As you know, September 14 is a single election day in Russia. A dozen Russian regions will elect governors according to the systems that are spelled out in local legislation. In addition to the election of governors, elections of deputies of regional and municipal parliaments, heads of municipal administrations will also be held. Perhaps the greatest interest in the country is connected with the elections on the Crimean peninsula. There are still more than two weeks before the elections, but as it turns out, it is not without conflicts right now. The main conflict, which for some time has come to the surface, is a significant disagreement between the former acting governor of Sevastopol, Alexei Chaly (now head of the Strategic Development Agency of Sevastopol) and the current acting governor of the federal city, Sergey Menaylo.
Chaly himself recorded a video message to Sevastopol in which he explained the need for this appeal to citizens by the fact that his name was too often exploited during the election campaign, and apologizes for his “April” mistakes. It is about presenting to the president the candidacy of a new acting candidate. of the Sevastopol governor - the candidacy of Sergey Menaylo. Then in April 2014 of the year, Aleksey Chaly stated that he considered the main goal set for himself (the reunification of Sevastopol with Russia) to be achieved, and that he no longer sees himself as the head of the bureaucratic apparatus of the new subject of the federation. In order not to distance himself completely from the political processes taking place in Sevastopol, Aleksey Chalyy headed the ASDC (the above-mentioned Agency for Strategic Development of Sevastopol), whose work would allow him to participate in the election of further development paths of the city.

Head of the region, I realized that his shift maker in this post is not ready to make substantial efforts in their activities and deal with the problems of the subject of the federation, to look for effective methods and tools to solve them. It would seem that in this case the situation is solved simply - the people of Sevastopol will simply refuse to trust Menyaylo after Alexey Chaly’s video message. But ... First, Sevastopol is expected by the so-called indirect elections of the governor - the head of the region will be elected by the parliament, the battle for the chairs in which promises to be serious. Secondly, in mid-August, consultations were held in Moscow between the deputy head of the presidential administration, Vyacheslav Volodin, and representatives of parliamentary factions, during which possible candidates for the posts of heads of regions were discussed. Reasoning on the topic of Sevastopol, the participants agreed that the main candidate for the post of governor of Sevastopol should be Sergey Menaylo, and in the top three potential “leaders” - Viktor Oganesyan (secretary of the Sevastopol branch of United Russia) and lawyer Boris Kolesnikov. But these candidates will automatically become the main candidates for the governor’s post in the hero city only if United Russia wins the parliamentary elections in Sevastopol and receives the majority necessary for the election of “its” candidate.

That is, Chaly decides to join the election campaign, apparently feeling in himself the strength for the struggle itself, and for work in the gubernatorial office for the benefit of Sevastopol. If we assume that "United Russia" will take first place in Sevastopol during the elections to the local parliament, then it is extremely interesting, what should Moscow do? There are two ways out: either try not to react in any way to Chaly’s video message, which is nevertheless addressed to the federal center too, and lead to the governors of Menyaylo, or listen to the opinion of an authoritative person in Sevastopol, and remove the same from the preliminary governor’s list now. If you go on the first path, then it is unlikely to cause approval in Sevastopol, if you go on the second path, then it may become a precedent. But is the federal government ready for such precedents? - a separate question.
