Because there is a force that absolutely ignores all contracts and agreements. This force is the nationalists, the Right Sector and the territorial battalions, which are not subordinate to Poroshenko, not Kuchma, not the EU, but Nalyvaychenko, who created them, and Kolomoisky, who feeds them. And both of them - belong to the United States with giblets.
Therefore, there will be no peace.
In any case, as long as the Americans in Ukraine have agents of this level. And only Russia or the pro-Russian rebels can solve the issue with this agency when they enter Kiev.

If you take any technician from the average provincial Russian car repair shop, his outlook will be wider, his knowledge of a person will be deeper, his unprofessional social ties will be stronger, more diverse and deeper than that of a German engineer. Because the Russian technician will have friends, comrades at work, a bride or wife, children, parents and the whole country represented by a teacher of children at school, a policeman, a doctor and so on, with whom his personal connections will be connected. And the German conditional engineer from the whole list will be just a cat. Everything else will be replaced by excellent social services. They will work fine, but they will be faceless and not evoke feelings of love, camaraderie, solidarity, understanding, sympathy, forgiveness. Consequently, the personality will not develop these unnecessary mechanisms.
This is where this cruelty, emotional stupidity and other psaki about “went to our grandmothers” comes from.
It is this that is trying to prove our superiority to us and, consequently, to justify our right to determine our destiny.
