Australia is in dire need of unrestricted access to the oceans and its resources, its national security is directly dependent on maritime trade. Canberra’s interests extend further into the South Pacific. Moreover, the rebalancing of forces in the region forces the country to modernize its military potential and improve its strategy and tactics.

Direct and overt threats to the Green Continent

In July, 2014. Canberra released the Defense Survey, which outlined its military security strategy in preparation for the release of the White Paper on Defense — 2015. As the Minister of Defense of Australia, David Johnston, noted in the preface to the document, the White Paper will present a new military strategy, the main points of which need to be discussed in advance with the expert community. Among them are the challenges and threats to security and the strategic interests of the country, the goals of national armed forces in the context of overcoming new challenges, relations with other countries and international organizations inside and outside the region, priority areas for funding security activities.

The authors of the Review substantiate the need to develop a new military strategy by the rapid transformation of the Asia-Pacific Region (APR). The government intends to raise the level of defense spending to 2% of GDP in three years, as a result they can exceed 32 billion dollars (now they make up 27 billion dollars or 1,8% of GDP). The level of 2% of GDP is planned to be held at least until 2024. By that time, it can be in absolute terms more than 40 billion dollars. The officially declared task of the Australian armed forces is to ensure the security of the country in case of aggression or threat of aggression. The source of such threats is not explicitly stated, but it is stipulated that "the strategic situation in the APR is prone to rapid and unpredictable changes." There are several challenges of a transnational nature, such as the global spread of Islamic terrorism and the growing tensions in interstate relations that define the new structure of the armed forces.

Australian military experts emphasize the invariance of the alliance with the United States, which is designed to protect the country globally, while Canberra’s efforts will be more likely to protect trade routes, ensure the safety of cyberspace, combat transnational crime, smuggling and illegal fishing.

Australia’s current geopolitical environment raises a number of questions for military analysts. Is there a risk of full-fledged military conflict in the APR? What is the likelihood of participation in Australia? What steps can a country take to strengthen peace and security in the region and what operations to implement in the near future? Experts have repeatedly noted that the strategic situation in the APR is becoming more and more complicated as an increasing number of states acquire sufficient economic and military potential to advance their own national interests. At the same time, as examples of the dominant power in international relations, the authors cite the “annexation of Crimea by Russia”, disputes around islands in the South China and East China Seas, and the nuclear status of the DPRK.

"Middle Power" - liberalism or realism?

In fact, the Australian defense strategy is built in the spirit of the concept of the “middle power”, to which some political scientists are inclined to include Australia. Although liberal thinkers do not mention the role of force in the foreign policy of the traditional “middle power”, the Australian Defense Review justifies the country's interest in extraregional affairs (in South Asia, East Africa and the Middle East), as well as the intention to significantly increase the capabilities of armed forces, including participation in traditional conflicts.

The government intends to raise the level of defense spending to 2% of GDP in three years.
In the immediate neighborhood region, military analysts include Indonesia, Papua New Guinea, East Timor, New Zealand, and the South Pacific. In this zone, it is planned to carry out humanitarian missions, conduct disaster relief operations, and the deployment of peacekeeping missions is not excluded. Within the specified subregion, Canberra intends to act independently, while in other areas - as part of coalitions or jointly with the United States. In the near future, a rapid deployment brigade (numbering up to 3000 people) should be created to quickly respond to military-political and natural crises in the region of “direct involvement”. Moreover, its geographical scope can be expanded.

Under current conditions, Australia will soon have to make a strategic choice between an alliance with the United States and economic cooperation with China. The document notes that relations with Beijing have been developing productively since 1972, since the establishment of diplomatic relations between the two countries, and are largely determined by the background of the US-China interaction.

The advantages of an alliance with the United States are not clearly defined in the document - only access to intelligence and high technology is mentioned. Canberra intends to continue cooperation through the informal association “Five Eyes” (USA, UK, New Zealand, Canada and Australia), to which Malaysia and Singapore are planned to be connected for a more complete representation in the Indo-Pacific region. Among possible security partners are also the Philippines, Thailand, Vietnam and Myanmar.

With regard to the PRC, the need to maintain military contacts, especially in the field of search and rescue at sea, and assistance in natural disasters is emphasized. Japan is assigned the role of one of the main "technological" partners, and the Republic of Korea is mentioned only sporadically. Canberra considers it useful to develop multilateral security cooperation formats, such as the ASEAN + 3 Council of Defense Ministers, the ASEAN Regional Security Forum and the Indian Ocean Naval Forces Symposium.

The Chinese question is of great concern to official Canberra, which is reflected in government documents. The following conclusion is quite interesting: an increase in defense spending is possible only if the vast majority of the Celtic-Saxon population is saved. In case of an increase in the share of migrants and their influence on the socio-political processes, this article will be reduced in favor of socially significant ones.

Australian military experts point out that the fleet must be a “credible and flexible force” sufficient to deter and, if necessary, defeat the enemies of Australia. Among the priorities are destroyers of the type “Hobart”, the first of which is to be put into operation in 2016, the universal landing craft “Canberra” (the main Navy will be received in the very near future), the landing craft LCM1E. The construction of diesel submarines of increased secrecy based on the best world samples is not excluded.

Among the innovations are the Poseidon base patrol airplanes (BPS), the Wedgetail early warning radar (AEWS) airplanes, and Spartan medium transport airplanes. The issue of purchasing multi-purpose F-35 aircraft, which can take up combat duty only for 2020, is being studied. Some experts explain the deployment of long-range drones, BPS and DRLO aircraft by an increase in China’s military activity in the region.

The authors of the document are trying to understand the feasibility of annual allocation of funds for the national Antarctic program in the amount of at least 112,8 million dollars. Among the main objectives of Canberra’s activities in the Antarctic zone are the following: maintaining sovereignty over the territory; avoiding confrontation and militarization; environmental Protection; economic benefit.

Probably, as the potential of certain states grows, their ambitions regarding the Antarctic will increase, especially in its eastern sector, which puts Australia in a difficult position. Among the top candidates for territorial redistribution, the authors of the document call Russia and China, which are increasingly engaged in research activities in the region. South Korea and India also have significant interests.

The report “Protecting Australia in the Asia-Pacific Era: The Power of 2030” (“Defending Australia in the Asian-Pacific Century: Force 2030”) addressed the need to ensure the sovereignty of a number of islands and water areas in the Antarctic zone and potential challenges requiring a military response .

It is also worth mentioning the initiative of the Minister for the Environment of Australia, G. Hunt, who established a government coalition for adopting a twenty-year strategic plan for research in Antarctica and the Southern Ocean. The proposal includes several key points: ensuring reliable access to the Antarctic territories of Australia with the expansion of the controlled area; increasing influence in the Antarctic Treaty system; achieving a special status of Tasmania as a starting point for the development and exploration of Antarctica.

Russia has a wealth of experience working with Australia in various fields, from nuclear energy to research into the Antarctic. Canberra’s accession to the anti-Russian sanctions regime was regarded by Moscow as evidence of political immaturity and the country's inability to pursue an independent balanced foreign policy line. Despite the apparent reluctance of Australian experts to talk about the situation of strategic choice, Australia will still have to make it, and it will be a choice not between the US and China, but between submission and authority.
