I ORDER:
1. All commanders and militants of the DPR militia forces should not open fire on groups or single members of the Ukrainian armed forces who raised a white flag or indicated their intention to surrender in another way. After disarmament and inspection for the presence of weapons, such persons to pass through their battle formations, focus on special collection points for subsequent dispatch to the deep rear, guarded. Such persons are given the status of "prisoners of war."
In accordance with the Geneva Agreements "On the rules of engagement", the additional protocols to them, these persons are provided with food and medical assistance as needed. They are not allowed to use executions, torture and bullying. Violation of this paragraph is considered a military crime and is punishable under martial law.
2. All of the above-mentioned persons should be registered and sent information about them to the DPR Militia Headquarters to determine their further location in one of three schemes, based on a personal choice. Persons who voluntarily lay down their arms and surrendered to the forces of the DPR militia, and who have not committed serious crimes in the process of military operations on the territory of New Russia, can:
