Kazakhstan is rearming and creating its aviation industry: how it will help the development of the Union

In particular, Uralvagonzavod intends to increase the supply of its products to the CIS countries, and with Kazakhstan to deepen the level of cooperation, said Oleg Sienko, general director of OAO NPK UVZ:
“We plan to create joint ventures in Kazakhstan. They will be engaged in deep modernization of those in service. tanks T-72. And in the future, it is quite possible - the assembly of T-90 of various modifications. The specialists of these enterprises will provide professional technical support for Russian-made armored vehicles, which is in service with the countries of Central Asia and the Caucasus region. ”
Also, according to the Managing Director for aviation projects of the Rostec state corporation Alexei Fedorov, it is planned to create a joint venture between the corporation and the Canadian company Bombardier. The joint venture will assemble Q-400 regional turboprop aircraft not only for Russia, but also for the new airline in Kazakhstan, which plans to operate only such aircraft:
“Bombardier transfers license rights to the Q-400 joint venture. Will sell mainly for Russian customers. But these are all airplanes that will be delivered to the market in the Customs Union. ”
In addition, we recall that during the last state visit to the People’s Republic of China, President Nursultan Nazarbayev of Kazakhstan met with representatives of the Aviation Industry Corporation of China, a Chinese aviation industry, during which he discussed the development prospects of the Kazakhstan aviation industry. It is planned to assemble Chinese civilian medium-range Y-12 aircraft with passenger capacity up to 12 passengers. It is reported that these aircraft have already passed the licensing procedure and received the necessary licenses in the United States.
Recall that the key task of the Republic of Kazakhstan in the second five-year plan of industrialization is the development of the chemical and engineering industries, in particular, the aviation industry. In recent years, special attention has been paid to the creation of a full-fledged aviation industry in Kazakhstan. Thus, at the end of 2010, an agreement was reached by the National Company Kazakhstan Engineering with Eurocopter to start assembling EC145 civilian military helicopters in the republic. The contract itself was signed in May 2011 of the year, and in December, the first cars left the assembly line of Eurocopter Kazakhstan Engineering LLP. The French have invested in the production of the order of 5,7 million euros. Now, at the Kazinzhiniring plant, the order of 10 machines per year is collected, in total, at least 45 EC145 will be assembled. It was also decided to start the production of attack helicopters ES645Т2.
In parallel, the production of light Ka-405T helicopters is being created on the basis of the Alma-Ata-based Aviation Repair Plant No. XXUMX JSC together with the Russian Helicopters OJSC. The plans are to reach the production rate of the order of 226 units per year with the subsequent sale of cars not only in the domestic market, but also in the countries of the region.
However, the establishment of the production of aircraft in Kazakhstan faced a number of difficulties. Independently to create airplanes Kazakhstan is not able: there are no necessary personnel, experience and technologies. In addition, the key condition of Kazakhstan to aircraft manufacturers is the transfer of technology to Kazakhstan and the gradual localization of production in the republic.
Initially it was planned to establish the production of European aircraft Fokker, but the attempt was unsuccessful. Also, apparently, due to the absolute incompetence of the interim Ukrainian government, it was not possible to create a joint production with the Ukrainian ASTC. Antonov. At least, there is no information about the progress in organizing and launching the production of An aircraft on the territory of Kazakhstan.
Thus, the leadership of Kazakhstan has been forced to change its partner for the production of aircraft for the third time and now will not be dependent on any aircraft manufacturer, cooperating with everyone you can.
It is noteworthy that in Belarus there was an interest in creating its own aviation industry with a full production cycle of aircraft. It is planned to create a production of helicopters and airplanes on the basis of the Orshansky aircraft repair plant owned by the Ukrainian aviation oligarch Boguslaev.
The creation of both the Kazakh and Belarusian aviation industries will not only strengthen the industry and scientific and technical potential of the Union republics, but also contribute to the development of the Union. First, the republics will receive new technologies, different from the Russian ones, which sooner or later will inevitably become the property of the entire Union. Secondly, competition in the aviation market will increase, having a beneficial effect on the speed of technology development. But the most important thing is that Eurasia’s market is very capacious, and the fleet, as a rule, is outdated, and therefore the acceleration of the process of updating it is good news.
