Ukrainians refuse to take part in the civil war. Despite the fact that the Ministry of Defense does not advertise the progress of the implementation of the draft plan, it is already clear that it is not destined to wait for the reinforcements of the Armed Forces of Ukraine and the Ministry of Internal Affairs.
The chaotic mobilization, awkwardly launched in March for war, did not bring the desired results. No matter how much the Ukrainian official would like to demonstrate the television image of the national impulse, the long lines at the recruiting stations failed to do so. In early May, the Ukrainian government decided to re-attempt an appeal, but now not against Russia, but against its own fellow citizens in the east of the country. And about. President Turchinov in May signed a decree on the second wave of partial mobilization. Thus, in the period from May 26 to July 4, according to the plan, they should have called up about 37 thousands of military servicemen to the ranks of the Armed Forces of Ukraine and the troops of the Ministry of Internal Affairs. They were supposed to replenish the ranks of the troops involved in the civil conflict on the side of Kiev. And although neither the Ministry of Defense, nor the leadership of the Ministry of Internal Affairs divulges the results of the draft campaign, the information that gets into the media from other sources clearly indicates that there were even fewer people who wanted to fight with compatriots in the ranks of the Armed Forces of Ukraine than those who wanted to “fight” with Russia.
The army simply does not want - they are afraid
From the regions of the South-East, for the time being, they have been able, perhaps, only to Dnipropetrovsk areas. This is not surprising, given that this region has become one of the main bases of the Ukrainian security forces during the war with Donbas. Yes, and the local governor, oligarch Kolomoisky, went far on the path of expanding their own powers. Having a great influence in law enforcement, the governor contributed to the fact that the oblast conscripts were soon pushed into the army by militia methods. So, the deputy military commissar of the Dnepropetrovsk regional commissariat Sergey Polutsygan noted: Those who unreasonably refuse the call, immediately meet with prosecutors. When in the Dnipropetrovsk region began to notify large masses of the population, faced with these problems. Then law enforcement agencies, passport desks joined - and we managed to solve these problems very quickly.
According to Polutsygana, about 10 thousand people have been called up in the region since the beginning of the year. Of course, the official of the Commissariat gives the desired for the real. So, this figure is fantastic, considering that the average plan for the regions for the period of the second stage of mobilization is about 2 thousand people. However, there is probably progress in mobilization, especially since the majority of those called up promise not to send to the combat zone, but to leave in the front-line area for service at checkpoints and rear facilities.
In the next, Zaporizhia, the field picture is completely different. Local officials of the Ministry of Defense do not get tired of threatening criminal prosecution to anyone who does not want to take part in the civil war. The current call is the largest in the last ten years, in a month and a half it was planned to call 2,2 thousands of military servicemen, despite the fact that in recent years the Zaporizhzhia region has supplied people to the APU 500-600 for the draft campaign. But in the present circumstances such ambitious plans are completely unrealistic. The Cossacks stubbornly do not want to serve. So, in the second largest city of the region - Melitopol - 600 people are on the lookout for evading conscription, and criminal cases have opened on the 22 "deviant person". The Zaporozhye military does not provide a general report on the implementation or non-fulfillment of the plan. But without that, it is clear that things are not moving very well. If in March the military regions boasted thousands of virtual volunteers, now the only thing that can be heard from them is the threat of criminal liability.

Now, when people are dying in the East, and the enemy, in fact, his own people, problems have begun with those who wish.
They are trying to compensate for the lack of volunteers by various methods, for example, by calling through universities. So, a letter came to the name of the rector of the Odessa Polytechnic University from the local military enlistment office demanding to ensure the attendance of students in the military enlistment office for medical examination. Such methods of recruiting "cannon fodder" for civil war provoked outrage in the student community and among teachers. Although they do not speak out loud about this, the university staff is in no hurry to help the army with recruiting.
The attempt to work through educational institutions in Odessa is not unique. Similar methods are practiced in the capital. And go even further: Kiev they try to drive not only students, but also the teaching staff through the management of universities. Well, it is quite logical - while the summer holidays are going on, the male part of the teaching staff can be a bit and be at war. True, there is no proper zeal. Not only ordinary recruits, but also Kiev officers are not in a hurry to join the army. The scandal ended the attempt of the head of the State Space Agency of Ukraine Yuri Alekseeva send subordinate officers to the ATO zone. Because of the refusal to appear at the appointed points in the stipulated time, the head of the agency had to dismiss 212 officers. The progress of the draft campaign as a whole in Kiev is not even commented. Indeed, in itself, the reluctance of residents of the capital to participate in the "war on terrorism" is a negative political factor, therefore local military officials prefer to remain silent. Well, and that young people who flash on the screens of TV channels, demanding to wage war more actively in the Donbass, prefer to stay in the capital, having limited themselves to participation in rallies. Thus, even those from Kiev, who descended to direct support of the civil war, are also in no hurry to help implement the draft plan.
If in Kiev the situation with the call is silent, then the military in Sumac more frank. They said it directly: a week before the end of the second stage of the call from the 1950 people planned for the call, it turned out to call on the entire 267. And in areas such as Yampolsky and Shostkinsky, not a single person was called up. Unlike their colleagues in other areas, the Sumy military prefer not to threaten criminal prosecution, but to search for saboteurs among those involved in the conscription process. Similar successes in fulfilling the draft plan - and in the next Kharkiv areas where by the middle of the term of the second stage of the mobilization, it was possible to fulfill the call plan only on 11% Many employees of military registration and enlistment offices, like their colleagues in a number of other areas, began to apply direct threats to draft dodgers. However, these methods do not support the local military authorities. So, the deputy military commissar of the Kharkiv region Yuri Kalgushkin repeatedly reminded that intimidation of conscripts, as well as concealing the true state of their health, is a criminal offense. In other words, a military official called on his colleagues in the field not to be zealous in forcing conscripts to go to war.
Western Ukraine is in no hurry to help
Less scrupulousness in medical examinations Rovno area, although it allowed to quickly replenish the 51-th brigade of the Armed Forces of Ukraine with new recruits, did not bring military success. According to local activists who took a direct part in preparing the brigade for the war against the Ukrainians of Donbass, the military commissars and doctors drove almost everyone in a row. Thus, having increased the composition several times, the team was equipped with people with epilepsy, with physical disabilities, quite a bit among the soldiers turned out to be banal alcoholics. A few days later, all this improvised army was in the ATO zone, as a result - the brigade soon suffered noticeable losses, and drunken riots began in the places where it was deployed, demanding the return of the servicemen to Novograd-Volynsky to the place of permanent deployment. In the end, the threat of an armed uprising forced the leadership of the army to withdraw the brigade from the front. So, formed in record time, the largest brigade of the Armed Forces of Ukraine in the conditions of a catastrophic shortage of personnel was deep in the rear and requires a complete re-formation and long training.
Other western regions, whose inhabitants at first reacted with great enthusiasm to the idea of the war in the Donbass, are increasingly losing the desire to become soldiers. This is especially felt in Lviv areas where over the past few weeks have repeatedly declared mourning for those killed in the ATO. Today, out of 7, thousands of recruits, who have been sent agendas since the beginning of the year, only about 2 thousands have arrived at the military registration and enlistment offices, and most of them were still in those days when it was a question of a war with Russia. What is characteristic is that Lviv conscripts do not wish to go not only directly to the army or police, but also to parts of the territorial defense, to which they try not to impose combat missions. So, battalion "Lviv", solemnly announced in mid-June, in just two weeks of its existence, lost a third of the deserters. Conscripts who complain about poor living conditions and incompetent commanders simply go home. Yesterday’s activists are not in a hurry to defend the conquests of Maidan, one of whom says: Of the activists who were brought agendas, I am unfit for sight, the second is an orphan, the third is a pregnant wife, the fourth is a child, the fifth and sixth are learning. The situation is similar in other cities in the west of the country, where even from those who still come to the military registration and enlistment office, up to 70% fail to appeal, citing poor health.
The cited figures and examples show that the majority of Ukrainians in every way try to avoid participation in the civil war. Even those who somehow ended up in the army often resort to either direct riots, like the 51 Brigade, or rely on mothers to help them get rid of the embrace of the Russian armed forces. Countrywide bribery and paying off flourisheswhich can reach $ 500-1000, so that up to 80% of those who are still at the call-up point are declared unfit for health reasons. Those who do not have such amounts prefer to hide in one way or another, so that up to 10, thousands of draftees are already wanted. All this deprives those who have already found themselves in the ATO zone a chance for rotation thanks to a new appeal.
In turn, in the ranks of the army there is a marked discontent with the fact that after the promised 45 days of conscription, many of the soldiers and officers have been serving for more than three months. In addition, it is already clear that the forces for the final solution of the problem with the Donbas are clearly not enough, and there is no reason to hope for a trained and sufficient militia.
Ukrainian authorities have to close the conscription hole in various ways - from trying to increase the draft age to 65 years to attempts to send security officers, inspectors of traffic police and tax officials to the battle zone. Whether such a warrior can achieve victory is a rhetorical question.
