Yes, perhaps among the elite there are altruists (and they most likely exist, as elsewhere) who really live for their people and such people are really not afraid of any sanctions, but the whole trouble is that they are a "besieged island" in an ocean of cynicism and self-seeking. And being in the minority, they are forced to observe "corporate ethics". They cannot address the people directly, because for the most part, these are good managers, but not leaders. THIS IS THE ZWINE FACTOR.
