Professionalism of officers of the Combat Aviation Administration
Successful actions aviation formations (assault, army, fighter, transport, naval) depend not only on the characteristics of aircraft, the quality of their weapons, but to a large extent on the training of flight crews and the preparedness of combat control officers.The flight of crews in the Air Force and the naval aviation of the country’s navy practically became equivalent to that of the crews of NATO aircraft. It should be borne in mind that, for example, the cost of a flight for an hour of a modern fighter is estimated at one million rubles. Exercises in military districts, conducted this year with the use of air formations, demonstrated the need for the development and implementation of training and modeling complexes in the troops, in which flight crews, officers of the battle command and flight managers could further hone their skills. The officers of the combat command and control of aviation units of the country include: the head of the flights, the head of the landing zone, the head of the near zone, the officers of the battle command of the navigator.
Creation of training and modeling complexes of combat control officers for the military aviation of the country has been carried out by the Scientific Research Institute-1976 since 33 (at present it is VNIIRA OJSC). According to its characteristics, the first digital semi-natural training and modeling complex and its teaching and methodical capabilities were superior to foreign analogues. At this complex, managers of flights, landing zones, an approach to the airfield, and specialists of the military sectors of the command and control system could conduct complex training at the same time. Comprehensive training of these specialists was achieved through objective modeling of the operation of all radio engineering aerodrome facilities.
Five years later, the Scientific Research Institute-33 on the initiative of the USSR Ministry of Radio Industry (6 GU Yu.G. Shatrakov) is determined by the government of the country as the lead developer of training and simulation complexes for flight management groups and officers for command and control of all types of aviation.

The simulator-modeling complex created under the code "Repeater" created at SRI-33 allowed, with a high degree of objectivity, to simulate the simultaneous operation of two command posts of aviation regiments, providing modes both for interaction and counteraction. These techniques could be practiced by simulating the conditions of fire and electronic countermeasures of the enemy.
After the adoption of the complex for the supply of the Armed Forces of the country (order of the Minister of Defense of the USSR from 28.12.1984, number 0356), all combat training centers of the Ministry of Defense aviation of the country were equipped with it. The introduction of the complex into the practice of training officers of combat control of aviation units made it possible at the qualitatively new level to imitate not only the use of aviation connections in relation to the chosen command of the theater of operations, but also to conduct command-staff exercises at all levels, to work out new tactical techniques and methods of conducting combat operations.
The development of defense, breakthrough and information technologies has enabled VNIIRA to develop, on the instructions of the country's defense ministry, a fourth-generation training and modeling complex (the code “Repiter-M”). For this complex, the tasks that the officers could work on it were formulated:
- the development of tactics when conducting combat operations of an aviation regiment, two interacting regiments and a large aviation formation;
- mastering the skills of managing flight crews when hovering planes to destroy ground targets;
- mastering the skills of visual guidance of aircraft for various purposes using ground-to-air radio communication channels and information from primary radio altimeters, taking into account the parameters of airborne sights;
- mastering techniques for overcoming the enemy’s air defense lines;
- the development of fighter targeting techniques for air targets under the influence of active, passive interference and when the air screens are illuminated by navigators targeting from cumulonimbus clouds;
- Improving the skills of managing flights in specified areas of responsibility in accordance with the “Instructions for the production of flights at specific aerodromes where aviation links are based”;
- skills of combat aviation control in defining current and potential potential conflict situations, ensuring flight safety and making right decisions by officers in the allotted time;
- interoperability skills of officers in combat control and calculations of the regiment command center, etc.
The training and modeling complex “Repiter-M” was created according to a modular principle based on the distributed structure of personal computers united by a local computer network. This makes it possible, on the basis of the improvement of the software product, to continuously build up functional tasks in the complex and, as a result, the amount of skills mastered by the officers in combat control. New tactical tasks that are to be mastered are constantly appearing both with the development of aviation and with the analysis of foreign military operations in regional conflicts. So recently, the complex has introduced a form of training officers for combat control when modeling combat actions of tactical aviation formations, working out special tactical tasks, both as single flight crews and as part of mixed aviation groups, breaking through enemy air defense zones using collective false targets.
The development in the industry of promising complexes of flight management tools allowed in the product "Repeater-M" to replace the previously used means of displaying VISP-75 on КСРП-А. A distinctive feature of this complex is also the fact that it was created using the domestic element base.
The modular principle of construction and the openness of the Repeater-M product architecture make it possible to constantly upgrade it according to bulletins developed with military-scientific support by the 4 State Center for Aviation Personnel Training and Military Tests, headed by Major General A. This eliminated the need to perform costly new OCD. Such savings for the country's budget is not less than 1,5 billion rubles.
Under the leadership of leading scientists of VNIIRA, at present, research is being conducted on the creation of virtual electronic training grounds for training flight crews, combat control officers and directly applicable to a given battlefield at a new, more efficient level, based on breakthrough and defense technologies. The principles for the creation of such landfills were substantiated in the reports of scientists of VNIIRA OJSC and Concern PVO Almaz-Antey OJSC at the 2014 Technodoctrin forum, conducted under the guidance of the Russian military-industrial complex in November 2014.
