow to withdraw “its troops” from the territory of Ukraine, and also to “refrain from supplying weapons” to the rebels.

What kind of impartiality and fairness of the ECHR can we talk about after this? This Western structure, the CE, is used to discredit Russia. You need to get out of this viper - SE.

Frankly speaking, such spineless behavior of our representatives is depressing. Even in their response speeches at the vote on Russia’s powers, the speeches of our representatives were not at all similar to the speeches of the representatives of the Great Power. The desire of our representatives not to offend their partners has long turned into bending over to them.

Nonsense! We want to leave, we want to stay! They didn't pay for the money! 32 million euros down the drain! It would be interesting to know whose idea it was - first throw away the money and then slam the door! Couldn’t it have been smarter - first you should have slammed the door and not paid the money! Why didn’t they open a criminal case? I would like to know the name of this smart guy!

When will diplomats show pride? We leave, we do not leave. Westerners are not going to persuade us. Slam the door so that the jambs fly out.

I agree in my heart, but I will quote one person: “as a result of negotiations, various positions of request will either be brought to consensus, or the parties will go home with nothing. The skill of a diplomat lies in reducing positions to a common denominator. Diplomacy is not rugby - it is chess.” I think Pushkov knows better, he is a chess player from God.

In general, our authorities behave strangely. They were thrown into the mud by PACE, and they also paid for it. Well, complete masochism, like the Nazis leveling the front line. Then free coal and electricity for the Nazis. We are kind and we don’t care. That we have extra money. Shuvalov said we’ll cut expenses, so cut them and don’t feed PACE, the Council of Europe, the Court of Human Rights, etc. We still can’t get away with the dirt that was poured on us, or by paying money, we agree with everything.

Russia is in third (or fourth, as you like) place: its contribution in 2014 amounted to 32,3 million euros

A machine tool plant was built in Ulyanovsk for 50 million euros.
PACE is an EU organization, it is unclear why Russia is getting involved there. It is obvious that Russian taxpayers have nowhere to put their money.

Wouldn’t it be better to transfer the money (32,3 million euros) that Russia senselessly spends for its unnecessary membership in PACE, receiving only misunderstanding and hostility in return, for the social protection of the poorest segments of the population of our country!

Obviously it’s not up to him to decide, but I want to skim off the foam. Essentially the same liberalism and nanotechnology. The whole point is that the Russian Federation pays 32 lemons into the common European treasury, which includes the OSCE, the European Court of Human Rights and several other organizations, including PACE, and it is impossible to isolate this PACE from the common European treasury, as the charter does not allow. affairs, but the fact that they left for a year is correct, it is always better to observe the decisions of this body from the sidelines, you should spare your nerves!

I remembered an episode from an advertisement: “What are we standing for? Who are we waiting for?”
By the way, in Western Ukraine the topic of Russia’s departure from PACE has already been discussed from different angles. Someone wrote and was wildly happy that Russia was not even allowed on the threshold of PACE, someone scoffed at the fact that Russian officials removed all the stationery from their offices. goods and unscrewed the light bulbs. The articles were in Ukrainian, and the comments in support of them were in Russian, more than 144 thousand.(((That’s what’s sad...

“The rooster came out last. Plucked but undefeated,” cartoon “Bremen Town Musicians.” The rooster was lucky; he was only plucked. True, it’s not entirely clear why everything should be blamed on Pushkov. Does anyone else really think that such decisions like leave-stay are made without a Guarantor? Or again "boyars"? Pushkov is an ordinary “talking head”. When his broadcast "P.S." Luzhkov financed it from the Moscow budget, Pushkov branded the federal government with disgrace. Including the Acting Guarantor Vedmed himself, because the latter and Luzhkov had the usual “graters” for money. Luzhkov lost. Does anyone remember the last time Pushkov blasphemed the Government? I'm not even talking about the Guarantor.
So we will continue to pay, because the Guarantor with Guarantors will never in his life make a complete break with the West. The current situation is just the same struggle between two capitalist predators that periodically arises between the USA and the European Union, between Germany and France, etc. There is absolutely no idea here, and all the talk about the greatness of Russia is for fellow citizens who continue to believe in the “good” tsar of a socialist orientation.

PACE is simply an ordinary discussion platform for discussing current issues of European politics, to which heads of state and government are regularly invited.

Well, they’re sitting there signing conventions. I don’t think that this is VITALLY important advice without which we won’t be able to develop normally. At least there won’t be any blow.

Are you tired? Exchanged opinions? Feel better?
The goal has been achieved. You can go have a beer - the state problem has been solved.....
This is how we live. For 30-40 years.
And this “bunch” (understand it as you wish) calmly continues to make decisions, ostensibly on our behalf, on where it is better (more profitable) to use a lot of that kind of money, and how beautifully they describe this necessity for the Country (you and me), that you involuntarily begin to get imbued with it. ....,
but my 56 are starting to say "stop" for me, who benefits from this.
I don’t think it’s necessary to throw beads......
    I don’t think I need your OBE....
I don’t think it is necessary to abandon the “highest measure”...,
I believe that if you, gentlemen, signed this Agreement with Europe, paid (our) money and were unable to do anything for the Country, then be kind enough to answer for "your words". This is embezzlement on an especially large scale.
    Where is our Prosecutor's Office?
And for you and me, colleagues on the site, it’s probably time to look for a leader who could collect our aspirations (signatures) and direct the Case where it should go. It’s like that in the authorities, no statement, no case....

    - The PACE budget accounts for less than 7% of the Council of Europe budget, which is formed mainly from contributions from member countries. The main contributors are the UK, Germany, Italy, Russia and France (approximately 27 million euros per year). In 2014, contributions from member states amounted to about 240 million euros, of which over 15 million euros were intended for PACE. For 2015, the budget of the Council of Europe and PACE is planned to be the same. From the site - http://itar-tass.com/info/1102948

P.S: Even if they get by, this does NOT mean that WE HAVE TO PAY FOR THIS FARCE.

Russian representatives have repeatedly spoken out and were heard by the media. After all, the question is constantly being raised that you will not hear the Russian point of view anywhere. A little more and they will lose Russian money.

And do they need this truth? They have their own truth, and they consider it the most "truthful". And for the money that Russia pays for its presence in this snake pit called PACE (my God, what an abbreviation!), it is possible to gasify and electrify, say, 30 villages a year, and still have some left over.

In the old Soviet times, there were traditions - officials of different ranks went to all sorts of conferences, meetings, transfers of experience, etc. Expenses for special food, service, entertainment, etc. charms. Meetings were often necessary, informal friendships were struck for business cooperation... but then there was no such information support. Nowadays there is the Internet!!! Is it really necessary to be present EVERYWHERE in person, and spend so much money on top of that? Is this the price of diplomatic etiquette? What about the image of the country and its representatives?

“You, good gentlemen, have 5 vacations a year - one of ours is legal, and you rest in PACE 4 times, and don’t do a damn thing there.”
That's why it's so hard for them to slam the door, and they don't think about the country's prestige either. And that notorious ECHR will only shield Savchenko, but it will in no way confirm violations of our citizens' rights, for example, due to the introduction of sanctions.

I saw an interview with Pushkov, they are hesitant about the European Court and some other European body at the ministerial level, where, like, no one comes at us and we can work. But the contribution to all 3 organizations is indivisible and therefore we have to pay for everything, including what we don’t use. But with the money saved it was possible to do something in the country. You probably can’t see the whole picture from ministerial offices.

Or maybe one's own dignity is more important than the opportunity to travel abroad and other luxuries?
