The ships of the 23131 project, developed by St. Petersburg-based ZAO Spetssudoproekt, are intended for the transportation of various special cargoes, including diesel fuel, aviation kerosene, fuel oil. In addition, they can be used to deliver dry goods to surface ships, ships and submarines. The length of the 23131 project tanker is 145 meters, the width is 24 meters, and the deadweight is 12000 tons.

Earlier, Nevsky Shipbuilding and Shiprepairing Plant LLC laid the lead medium sea tanker Akademik Pashin of project 23130 for the North fleet The Russian Navy under a contract with the Ministry of Defense, signed in April 2014. A total of four such ships will be built.
