Gas negotiations in Kiev completed
The gas talks in Kiev, in which European Commissioner Günther Oettinger took part, Gazprom’s Chairman of the Board Alexey Miller and Arseniy Yatsenyuk, who was appointed by the Verkhovna Rada Prime Minister of Ukraine, ended.
The issue of transferring Naftogaz to prepayment is still on the agenda. This was reported to ITAR-TASS by the official representative of Gazprom, Sergei Kupriyanov.
According to him, the negotiations, which began on Sunday evening, ended around 02: 30 Moscow time.
"The Russian side expects payment of accumulated gas debt in the amount of $ 1,951 billion to 10: 00 Moscow time 16 June. In the event of a lack of funds, as was previously announced, gas supplies to Ukraine are transferred to the prepayment mode," said Kupriyanov.
Meanwhile, as the Chairman of the Board of Naftogaz Ukraine, Andrei Kobolev, said, the chance of reaching a compromise before the start of the new gas day still remains.
The Russian side postponed the deposit prepayment period three times and no longer plans to do this. The last postponement - from June 10 to the beginning of this week - is explained by the Ministry of Energy for technical reasons.
The head of the Russian gas holding, Miller, said earlier that for November-December, Naftogaz should transfer $ 1,454 billion and show progress in paying bills for April and May. According to him, during the period of trilateral negotiations, Ukraine’s debt has increased by $ 2 billion, and now unpaid deliveries amount to 11,150 billion cubic meters.
During the last meeting in Brussels, Gazprom has already compromised and agreed to receive payment from Naftogaz for April and May deliveries based on the price offered to Ukraine from June 1 at $ 384,86 per 1 thousand cubic meters. The initial amount of debt in the first two months of the second quarter - based on the price of $ 485,5 per 1 thousand cubic meters - was $ 3 billion.
But the Ukrainian side still links debt repayment with the initial agreement on gas prices starting from June 1.
Energy Minister Yuriy Prodan, appointed by the Verkhovna Rada, calls a new price of 326 dollars for 1 thousand cubic meters, against $ 268 for 1 thousand cubic meters, which the Ukrainian side insisted on earlier. At the same time, the average price of Russian gas supplies to Europe is $ 380-390 per 1 thousand cubic meters.
The head of Gazprom earlier said that the proposed Russian price for gas for Ukraine at $ 385 per 1 thousand cubic meters is objective and supported by the European Commission. He noted that this price corresponds to the assessment of the recommendations of the International Monetary Fund for Ukraine.
In the first quarter of 2014, the gas price for Ukraine amounted to $ 268,5 per 1 thousand cubic meters and was formed as a result of the combined effect of two discounts - for the Black Sea based in Crimea fleet Of the Russian Federation, which was automatically canceled after the transition of Crimea under the jurisdiction of Russia, as well as the discount granted to Ukraine as part of the package of anti-crisis assistance from the Russian Federation in November 2013. The second discount has been canceled since April due to Ukraine’s non-payment of gas debts.
