Implementation of the State Defense Order in the third quarter of 2014, the year goes according to existing plans, although there are some delays. Despite all the difficulties, the Russian defense industry in the period under review handed over more products to the military for 30% than in the third quarter of 2013 of the year. Defense Minister General of the Army Sergei Shoigu noted the importance of re-equipping the armed forces in accordance with the existing schedule. In connection with the latest events in the international arena, the Ministry of Defense together with the Ministry of Industry and Trade and other agencies plan and conduct various activities aimed at phasing out imported materials and components. According to the Minister of Defense, the measures taken should lead to the rejection of the Ukrainian and European components and thereby maintain the current rate of rearmament.
The most active in the numerical terms of the construction of new and repair of existing equipment affect the material part of the ground forces. Colonel-General Oleg Salyukov, commander-in-chief of the land forces, said that in 2014, the army should receive 4499 units of new and repaired equipment. 31% of the planned work has been completed so far. The remaining three thousand cars will be handed over to the troops by the end of the year.
In the framework of a single day of acceptance of military products in the videoconference mode, the transfer of a batch of Msta-S self-propelled artillery systems took place. Representatives of the Ministry of Defense carried out the acceptance of 15 upgraded machines modification 2С19М2, completing the contract for the supply of 108 SAU of this type. The purchase order for self-propelled guns was completed ahead of schedule. Adopted by the military equipment is ready for shipment to the unit. In total, this year the troops received 36 SAU "Msta-S".
From the beginning of the year, 66 armored personnel carriers, 726 units of vehicles, about 1300 units of communications and reconnaissance units, as well as brigade and division sets of the Verba portable air defense missile complex were transferred to the ground forces. The number of different types of ammunition delivered exceeds 730 thousand. In the interests of the ground forces, 183 units of armored vehicles and 2146 vehicles were repaired.
Colonel General Viktor Bondarev, Commander-in-Chief of this type of armed forces, spoke about the pace of rearmament of the air forces in the third quarter of this year. Over the past months, the Air Force received 12 new aircraft and 36 helicopters. Ground equipment was replenished with 8 airfield radar stations and 1 medium and high altitude radar “Volga”. Also military aviation took over 12 thousand weapons. Repair was 28 aircraft and 6 helicopters of several types. For example, the Ulyanovsk Aviastar-SP plant carried out repairs and modernizations of one of the An-124 military transport aircraft. In the interests of the Air Force, some work is being carried out under the import substitution program. Planned measures have already been taken to replace Ukrainian components in the production of AI-222 turbojet engines used on Yak-130 aircraft.
Airborne troops still do not receive new equipment, but the existing material part is being renovated and upgraded. In recent months, the Airborne Forces have received 47 armored personnel carriers and infantry combat vehicles that have been repaired. In addition, more than 7700 various landing facilities have been supplied.
The aerospace defense forces began operating a new regimental C-400 anti-aircraft missile system. At the end of September, tests of the Voronezh-DM radar station were completed in the Irkutsk Region. The military representative office at the TsSKB-Progress Rocket and Space Center has completed acceptance of the Soyuz-2 launch vehicle, which in the near future should launch the Cobalt spacecraft into orbit.
The commander of the Strategic Missile Forces Colonel-General Sergey Karakayev announced the adoption of nine mobile launchers of the Yars complex, as well as six missiles. Two mine launchers of the Yars complex and a unified command post were built and commissioned. Until the end of the year, the Strategic Missile Forces should receive eight Yars missiles, three mobile launchers and five mobile command posts.
The construction of ships and ships for the navy continues fleet. Recently, the Navy received 3 warships, as well as 9 auxiliary vessels and moorings. In addition, the fleet received 8 new radars. Among the commissioned ships and vessels there are representatives of new projects. So, at the end of July, the Andreevsky flag was hoisted on the “Resistant” corvette of project 20380, built at the Severnaya Verf shipyard. The tests were completed and the operation of the sea tugboat of project 02790 was launched. The St. Petersburg Admiralty Shipyards plant continues the construction of Project 636 submarines, and representatives of the Ministry of Defense are monitoring the ongoing construction.
Unfortunately, not all plans relating to rearmament can be implemented in full accordance with the schedule. In the course of the Unified Day of Acceptance of Military Products, Colonel Oleg Stepanov, Head of the Directorate of Military Missions, named enterprises that had debts to the military department. For example, the Zvezda plant has not yet completed the repair of two submarines, the Aviakor aircraft factory is delaying the transfer of eight aircraft to the Air Force and Navy, and the Dubna engineering plant has not fully fulfilled the order for the supply of aircraft armament. The military’s concern is caused by the work of CLASS, which has not yet transferred to the Ministry of Defense more than 4,5 thousand bullet-proof vests. Yantar Shipyard seriously lags behind the construction schedule of two 1135.6 patrol ships. The All-Russian Research Institute of Radio Equipment is pulling with the supply of 6 ground-observation stations Igla-S.
The Ministry of Defense, which did not receive the equipment ordered on time, is forced to impose fines on debtor enterprises. Deputy Minister of Defense Yury Borisov noted that penalties for non-fulfillment of contractual obligations may reach tens or even hundreds of millions of rubles. Thus, the industry receives an additional incentive to solve problems that interfere with normal operation, and the timely implementation of contracts.
The single day of acceptance of military products, which took place on October 10, is not the first such event, nor will it be the last. Such days will be held every few months, which will allow the military department to draw more attention to the problem of rearmament of the army. The current State Program of Arms contributed to the appearance of unified days of acceptance to a certain extent, during which it is planned to provide the armed forces with a large number of new materiel. Until the end of the decade about 20 trillion rubles will be spent on these needs.
In accordance with current plans, next year there will be another increase in the defense budget. According to reports, in the 2015, the Ministry of Defense will receive 3,287 trillion rubles, which is 4,2% of the country's GDP. For comparison, the defense budget for 2014 for the year amounted to 2,417 trillion rubles, i.e. about a third less than planned for the next. The defense budget planned for 2015 is a record year in recent decades, both in absolute and relative terms. Such defense costs have not been foreseen since the days of the Soviet Union. In the future, it is planned to keep the military budget at the level of 3-3,2 trillion rubles a year and with such expenses to complete the State Arms Program.
