The secret of China's economic miracle has once again become one of the popular topics. Vladimir Putin’s recent visit to this country once again showed that our eastern neighbor had become an industrial giant interested in large-scale energy purchases.
Many analysts have called Moscow a great success in signing a contract for the supply of Russian gas to China, and this is an evil irony. The USSR and then the Russian Federation conducted reforms under the slogan of getting rid of commodity dependence, and as a result, the share of oil and gas revenues in the budget only grew. In turn, China, which began its transformation just a few years earlier than us, has achieved impressive industrial success.
Why didn't we succeed in what China managed?

Ryzhkov proposed a gradual modernization of the industry, but Gorbachevites prevailed
- China for many years shows very high growth rates. This indicates that their economic strategy is correct, otherwise over a short period of success there would have been a failure. The fallacy of the policy becomes apparent in two or three years, and we hold onto Gaydarovism for twenty years. This is not done by a great mind: for it is clear that such a policy is wrong and it is high time to change it.
Let me remind you that at the end of 80-s we were standing at a fork: either follow the path of China, modify the system, or break everything and start from scratch. Gorbachev said that the system was to blame for everything, it was implicitly believed that it was fundamentally irreformable. So we decided to break everything to the ground first, and then, maybe, we will succeed.
There was a conflict between the team, conditionally associated with the name of Mikhail Gorbachev, and the team of Nikolai Ryzhkov. Ryzhkov proposed a gradual modernization of the industry, but Gorbachevites prevailed. They were not at odds with the economy, but were able to operate with theoretical concepts.
The blame lies primarily on Gorbachev, but not only. The political system of the Soviet Union was built in such a way that the opinion of the Secretary General outweighed the opinion of the entire CPSU, the entire state. By the way, the party itself has already sounded the alarm: it has already become clear that we are not going there. But Gorbachev’s opinion turned out to be stronger, and, following the wrong path, we came to today's results.
The Chinese have managed to combine the advantages of the state and market economy.
Is the experience of China and the Soviet Union relevant for us now? Fortunately, the industrial and scientific potential in our country is preserved, and there is a chance to rise. Successful reforms in China started in conditions when the situation in this country was worse than what we have now. So it's all about political will and strategy.
The Western school dominates us about the maximum reduction of the state’s impact on the economy, but the West itself has refused these recipes, and all the more China strictly controls its economy. The Chinese were able to combine the advantages of the state and market economy. There is nothing complicated about it, although, of course, I don’t say that it is quite simple. Nevertheless, experience in this regard is sufficient.
Does this mean that there are no problems in China? No, it does not mean, and it is no coincidence that the Chinese Communist Party is studying not only the positive, but also the negative experience of the USSR. I know that the Chinese partners are constantly turning to the Communist Party of the Russian Federation with a request to tell about the reasons for the defeat of the Soviet model of socialism. In China, they do not idealize their success and closely monitor what is happening in their own country.
They do not deny that 400 of millions of Chinese living in coastal, free economic zones has achieved wealth, but there are still 800 of millions of people who have a different life. If the problems of hundreds of millions of villagers are not resolved, the consequences will be disastrous. Without further ado, in China there is a renewal of personnel, and so they are struggling with harshness. This is one of the reasons for their economic growth: after all, the country's leadership is fueled by new energy.
Not to say that in China they make no mistakes. They do it like everywhere else. But their common vector of development is most likely correct.
