Fabulous gas reverse for Ukraine. Are Gazprom fools?

Gazprom has recently attempted to hook the Ukrainian Naftogaz on a hook by putting a bait in the form of 10,54 million dollars on this hook. This money, as reported by Gazprom, is an extra payment to Ukraine for the transit of Russian gas through its territory to Europe. Where did this surcharge come from? The fact is that the Russian company pays Ukraine for the transit of “blue fuel” in advance, that is, “money in the morning — chairs in the afternoon” (first money to Naftogaz, then gas transit).



The price of transit directly depends on the price of gas, and after the increase in the price of gas for Ukraine, it turned out that there were not enough advance payments by the end of the year (as previously planned). And Gazprom, apparently, decided to make a knight's move: to fully pay for gas transit through Ukraine before the end of 2014, and Naftogaz to catch the fact that the Ukrainian company will take money, automatically recognizing the new price of gas for the Square - 485 dollars .

But “Naftogaz” realized that there was some kind of trick, and its representatives declared “some kind of mistake.” A spokesman for the company "Naftogaz" quoted the agency "UNIAN":

According to our calculations, advance payments of Gazprom are not completed yet. We consider Gazprom’s payment to be erroneous, now we are dealing with this. We plan to return the funds back to Gazprom.


One can imagine how difficult it was for Naftogaz to make the decision to recognize Gazprom’s payment as erroneous ... After all, companies, like ukrobogudzhetu, need any money today as air, but Kiev understood: air in this case may turn out to be pretty spoiled for it.

In Ukraine, they realized that as soon as the 10,54 million dollars listed by Russia were taken, the same can be forgotten about such a combination of words as the “Stockholm arbitration”, through which Kiev is still planning to prove to “Gazprom” that its price set for the “non-square” , transcendental. It turns out that Kiev itself had to hit the hand, which has already reached for the millions sent for transit by Russia.

At the same time, Naftogaz, which in any other conditions, would have taken the money without any reservations, is crying to the Ukrainian authorities about the fact that the debt of Ukrainian consumers to it is growing at a significant pace. According to the representative of the press service of Naftogaz, the total overdue debt of Ukrainian enterprises to the company amounts to almost 20 billion hryvnia (more than 1,5 billion dollars at the current exchange rate). The most malicious Ukrainian defaulters were named: Kharkiv Heating Networks (10 mln.), Kramatorsk Energomashspetsstal (13 mln. UAH), Kyivenergo (42 mln. UAH), Poltavoblenergo (61 mln.) .). It is also said that approximately 89% of the domestic debt for gas supplies is the debt of the enterprises of TKE and CHP.

Yuriy Prodan, the Minister of Energy and Coal Industry of “Square”, continues to declare that Ukraine is preparing for a “big reverse” of gas from European countries. The first test supplies of reverse gas to Ukraine began Slovakia at a price of about 380 dollars per 1000 cubic meters. This is despite the fact that Russia offered Kiev at the negotiations, in which all the same Mr. Sold was participating, the price of 385 dollars per thousand cubic meters. without any "reverse problems". Kiev, as usual, decided to go its own way - Kiev is not looking for easy ways lately, or pretends not to be looking?

In fact, experts, reflecting on the possibility of reverse gas supplies from Europe to Ukraine and on the prices of such gas, say that a large-scale reverse, and even at a relatively low price today, is impossible, since the pipe is one. This is a one-way street, and if a stream of cars is sent in the opposite direction along it, it will lead to sad consequences. But Ukraine, as it turns out, gas is a reverse (Russian gas, which has entered the EU and resold to Ukraine) is already pumping in test mode.

On his Facebook page, Viktor Medvedchuk (the one who participated in tripartite negotiations on the peaceful settlement of the situation in Donbas from Ukraine) writes:

Chairman of the Board of NJSC Naftogaz of Ukraine, Andrei Kobolev, announced the start of test gas flows from Slovakia to Ukraine via the Voyany-Uzhgorod gas pipeline. However, Ukraine may forget about cheap blue fuel from Europe. The heating season is on its nose, as a result of which the cost of gas will increase substantially and significantly exceed the price offered by Gazprom. Having rejected the dialogue with Moscow and hoping for a reverse from European countries, Kiev clearly became too smart and now runs the risk of leaving Ukrainians without gas in the winter.


The fact that the price of this gas for Ukraine will be lower than the Russian supply of $ 385 is, indeed, more than doubtful. Gazprom’s contract with the Slovak company SPP is such that Slovakia buys gas from Russia at a price of $ 438. As the presenter of the “What? Where? When?” Program says: Attention! Question! What is the benefit of the Slovaks who buy gas from the Russian Federation on 400 with more than one dollar, to send it with a tricked reverse to Ukraine for 50-60 dollars cheaper? Either the Slovaks are crazy, or ...

Apparently, it works exactly the second "either." And it can work as follows: there is no real large-scale reverse, and there will not be (and it cannot be in the conditions in which the Ukrainian GTS operates). But, perhaps, there is a banal headquarters in Kiev and Bratislava, during which they agreed that Naftogaz would simply leave part of the gas destined for Slovakia on the Ukrainian territory at a price that corresponds to the “weighted average” price taking into account the distance from the field. And this is about 380 dollars per 1000 cubic meters plus a non-advertised surcharge to Bratislava of the difference in the price at which Slovaks buy Russian gas.

The difference is the above-mentioned 50-60 dollars (plus a few dollars "in interest" to the compassionate Slovaks). For this reason, Kiev and Bratislava do not speak of such a system of “receivers” for obvious reasons. After all, if the Kiev authorities admit to their citizens that they buy Russian gas at Slovak (plus “bonus”) prices ($ 438), taking into account the fact that Russia offered $ 385, not all Ukrainians will be satisfied with this decision, even taking into account mass zombing on the basis of the thesis “we will buy from anyone, if only not from Russia”. If such a “reverse” scheme is voiced by Bratislava, then this already reveals a breach of contract. Plus: any statements by Slovakia that it, they say, wants to buy more gas “for itself” from Gazprom, will obviously cause great doubts. That's why they break the comedy about “reverse” on 380 dollars.

But if so, then why Kiev declares that Ukraine will still not have enough “reverse” in full? Because Slovakia cannot leave all the gas to Ukraine, which it buys for its own needs. Bratislava, only a small part of purchases can share with Ukraine, like other EU countries, are ready to subscribe to this adventure.

In general, there is a complete feeling that all these cats and mice to Gazprom (in the case of a really substantial subsidence of gas intended for Europe in Ukraine) may get bored. Of course! .. After all, it turns out that both the EU and Kiev seem to be striving to leave Gazprom in the cold, controlling Russian gas at prices that are determined in the bridal mode against the background of total non-payments by Ukraine. Gazprom does not want to stay in the cold, and therefore is guided by the slogan: you still carry out a "reverse", then we go to you ... Check and subsequently sell so much that there is no great desire to resell Russian "blue fuel" to third countries.

But if the "reverse" will go the way described, then is it really so "Gazprom" and in the cold? Fools in this case, perhaps, the people of Ukraine, who the junta leads by the nose, telling tales that Europe sells cheap gas to Kiev by “reverse”. In this case, Gazprom still receives the European level of payment. So it is even more profitable for Gazprom to play along with Naftogaz in its quest for “secret purchases” of energy resources at the market price from the EU and sell gas to the same Slovians so that they pay for themselves and for that Ukrainian guy.
