For the expansion of the Eurasian Union, Russia must export development

104
The role of the Eurasian Union, its prospects, as well as the necessary actions of Russia in the integration process are discussed by Yuri Krupnov, political scientist, chairman of the Supervisory Board of the Institute of Demography, Migration Policy and Regional Development.

Why is it important to develop Eurasian integration?

- Returning a few days ago from Pakistan, where I participated in a conference to discuss the future strategy of this country after the withdrawal of NATO troops from Afghanistan next year, it became absolutely obvious to me that the Eurasian Union is not only critical for the post-Soviet countries, but also for all states of Eurasia. I especially want to highlight the countries of Central Asia, which includes both 5 of the former republics of the Soviet Union, and Pakistan, Iran and Afghanistan.

In Pakistan, everyone is wondering about Russia, which has suddenly come to life in the geopolitical arena, where it will go and whether it will be possible to use the new opportunities of Russia for its own development. So far Pakistan has established relations with the United States, with China, but it is obvious that this is not enough for him and he is waiting for a response from Russia.

The creation of 29 in May 2014, the Eurasian Economic Union, is a powerful signal for all countries. But still the content of the integration process is not yet indicated. It is important to understand that Russia will export to the world. This is a key issue for the Eurasian Union.

Either the Eurasian Union will be built on the principles of a liberal empire that Chubais advocated ten years ago, when “rich Moscow” credits a number of post-Soviet states, but no new opportunities will appear for these countries. Either Russia will export development. This key point sets a completely new agenda for all of humanity.

What does export development mean?

- A simple example. In the same Pakistan, the key security problem is the extremely weak power supply. Even in the capital, in Islamabad, on 6 hours of electricity is turned off per day. Since 1947, for the entire period of the existence of independent Pakistan, a plan for the development of energy as a single system has never been developed. This is a challenge for Russia, for the Eurasian Union. It is necessary to set a technological agenda, an action plan that is interesting for both Russian energy corporations and Pakistan. Here is a specific platform for the phenomenon of development.

What should Russia export to expand Eurasian integration?

- From my point of view, Russia should offer export development. This is a comprehensive promotion of all spheres of life and, above all, new explosive opportunities for young people.

Today, tens of percent of young people are simply unemployed or have a temporary job. The development will not only provide them with work and employment, but, very importantly, the work of a completely new professional level. And this is not only an increased salary, but also self-esteem, the possibility of professional growth.

Continuing the theme of the electrification of Pakistan, export development means that there are ten times more hydropower engineers, hydraulic engineers, network maintenance, energy conservation and energy efficiency engineers in Russia. Those. there will be new social strata attached to complex types of labor. This is the main indicator of real development.

This problem is very relevant. Over the last quarter of a century, the number of people employed in mechanical engineering in Russia has fallen by 7 times, in machine tool industry - almost 20 times, in aircraft manufacturing (according to the current state program for the development of aviation industry!) Due to 2025, the year by 2. Those. we see that huge strata of people will fall out of complex forms of labor. Therefore, the issue of youth employment is a strategic issue of export development.

What should Russia offer to the Eurasian Union?

Russia, as the locomotive of reintegration, should offer a system that covers several countries. The simplest example where the Eurasian Union would immediately go into planetary orbit is to suggest a format for solving a water problem in Central Asia. Today there is a shortage of water, as well as an acute problem of its low quality level. Already heard statements about possible future water wars between the states of Central Asia. Russia could offer a different format for water use. One of the elements is the restoration of the project of exporting part of the Ob drain (approximately 5%) through the conduit to Central Asia. Hydrotechnical measures, construction of hydroelectric power stations, and other irrigation stand behind this decision.

The second project is the restoration of the aviation industry. Worldwide 3-4 aviation powers that fully manufacture all types of aircraft. Every day Russia is getting closer to the line when it will cease to be such a power. Meanwhile, each job in the aircraft industry provides up to 16 jobs in related industries.

Today in Russia, even taking into account flightless technology, about 2,5 thousands of small aircraft, and in Alaska, where not 145 million people live, but 750 thousand people - 9 thousand small aircraft. An example of the aviation of Alaska shows an effective solution to the transport issue.

It is important to restore the technological sovereignty of the Eurasian countries. This means a departure from dependence in the technological base in the machines from the EU, the USA and Japan. Designing and creating your own machine tool base is a number one issue, because political sovereignty is not possible if a country is forced to buy modern machines abroad.

The question of the revival of astronautics should also become a new form of export development today. We must do our own ambitious programs, as well as draw new countries of the Eurasian Union into space exploration.

Russia should export the Institute of Large Fundamental Science. For example, when I arrive in Tajikistan, I admire that the Academy of Sciences has been preserved, I see scientists who solve fundamental scientific problems at the world level, and I see how much this raises the general culture of the country. The same in Belarus.

Human health, in the sense of spa treatment, will also be a unifying factor for the countries participating in the Eurasian Union. Mass rehabilitation of people should be a state task. It is necessary to revive the tourist and recreational sphere (restorative medicine, prevention, rehabilitation, etc.), which will require from the economy of hotels, the organization of sanatorium vouchers, new methods and programs. This area can also be a cross-cutting investment projects that will create the base of the Eurasian Union.

Food safety and food quality should also be criteria for participation in integration. If a country buys a ticket for integration and joins the Eurasian Union, it should change the quality standards of the products produced, allocate additional subsidies for the development of the village, and organize import substitution. It’s time to stop looking at agriculture from an economic point of view, and increasingly to look at an ecological product.

Which countries can join the Eurasian Union in the near future?

The key country to join the Eurasian Union is Tajikistan, since it is located at the epicenter of all of Central Asia and borders on China, Pakistan, Afghanistan, Uzbekistan, and has close cultural ties with Iran and Kyrgyzstan.

The main platform for the integration and creation of the Eurasian Union is Central Asia. If we do not win the integration potential of Central Asia, we will not achieve anything with any remarkable connections. Without integration with Central Asia, this territory will become a source of endless conflicts, extremism, and drug production.

We should also talk about the accession of Pakistan, and, however terrifying it may sound, Afghanistan, and Iran, and Turkey, and Syria, and the Balkan states. Proper organization of the Eurasian Union will solve their immediate problems.

It is important to understand that the Eurasian Union should not be a copy of the Soviet Union. This is re-Sovietization in the sense that we need to reach ambitious projects and tasks of the Soviet Union, compared with which we are in a very difficult degrading situation today.

Does Ukraine need a Eurasian Union?

Not only Ukraine, but also Georgia are critically necessary for the Eurasian Union. As for the NATO states, both Georgia and Ukraine are an exclusively geopolitical base for actions against the emerging Eurasian Union. Therefore, in no case can not leave these bridgeheads.

The main thing is that these are brotherly peoples to us, especially the Ukrainian people, we should not throw them, but should draw into the orbit of the development of the Eurasian Union.

Each new country’s clear understanding of systemic benefits, systemic advances from joining the Eurasian Union is the key to expanding integration.

Krupnov is an idealist, and therefore dangerous. Development is possible only through the creation of a stimulating financial system, and not at the expense of the donor, i.e. RF The creation of such a system is an existential problem for Russia.

      2. Any union in an alarming time is better than alone .. Especially on the other hand, alliances .. Fighting alone, find yourself defeated ..
3 The development of union members depends more on the countries themselves. Cooperation only helps to do it faster and better.

To eliminate the consequences of that natural disaster, Vladimir Putin allocated 40 billion rubles. In the Altai Republic alone, the damage is much more, but it seems that there will be almost no help ... The other day there was a meeting of Turkic-speaking countries in Turkey. The NAS was campaigning for everyone in the EAEU, with particular emphasis on Turkey. The accession of Turkey will give an impetus to the economic development of this country.
So the campaign is in full swing. Central Asian countries (Uzbekistan, Tajikistan, Kyrgyzstan, Turkmenistan
tan) about 40 million. Turkey 75 million, Pakistan 160 million. Together with us it is about 450 million.
Speaking about the article, the main thing that Russia can offer is SECURITY. And hence a calm development and stability. At the same time, we should not put on a "collar" and commit to "free gifts". Please, we are ready to help Pakistan, too, in raising the country's energy and electrification. But please take into account "our interest" - the money must be returnable taking into account a share or interest. And since it was under the USSR, when all the loyalists were given everything for free, sorry, but we just can't do it. Everything must be fair, otherwise our Union will fall apart without starting to work.
Generally speaking, there are very attractive moments in the EAEU for Asia. There are no military blocs or obvious allies in Asia. Therefore, each country seems to be for itself. There are many disputed border areas, almost everywhere. Therefore, the EAEU for them is an obvious chance and opportunity to receive certain guarantees of border security and the development of trade without exemptions with allies in the EAEU. On the other hand, the EAEU is the Energy Empire. And the rapidly developing economies of Southeast Asia will "stall" without an increase in energy consumption. And the West, knowing this, is trying with all its might to cut off energy resources. And here is such an opportunity! And even under such a "roof"! Europe has the EU and NATO. Many Asian countries see the EAEU as something like this. That they will reckon with you and understand your problems, talk on equal terms. And not how the "highly civilized countries of Europe" behave in Asia. hi

Lukashenko after explicit support of Poroshenko and statements like that he believes in the return of Crimea to Ukraine, that SE of Ukraine and his fight-project are more journalists, and he stands for a united and indivisible Ukraine, leading a nationalistic policy in Belarus, which has already allowed disrespectful rhetoric to Russia, and sometimes just blackmail (after all, it was he who threatened not to sign an agreement on the EAEU if its conditions are not accepted) .... etc.
What is it!? Is that how Russia’s ally and partner stands out !?
Watching his activities as the leader of the country Belarus in relations with Russia, I just want to say that
in relation to this, he behaves with the exceptionalism of Abama, but he gives away billions, and Lukashenko forges our own Belarusian paradise on our billions, which is probably good for Belarusians, but why then there is no no kicking Russia!? What kind of union state are Russia-Belarus, if Lukashenko treats us like that!
If he did not give Russia Kurmanbek Bakiyev, who plundered Russian loans and fled under his wing !?
I can’t imagine that someone from the allies of the United States or the European Union would not give out the criminal they requested !?

Daddy, obviously, depends on trade with Ukraine (agricultural machinery, refrigerators, etc.). Here are the reasons. The prime minister has gone from us. Yatsenyuk sings like a nightingale - space, planes, etc. I wonder how to trade with them, if not a penny? Russia will not supply fuel for nuclear power plants, gas will be cut off - the whole industry will stop - then what kind of aircraft missiles? There was information that they were draining technical oil from oil pipelines. How will they spend the winter? Winter, as you know, comes unnoticed. So that the newly-minted power in Ukraine does not speak, and the default of the economy under the oligarchs and their "national interests" is not far off.
There is one thing I don't understand about Putin. What is worth "suspending" all trade with Ukraine, or at least putting it out of the CIS free trade zone? Everything is ... independent, you don't even need to bring in troops. Poroshenko and Co. she will crawl up herself or the people will simply ask her to leave (the experience is huge in Ukraine - the Maidan has not sold out, if that). Well, the experience of organizing revolutions before our eyes. We don’t have to invest 5 yards. It will cost us orders of magnitude less - our people are there for the eyes. I personally give this government no more than 3-5 years, no more. And if everything is difficult (they themselves will go for a radical break with the Russian Federation (CIS), then the maximum is winter. I did not consider the military aspect - only the economic one.
Now, if we look at it from a geographical point of view, it is clear that the western borders of Russia practically have "hostile" states (Belarus is an exception). The West itself "pushes" Russia to the East and South of Asia. And he himself is afraid of this. And we need more of our own nats. to defend interests, and not to look at the moral teachings of the West about democracy, etc. hi

Right. First of all, the state should protect the Russians as a state-forming people. We are already too few left. It got to the point that in order to save the Russian people from assimilation, they will have to take extraordinary measures. All who are not from the indigenous peoples of Russia must be deported without the right to return. It is indicative to shoot violators at the border according to all the canons, freely and beautifully.

I will modestly support too. The very meaning of renaming to Stalingrad is to test society for supporting the broad masses of the people, to move away from the influence of liberalism on everything and everything created in the 1990s and still, not to return and praise Stalinism, or return dictatorship (as they will necessarily say liberals and the entire fifth column). And the fact that the Constitution and Laws of the Russian Federation were adopted and are being adopted - serve the interests of the World Western Elite and not ordinary Russians - they have now begun to understand it and think how to avoid it, but there are only A FEW. What is the future of the Eurasian Economic Community? And the formulation of all the problems facing the new economic union is daunting. And most importantly, will they let us from the West do this? I’m afraid that the struggle ahead is not for life, but for death with different Obama, barroses and merkel, who are ready to throw Russia problems in the form of Georgia, now Ukraine. We just need to transfer these problems to them. And Russia does not have much time for an economic leap, although over the past decade (and this is precisely the time of the beginning of development) we have taken a very fast step, given the fact that the United States and the geyropa have been building their economic ties for centuries.

Thanks to the author for the article. I agree in many ways!
I agree with the opinion of Akvadra that we must do without the mistakes of the USSR.
The West sees us (the rep. Of the former USSR) as a market for its products, and behaves with us as with third world countries (yes, and the Russian Federation too: whoever I didn’t hear was that sanctions imposed sanctions against China). IMHO, one of the thesis of the Author is that we should consider the countries mentioned by the Author as potential markets for our products (primarily high-tech) in order to tie these countries to the EurAsEC standards. Otherwise, they will be tied to them by the Chinese or Europeans or someone else, as a result we will lose these potential markets.
It is always necessary to look at the PROSPECTS.
The supply, for example, of high medical standards and technologies is the language of humanism. Afghans have a real chance to compare the invasion of the USSR with the invasion of the USA: the USSR built a lot of schools, infrastructure facilities, and what did the p.i.d.o.s.s. bring to Afghanistan?
It’s another matter that there is something left for the Russians to do from this export of development .... Otherwise, I remember they were sitting with promises of a bright future, and finances were uncontrolled through the CPSU by the papua communists in their interests.
Therefore, IMHO, the tactics of zandos should be followed: private companies export development, and the governments of the EurAsEC countries provide lobbying at the highest state and political level.
In this connection, the question arises: how much are large state-owned companies controlled and transparent?

That would not be enough for Asian countries to join the Eurasian Union. We need to raise our scientific and technological progress to a higher level. It's no secret that we are lagging behind the amers in this. In the USSR, a fusion of science with production was established. This is not yet observed in Russia. In the 90s, scientists went abroad in batches, and our universities "baked" mainly economists and lawyers. Until there is technology, there will be no cost-effective production. There will be no profitable production there will be no wealth of the country. There will be no country wealth, there will be no new countries in the Eurasian Union. Something like that.

This is a utopia ... In the conditions of market relations, real, not theoretical, any economic union or bloc awaits the fate of the states (when the market stops expanding, problems begin and centrifugal forces appear). Mutually beneficial cooperation is also a myth from the category of utopias. In reality, there will be a trade and economic imbalance, which means an uneven distribution of capital and goods. If simpler, then this is the same carousel, only a new race. And it is far from a fact that it will be long-lasting, taking into account certain features of the main participant.
The Eurasian Union is needed and up to a certain point it will be beneficial, but do not fall into utopian hysteria. It’s hysteria that makes it difficult to understand that most people don’t like this idea: they ate the whole planet for a long time and a lot of what it’s leading to is well known, and since nothing new has been offered, then with a sour face, we’ll think about the proposal.
"It is necessary ...", "it is necessary ...", "it is necessary ...", ... 1) Who needs it? 2) What do you need? 3) Who will do it? If you consistently answer all 3, you will have to change the answers to the first 2. The result will be ...: this is a utopia. Everything is going exactly as it should be. As soon as the need changes, so will the environment.

        Just Russia is most needed.
At the moment, objective and thick circumstances in the person of the states, or rather their empire, which has reached its impasse, are pushing for an alternative. So, in addition to the possible, but not guaranteed short-term (for the period of expansion and capture of new markets) economic benefits, there is an option to bury the current leader, who can not solve the systemic problem.
Not a pleasant moment is that in the end we will come to the same thing, because we suggest essentially changing the leader in the existing system, leaving the system itself without fundamental changes. Naturally, this prospect is not too pleasing to the rest.

Regarding the need ... This is an almost universal philosophy. The fact is that conflict is a necessary condition for evolution. It must be understood that dynamics does not imply immutability: either evolution or degradation can occur / occur simultaneously. So ... You can boil in your own juice for a long time, but without external interference and relations, it will be degradation (which is also a conflict, but of a different order and this problem will have to be solved sooner or later). If external relations are preserved (otherwise, if the Russian Federation does not move to Mars - it is not given), with some self-isolation, then in the end there will be a major conflict (when certain conditions are established), which, most likely, will end not in our favor (banal arithmetic : resources; and probability calculation). So we cannot eliminate ourselves: this is not strategically justified. Only one way out: to fight.

If you look, a lot of money is spent on the purchase of the same equipment, technologies, and - contractors abroad for the same oil and gas industry. If you remove it, then you don’t need to spend money - it’s logical, but then for people, then where to work, live on what? It should in the sense that without effort and development, there will be no development itself. and looking at what is now, or what was, the prospect of the future is lost. the meaning of life becomes a dead defense in the basement with oil, and whining about the fact that everything is bad and nothing can be done, and do not even have to try? a departure from serving the West and moving to the East for one’s own development and strengthening than not an Idea for development ???

Why understand that. The power of money. And who has the money ???? Abramovich, Waxelberg, Potanin, well, still have a bunch of oligarchs and billionaires in line, pick up tidbits from the members of the union, fill your pocket even more. Well, then at least the grass does not grow. No more. This is already in the 90s passed.

A breakthrough in the field of transmission of a narrowly directed flow of energy could allow the transportation of solar, atomic, energy of thermal drops from the Moon. Redirection of energy is a grid, of the order of tens of hundreds of near-Earth satellites with re-reflectors to terrestrial energy receivers. The magnitude of the reflectors when redirecting energy to tens of thousands of megawatts can be a radius of 10-20 meters. Those. Ramers are close to today's solar cells. Correction of the slope is possible with gyroscopes. There are problems with the correction of the resulting electromagnetic pressure of the reflected high-energy energy beam, which can be solved by today's ideas of high-power laser pulsed emitters with atomization of plasma microvolumes. But the main plug is the transfer of a narrow beam of energy from the moon. Now in the laser field, these beams with a diameter of hundreds of meters. In microwave transmission - kilometers. There is a direction - the creation of a pseudo-waveguide (or fiber) using the uncertainty of the vacuum energy. Occasionally formed virtual particles in vacuum can be built into the structure of a waveguide (fiber) using special types of powerful electromagnetic (or optical - which is equivalent) radiation.

The arguments presented for the small efficiency of the wireless transmission line are easily refuted by the use of low efficiency in ground-based reception systems, but mainly in energy receivers / secondary steam-gas-tubing cooling circuits, like nuclear power plants. This allows you to increase the efficiency of receivers to 70-80%. And taking into account domestic heat supply with heated steam, - up to 90%.

Wouldn’t it be easier to build a solar power station in geostationary orbit, only 36000 km from the earth than from the moon to transmit energy.

On the Moon, the reserves of solar energy alone are several times higher than all the prospects for the Earth’s energy consumption.

And from orbit, without solving the problems of narrow-beam energy transfer, the problem is not solved. For kilometer receivers for microwave and tens of meters for lasers, but for laser transmission there are large losses in the atmosphere. The power of a single module in orbit is significantly lower than for the case of a re-reflecting satellite. For the plane of a solar battery of the same power is hundreds of kilometers away. Problems arise with the shading of the Earth’s surface and the management and astronavigation.

Only on the moon 2 weeks are dark, or is energy transfer needed from the back of the moon. Geostationary orbit, as I recall, dimming solar panels 2 times a year for 5 minutes. Therefore, without solving the problem of narrow-beam energy transfer, all projects are not developed, although the construction of a space elevator removes the problem of energy transfer, and you can use superconducting power lines. With the transfer of beam energy, the atmosphere will heat up, how to deal with it is another problem.

In the center of the beam is rarefaction due to heating, the entire energy transfer to the atmosphere is around the perimeter, which should not significantly reduce the efficiency.

Well, solar panels on Earth in the same mode (day / night). At the first stage, it is more convenient to build nuclear power plants at the poles, if there really is water. Due to the low attraction, it is easy enough to significantly increase the ability of power units.
The main problem with solar cells on satellites is replacement due to radiation and meteor shower. On the moon, in stationary conditions, this process can be made work-automated.

And if you suspend an asteroid in a geostationary orbit, then there will be less problems, and there is enough radiation on the moon, you can automate maintenance in orbit.

If the microwave is not going to warm very much, but environmental problems appear, such as fried birds.
While the cost of putting into orbit and flying to the moon with the construction of a plant for the production of solar panels is quite high, for experimental geoelectric power plants, you can work out the technology in orbit.

In orbit, you need to deliver the material periodically, which is expensive. On the moon, any logistics storage and delivery are cheaper. Naturally, in the presence of the shift program, colony and service staff planned for the Lunar program. The service staff changes once a year - one and a half (Radiation and atrophy due to weak attraction, this is what is already in the current plans for L. Prg).

With an asteroid - funny, this option has not yet been contemplated.

China, in principle, has almost developed solar panels for the Moon. Longevity experiments are needed.
There are Japanese promising technologies, with direct conversion of light into laser radiation. Efficiency immediately more than 40%, while only experimental specimens.

Asteroid is just very suitable for these purposes, the most important thing is that the fossil is in order, and in the center it will be possible to create a large station with artificial gravity.

For the expansion of the Eurasian Union, Russia must export development

Development should not only be in the field of economics and technology - it should also be in the spiritual sphere. That is what Russia has always grown.
And now, against the background of liberal-fagot tolerance of the West, we have a unique chance to offer the world (and most importantly - its closest neighbors) a civilizational alternative in the traditional vestments - Christian (Orthodox) and Muslim (traditional for us madhhabs - without any Salafi-Wakhov and others extremist innovations).
