Will the Ukrainian “wall” be built by the World Bank?
At the end of the first half of 2014, Ukraine’s gross public external debt amounted to 136,8 billion. With respect to GDP, debt grew from 78,1% at the beginning of the year to 81,8%. ITAR-TASS notes that the external liabilities of the general government and monetary authorities of Ukraine have increased by 2,1 billion from the beginning of the year and amounted to 33,8 billion. The growth was due to the attraction of loans from the World Bank in the second quarter (750 million .) and the EU (618 million euros). In addition, in the first half of the year, the government and the National Bank of Ukraine received 3,2 billion from the IMF.
on September 19 ITAR-TASS reported from Washington that the World Bank has allocated Ukraine 2,5 billion dollars from the promised 3,5 billion. The money should be directed to the development of the economy and the social sector, said Wora Vice-President for Europe and Central Asia Laura Tak.
According to Laura So, the economic crisis in Ukraine is deepening. At the same time, citizens of Ukraine require their government to effectively manage, accelerate economic growth, create more jobs of better quality, and so on - up to (attention!) Raising the standard of living to one that is comparable to the European one.
The vice-president of the World Bank apparently believes that the panacea for all these Ukrainian ills is “reform.” And to carry out reforms, we need loans. It's old story, Russia passed it, Ukraine, by the way, too. But Russia seems to have a lesson, and Ukraine needs repetition (the mother of the teaching).
“To meet these demands, the Ukrainian authorities need,” says Laura So, “to accelerate the course of reforms so that all Ukrainians, and not just a handful of elect, receive tangible benefits”.
This is also in Ukraine. And in Russia. But only, as one artistic character used to say, "they are tormented by vague doubts ..."
Not without a statement about the fight against corruption.
“First of all, measures are needed to maintain macroeconomic and financial stability,” Ms. Tak said. - Equally important is the fight against corruption and improving the quality of governance. This should serve to increase the effectiveness of public spending, the quality of public services, and also to maintain an unprecedented level of assistance from international partners. ”
As noted by the Ukrainian agency "UNIAN"The World Bank also hopes that Ukraine will undertake a substantial restructuring of the gas sector. In addition, WB experts expect positive changes in the banking sector. Finally, Laura Tuck drew attention to the implementation of social protection programs for vulnerable groups of the population.
Ukrainian Finance Minister Alexander Shlapak, who on September 19 met with Laura So, responded that Ukraine would do everything possible to fulfill the stated requirements: “We will try to do everything to fulfill our obligations to adopt legislation to receive funds”.
At the meeting So and Shlapak discussed the issues of restoring the destroyed infrastructure of Donbass.
“The first mission, which will assess the damage in the Donbass, will arrive at the end of the month. This will be the overall assessment of the UN, the European Union and the World Bank. It is necessary to determine the losses, losses and cost of reconstruction. We are already working with the United Nations and the European Union to determine the value of the needs of refugees, ”the Laura quotes the words of So channel LifeNews.
The Ministry of Finance of Ukraine believes that the necessary in the next two years, the amount of monetary assistance to the state should be 35 billion.
One detail is curious.
According to the press service of the Ukrainian Ministry of Finance following the meeting of Alexander Shlapak and Laura So, Ukraine would like to receive help from the WB on the construction of the wall along the entire border with Russia.
According to MIGnews.com.uaShlapak offered the World Bank to assist Ukraine not only in the restoration of the infrastructure of Donbass, but also on the Wall project. As part of the latter, special fortifications will be built along the entire border with Russia.
The portal reports that the Vice-President of the World Bank supported the proposal of the Minister.
We will remind, earlier in September, Arseniy Yatsenyuk said at an extraordinary meeting of the Cabinet said: “This is not only a question of Ukraine, it is actually the arrangement of the eastern border of Europe. At the initial stage, we have money, we will attract donor money - after the donor conference. And we will attract people - it will help and increase employment. The whole project and materials will be exclusively Ukrainian. ”
Wall Plan suggests arranging the border outside the conflict zone (in Chernihiv, Sumy, Kharkiv regions, as well as in the north of the Luhansk region; in addition, the builders of the wall swept even onto the sea border in the area of Mariupol and Berdyansk).
The land border, according to the Kiev plans, will look like a moat not less than four meters wide and two meters deep. Abroad, vigilant Ukrainians will be watching with the help of modern optical-electronic surveillance systems. Towers will be erected along the border. Special facilities will become barriers to cars.
In the future, Kiev intends to carry out an additional stage of work: to close the “wall” of 400 kilometers of the border in the regions where military operations are now taking place.
Meanwhile, the head of the presidential administration of Russia, Sergei Ivanov said September 21 in an interview with Russian journalists that the construction of such a wall will make it impossible to restore relations between Ukraine and Russia.
We summarize.
First, Yatsenyuk - in his repertoire. As always, Europe clearly and clearly made it clear that the construction of the “wall” is not a Ukrainian project, but a European one, since it represents “equipping the eastern border of Europe”. Moscow must make an unequivocal conclusion: Ukraine began to position itself as a buffer between Europe and Russia - but not at all the kind of buffer that existed until now, when Kiev did not seek NATO and did not shout about the invasion of the Russian army. Now the buffer does not cover Russia from NATO forces, but covers the European Union from the forces of Russia.
Secondly, the ideas of Yatsenyuk were logically developed by Mr. Shlapak, who asked for money from the World Bank for the Wall project. There is no doubt that part of the money will go to this particular anti-Russian political project - however, only that part that will not be plundered in the fight against corruption.
Third, Kiev decided to fulfill the demand of the World Bank to reduce unemployment in the same creative way - by building the Wall. Recall the words Yatsenyuk: "We will attract people - it will help and increase employment."
Fourth, the current government Square can always tell those of its citizens who are waiting for an increase in the standard of living to a European one: “Build a wall, gentlemen. Let's build a wall, protect ourselves from Muscovites - and we will live in a European way! ”
The use of the image of the enemy during crisis periods has always been necessary for the authorities. Yes, and jobs on land and at sea, generously paid by the "donors", can play some role in propaganda.
It would seem, in one fell swoop all hares ubivahom. Yes, but the trouble of other Ukrainians is that they - hence the Maidan - are accustomed require "Raising the standard of living." And if he doesn’t go up at all, it’s not Ukrainians that are to blame, but anyone else: for example, Muscovites, or people from Brussels who are not in a hurry to accept fraternal Ukraine into the EU. Even Obama is to blame: he is not in a hurry to bomb Moscow, ready to occupy geographical areas from about Kiev to Helsinki.
In the fevered minds of the rulers from Kiev, the financial and geopolitical picture is as follows: you give us billions, we “raise the standard of living”; we close you from the Russian wall, you pay for its construction. All together it is called "reforms" and "effective management." Welcome to Ukraine, the World Bank!
