Aim investments
In recent years, the holding company Vysokotochny Kompleks has become one of the leading manufacturers of high-tech, technologically sophisticated armaments not only on the Russian, but also on the international market. The Kornet, Konkur, Chrysanthem anti-aircraft missile systems Pantsir and Palma, other weapons and military equipment are very popular with foreign buyers. Demand products of industrial associations and at home. It is enough to recall that at the end of last year only one mention of Iskander missile systems and their possible deployment in Kaliningrad almost led Europe to a political crisis.
A few days ago, at the well-known international arms exhibition Eurosatori held in France, where leading military-industrial companies exhibit their latest developments, Alexander Denisov, Director General of the High-Precision Complexes, said that by the 2017 year, the works on the latest anti-aircraft complex “ Pantsir-SM ”, which, as expected, will not only be in demand in the Russian army, but will also interest foreign buyers. Taking into account the success of the modern ZRPK Pantsir, we can safely say that the promising SM is expected to achieve great success on the international arms market.
“It is important not only to replace the“ old people ”, but also to adopt the whole unique experience that was accumulated by the predecessors”
Pantsir-SM will have a significantly larger area for detecting and hitting air targets, both in range and in height. The complex will allow to destroy the means of air attack, flying at a speed of several thousand meters per second. Now the corresponding figure is a thousand meters per second. The most important difference from the existing anti-aircraft missile-cannon complex "Pantsir-S" will be the ability to destroy ballistic targets, "- said in an interview with RIA News Alexander Denisov.
According to the general director of the holding, the creation of a new type of weaponry is a process associated with solving a whole complex of complex tasks: scientific, technical, economic, planning and administrative.
It is noteworthy that even in the spring of this year, the newest missile for the Pantsir-S anti-aircraft missile-gun complex already in service with the Air Force of Russia, which, according to some media reports, flies at speeds close to hypersonic, was tested. The rocket launches, which received the code name “high-speed anti-aircraft guided missile,” were held as part of the air-fire conference held at the Ashuluk training ground. However, according to Alexander Denisov, there are still "related issues that need to be addressed."
Human capital
But we must not forget that behind all the achievements, inventions, successful launches are primarily people: engineers, designers, technologists, other specialists who develop, test, improve and, finally, produce samples of weapons and military equipment. It is not without reason that one of the most important for investors indicators of the company's success is the so-called human capital, a solid team with deep knowledge, professional skills and abilities, capable of solving the most complex tasks in a short time. Especially when it comes to enterprises, not only producing, but also developing complex high-tech systems. The human capital of the defense industry company is an indicator of how successfully the project will be implemented, moreover, within the allotted time frame and in the specified cost estimates.

The management of “High-Precision Complexes” has long and very carefully dealt with the issue of preparing human capital. Quite recently, an agreement was signed between the Moscow State Technical University named after N. Bauman and the holding for cooperation in the field of training young specialists and conducting scientific work in the interests of enterprises and research centers that are part of the “High-precision Complexes”.
As indicated in the document, "MSTU. N. E. Bauman has significant scientific potential, educational material and technical and industrial-technological base, experience in conducting large-scale comprehensive research projects aimed at implementing innovative projects in the field of radar and optical-electronic information systems of land, sea, air and space basing, control systems and high-precision guidance weapons, laser systems of functional and thermal power destruction, short-range missile systems ". At the same time, “High-precision complexes” have significant scientific, technical and industrial-technological potential, experience in creating high-precision complexes and air defense systems, short-range and medium-range missile systems.
“The parties are interested in the implementation of scientific, technical and production-technological potential in the development and creation of promising information and fire systems for various purposes, and believe that cooperation will contribute to the successful achievement of the goals of their activities, as well as the development of effective scientific and technical solutions, the promotion of competitive developments in base of combining advanced technologies, ”the document says, stating that the main task of cooperation is to prepare sheets and scientists in the field of systems engineering, optoelectronics, microelectronics, laser and missile technology.
As the columnist “Military Industrial Courier” told “High-precision Complexes”, first of all the young specialists will be sent to the Tula Instrument Engineering Design Bureau, to the A. Nudelman Design Bureau of Precise Engineering (Moscow), KBM (Design Bureau of Mechanical Engineering, Kolomna), as well as to the Central Design Bureau of Automatics (Moscow).
“You must understand that the production of precision weapons is the quintessence of modern science and technology. In the development of such systems, all advanced scientific and technical developments and developments are used, ”said Yaroslav Karpov, first deputy general director of OAO NPO Precision Complexes.
According to the publication interlocutor, the company needs not so much “narrow” specialists who are well-versed in certain areas, but mainly system engineers who are able to sort out complex organized structures in a comprehensive way, understand all the problems, work at the intersection of scientific disciplines.
“We need professionals who will eventually become leading project specialists, and then chief designers,” Yaroslav Karpov continued in a conversation with the correspondent of the newspaper “Military-Industrial Courier”.
It is noteworthy that the Bauman Moscow State Technical University already has close ties with one of the leading enterprises of the High-Precision Complexes Holding - the Engineering Design Bureau of Kolomna, the developer and manufacturer of the unique Iskander operational tactical complexes, Igla anti-aircraft missile systems and Chrysanthemum anti-tank ". Now, as part of the legendary "Baumanki" there is a department of SM-6 "Rocket and pulse systems", which the general director of KBM Valery Kashin personally heads. It is worth noting that the CM-1938 department, founded in 6, the oldest in the special engineering faculty, was created to train specialists in the field of artillery weapons design. Fundamental research, applied research and development work provided her with a leading role in the theory and practice of developing artillery and missile weapons.
According to preliminary estimates, now the annual cumulative need of the enterprises of “High-Precision Complexes” is about one hundred young professionals. But in the near future we can expect an increase in the request for literate graduates of the Bauman Moscow State Technical University. Although the contract with the university is only the first step in the complex program of training young professionals for enterprises.
“We understand that you will not be forcefully forced, and after a graduation from an educational institution, it is much easier for a young specialist to return home than to go to a new place. Therefore, this year, personnel officers of enterprises are working in the schools of Tula, Moscow, Kolomna, Kovrov, in order to select the most prepared students who, upon completion of their studies and passing the EGE, will go to MSTU, and after its completion will return to their cities - to work in their own enterprises ”, - told Yaroslav Karpov in an interview with a columnist for the newspaper “Military-Industrial Courier”.
True, in his opinion, so far this is only a pilot project. "It is clear that" High-precision complexes "will pay part of the cost of training. Now we need to figure out how to do it and what amounts we are talking about. How to ensure the return of students to their hometowns? Such an agreement should also be developed, ”explained Yaroslav Karpov.
But the matter has already moved from a dead point, and after all the personnel, economic and legal nuances related to the training of young specialists are taken into account, such projects will begin to act in the interests of all enterprises of the holding company.
In addition to training specialists, the staff and students of Baumanki will be involved in organizing and conducting research projects within the framework of the High-Precision Complexes projects.
“The scientific potential of the Moscow State Technical University is simply enormous, and we very much look forward to our fruitful cooperation in this field,” Yaroslav Karpov concluded.
Foreign experience
Young professionals are actively involved in not only Russian enterprises, but also their foreign competitors. In the Boeing and Lockheed-Martin corporations, such work is put on a grand scale. In particular, it actively cooperates with the American aircraft building and space giants Massachusetts Institute of Technology, which is considered one of the most prestigious educational institutions of such a profile in the world. Also, Lockheed and Boeing recruit students at eight universities and colleges within the Ivy League.
It is worth noting that the recruitment agencies of American super giants begin to work with students only after the first half of the year, when it becomes clear what the student is capable of, what attachments he has and what disciplines he pays special attention to. In contrast to the domestic system of higher education in American universities, lectures account for no more than five percent of the time allotted. The task of the teacher is to give the student the necessary knowledge for independent work, and the student receives the rest during practical exercises and independent work.

Lockheed and Boeing in large quantities order various applied research to institutes and colleges, as they say, by killing two birds with one stone: saving money on subsidiary areas of research activities, and also singling out the most liked ones from students. All tasks are set as part of an elective, the participation of trainees in them is strictly voluntary. Some of the participants in the work receive cash bonuses, the most distinguished; in addition, they pay one-year tuition at the university at the expense of the corporation. Over the next years, those students who systematically participate in the proposed scientific works and at the same time demonstrate high results can receive a nominal grant for the entire duration of their studies, albeit with the condition that, having completed the diploma, they must be at least five to seven years old (in depending on the amount) work in the company.
It is indicative that, according to Boeing, in more than 30 years of such a program, less than one percent of graduates agreed to leave the corporation after the expiration of the contract. The personnel agencies say that if in 80, students needed to be attracted by advertising, then at present the percentage of dropouts as not suitable for Boeing is very high and the aerospace giant can easily choose the best of the best. And this is at the annual demand, estimated at 800 – 900 young professionals (and in some years over a thousand).
No time to swing
Today, NPO Vysokotochny Kompleks is developing advanced complexes that will be presented by the Ministry of Defense of Russia and foreign customers after 2020 – 2025. But the groundwork for such complex systems are already set. In the modern world, where science and technology are developing at very high rates, it is very important not only not to be late and not to miss anything, but also to be able to realize the achievements of thought in the created models of weapons and military equipment. And we must also take into account that products must be attractive to the buyer.
Now, when the generational change in the defense industry complex of Russia has begun, it is very important not to lose momentum and prepare a worthy shift for the outgoing specialists. But young people who are preparing to take the baton of generations, have no time to build up - you must immediately get involved in the work. That is why it is so important for modern enterprises to start preparing young specialists for a real task and a specific place of work. Therefore, the agreement between the holding company High-Precision Complexes and the Moscow State Technical University named after N. E. Bauman is a crucial step towards the development of the entire Russian defense industry. Hopefully, the system of training young specialists will work in the very near future and the holding company’s enterprises will begin to receive competent specialists annually, who in 10 – 15 years will become not only the leading, but also the chief designers. The management of High-Precision Complexes is already investing in the development of human capital, realizing that by doing so it invests in the future not only of the military-industrial complex, but also of the whole of Russia.
