The next "contra" with the PACE began and ended last week, but statements from both sides are still being received.
Last Wednesday, the Parliamentary Assembly of the Council of Europe adopted an amendment to the resolution on the powers of the Russian delegation, according to which Russia was deprived of the right to vote until April 2015. Russia responded by leaving PACE before the end of the year. Chairman of the State Duma S. Naryshkin confirmed that Russia had suspended work at PACE for a year, and clarified that in a year the issue of Russia's membership in the Council of Europe would be raised again.
It seems that the winter session of the Parliamentary Assembly met in Strasbourg only to deprive the Russian delegation of authority.
And at the same time, the Western press is surprised: why the Russians left, they were not expelled! Yes, and in PACE, many were surprised.
The political theater called the Parliamentary Assembly of the Council of Europe, full of actors and impresarios, who eat many millions in contributions, has essentially become a special organ of the Cold War, which the West has unleashed against Russia. The funny thing is that Russia, among representatives of other countries, is financing PACE activities. Moscow pays one of the fronts of the Cold War!
Here are the numbers that are useful to know. Most of all in 2014, France has contributed to the budget of the Council of Europe - 38 million euros. The second place was shared by Germany and Italy (by 35,1 million euros). Russia is in the third (or fourth, as you like) place: its contribution to 2014 amounted to 32,3 million euros. The total budget of the Council of Europe for the year 2014 was about 403 million euros. And the entire activity of the PACE in that year was the condemnation of the “aggression of Russia against Ukraine” and the condemnation of the “annexation of the Crimea”.
Already known for his previous conflicts in PACE, Briton Robert Walter, who was joined by other gentlemen inclined to accuse Russia of “aggression”, protested the powers of the Russian delegation to PACE at the session. Then the sharp criticism of Russia followed from delegates from different countries: having no evidence, the Assembly called on Moscow to withdraw "its troops" from the territory of Ukraine, as well as "refrain from supplying weaponsTo the rioters. Russian volunteers who wish to go to the east of Ukraine, PACE demanded not let go of the cordon. And the Assemblers demanded the release of the “Ukrainian pilot Nadezhda Savchenko, who was languishing in the KGB chambers”, and not at some time, but at twenty-four hours.
And Russia pays for this amusing platform!
Robert Walter managed to recruit so many supporters that his “amendment” to the resolution passed, and the delegation of the Russian Federation was deprived of the right to vote at the session. After that, the Russian delegation began to collect manatka. True, the fees these assemblers surprised. Like, you have not taken away all the powers that you hurry?
Anne Brasseur, who heads the assembly, said: the powers of Russia are not completely revoked. Yes, and this "not completely" can be quickly eliminated. To return to the European bosom of democracy, Russia just follows: a) release Savchenko mentioned (“in 24 hours”); b) return the Crimea to Ukraine; c) withdraw the troops from Transnistria; d) demonstrate "progress" in resolving the situation in Nagorno-Karabakh.

There were, however, voices of those assessors who did not approve of Russia from the “gates”. One of those who objected to PACE was Stefan Schennach, the head of the Assembly’s Monitoring Committee.
“I was hoping to the last that the majority would be on my side. At the first meeting of the monitoring committee, my proposal to return the vote to the Russians was a stable majority. But then, quite unexpectedly, some members of the committee turned over to the other side and voted in favor of the amendment, which turned my text into its complete opposite, ”the newspaper quotes Comrade Shennach "Sight".
“As the head of the monitoring committee and a person who has a certain influence here, I will do everything to find a way to return the Russian delegation to PACE and close this gap in our relations,” the head of the committee said with emotion.
Schönnach also said that "this stupid vote that we had on Wednesday - perhaps under the influence of excessive emotions - will not interrupt our dialogue."

Even the situation in Transcaucasia - Georgia, Abkhazia, South Ossetia ... It’s also impossible to normalize the situation without us. And Transnistria, Moldova ... That is, we hold in our hands the keys to solving a number of crises in Europe, ”noted Pushkov.
Well, and Europe, we add on our own, believes that she holds the keys to the decision. Europe will by no means agree with Russia either in the Crimea or in volunteers going to Ukraine. And any organization where the loud voice of the West is heard - from the UN to the PACE itself - is used by Western forces to push through ideas about the territorial integrity of Ukraine, the Ukrainian Crimea, “human rights”, “freedoms”, “political prisoners”, “western values "and other non-existent things. PACE is a natural platform for condemning the policy of Russia.
Why come there? Why should be in this organization? Every time to get a bucket of mud in the face?
Pushkov says “We want to stay,” but this position looks like an immature teenager’s reasoning. And "do not want" - will not you stay? Funny right. As if the spectator, who bought a theater ticket, can punish someone by leaving!
And what is the role of the "remaining"? The role of the eternal reserve player?
Or does Mr. Pushkov expect that the European Union and its political owner Obama will forget about the “Ukrainian Crimea”? Rather, cancer on the mountain whistles than the White House and Brussels will refuse their statements. With the same success we can expect from Washington that he voluntarily recognizes the world hegemon, say, Beijing.
The “containment policy” of Russia, which started last year, is a long time.
Some analysts say that PACE is afraid of “losing” such a valuable “sponsor” as Russia. After all, the annual contribution to the budget of the Council of Europe, from where the PACE draws, is 32,3 million euros. But if you look at the total CE budget and contributions, then the Russian share is 8 percent. Just. The West is not at all afraid of losing Russia.
The West, if anything, is afraid, so it is to lose a public platform, where you can freely poke Russia in a puddle.
