Dmitry Medvedev held a meeting on the development of viticulture in our country and suggested recognizing wine as an agricultural product. According to experts, if the prime minister’s initiative acquires the status of a law, the media will be able to advertise the wine.
As it already happened more than once, a keen public debate immediately began around Medvedev's next idea.
Judging by the debates in various forums, including the KM.RU forum, the prime minister was criticized to the full extent. The opponents' thesis is laconic: wine is alcohol, and wine advertising is an advertisement for alcohol, which will inevitably spur its consumption. In other words, the wine will not be drunk instead of vodka, but with vodka.
The proof of this thesis is given by the example of France, which traditionally drinks wine and at the same time for many years occupied the first places in the spread of cirrhosis of the liver. The situation began to improve only when the state achieved a sharp decline in wine consumption. And our authorities are going to do the exact opposite.
Since the conversation quickly moved from the actual guilt to a wider problem, to the problem of drunkenness, let's try to describe the situation in this area at least with large strokes.
I propose to go straight to the numbers, so as not to drown in the philistine-meaningless reasoning on the topic "we always drank, they drink and they will drink."
So, official statistics say that in Russia in 1959, they drank 5 liters of alcohol per year per capita, that is, including babies, staunch bastards, people who do not drink a single gram of medical considerations, and so on. This is not about the fact that people drink pure alcohol: just the statistics take the entire volume of alcohol, extract a share of alcohol from it and already operate with this generalized figure.
In 1970, this parameter reached 8,3 liters, in 1979 - 10,6. Note that these figures take into account only alcohol, which people bought in stores and whose sales are registered. That is, beyond the statistics, there was moonshine, home brew, liqueurs, cider, wine, stolen alcohol, all sorts of alcohol-containing mixtures, and so on. How much they actually drank is impossible to establish exactly, although expert estimates exist for the 1979 of the year, and they reach the bar in 14 liters. However, this is all the estimates, the reliability of which is doubtful. One thing is clear: the official data on 10,6 liters of alcohol per year is significantly underestimated.
For example, statistics say that in 1993, alcohol consumption fell to 5 liters. However, recalling the era of “Piano” alcohol and Rasputin winking from the vodka label, it is impossible to believe in the authenticity of official data. In those years, the share of the shadow sector was estimated as 9 liters per capita per year, and the total figure obtained in 14 liters looks more plausible.
How are things now? We use the information of the World Health Organization (WHO), not forgetting that WHO experts provide consumption figures, taking into account only people older than 15 years.
So, the picture in liters is as follows:

These data have allowed some experts to argue that we are not so bad. However, official statistics are designed for very naive people. How can you not understand that the manufacturer and the seller have a motive to hide their true pace for tax evasion? In Russia, the control over the financial sphere leaves much to be desired, so the official figures are completely wrong. They are understated, and significantly.
Indirectly, the true extent of the problem can be judged by the mortality statistics, and here is some information for you to think about. Specifically, I cite data for 2008 a year, that is, the eve of the crisis, which means this is still a period of stability.
For 30-70 years of age on 100 000 people, mortality rates are as follows:

However, here mortality from all causes, and not just from alcohol, is calculated, therefore these data are only indirectly related to the subject of our conversation. But, you see, there is something to think about.
Why are we so unfavorable? Is the climate at fault? Cold, ice, lack of sun? Yes, in Russia in this sense, life is not easy, but in Finland the climate is very severe, and the mortality rate is three times lower. We have economic problems? Weak medicine? Yes, and this is true, but is it really better in Romania, Vietnam and Pakistan? We are constantly being told about Cuban poverty. Yes, Cuba is a poor country, but we are inferior to it, and significantly.
Apparently, the case is in the relatively high consumption of unregistered alcohol, which is not included in the statistics. Besides, besides the quantity, the quality of the drunk has no less significance. Who does not know that product quality control in Russia, to put it mildly, leaves much to be desired? This leads to the fact that we everywhere drink counterfeit. Yes, many simply do not know signs of forgery and, buying a surrogate, are not able to reveal that they are the most natural poison.
Let us recall the recent tragic incident in Transbaikalia, when people drank vodka from plastic bottles labeled “Deer”. Then 14 was reported dead, but some time later two more people who were in serious condition died. So, 16 people died, because there was methyl in this “vodka”.
The investigation began, and soon hundreds of bottles of this “Deer” were found among the “underground producers”. Can you imagine how much of this methyl "Deer" was harvested and how many people could he carry to the other world?
The village where the tragedy occurred is called the Red Giant. Here it is - the worst bit of irony stories.
Often, people think like this: “Well, it doesn’t touch me, I don’t buy a bottle for a hundred rubles from some rogues, I drink culturally, not like a bum in a garbage dump ...” Naive illusion! They fake everything that is possible and that they have enough imagination, and no one gives any guarantee. They will sell you a bottle for 3000 rubles, and you will be injured as if they were laden with meth from a mayonnaise jar.
Anyway, “cultural feast” is a myth. Let us recall the old joke: "A wedding without a fight is a waste of money." Alas, there is some truth in it, and this is a holiday, everyone there comes to drink culturally, to congratulate the young, and as a result - a scuffle and drunken grimacing.
In general, alcohol can wait - wait until you are a cultural for a few years to drink a little, but then you can not stop. I know people who buy expensive vodka and wine, do not get drunk before pig squeal and so on. One of my friends drank like that for ten years, and now he is not able to stop. He himself does not notice that he turned into an alcoholic: after all, it seems to him that an alcoholic is certainly a toothless, swollen degradant in a classic dirty t-shirt. Yes, this person is not like that, he has a good job, family and money, but he cannot drink any more. I think if he does not take up the mind, then in ten years it will come to swollen faces, and he will meet his 65 anniversary as an unfortunate elderly man surrounded by children and grandchildren, and a shaky old drunkard ...
In addition, we cultivate degenerative stereotypes of drunkenness. "Traditions" are drunk in the heads, even when people don’t want to, but they are uncomfortable to refuse. And there is always a reason: every day something happens, not to mention public holidays, the New Year, which is celebrated long before December 31, and ends on the tenth day of January.
How many such people in the country, after drinking at work, then go home and maim along the way, or even get hit by a car; how many are drunk and robbed; how many then on the second day you have to go back to work, but already with a hangover, when everything hurts, and so on.
The ancients said: "The truth is in wine." And what is the meaning of this phrase? At first glance, we just have a bunch of words, but in fact there is a sense, and what else. He got drunk and showed his true face. Wine will show what is inside the person. That shows: a respectable person pukes, in the morning - “sick”, no such respect causes him any kind to either the children, or his wife, or his parents ...
In short, all these antics like “I drink culturally, in good company”, “I am a healthy man, a bath-beer” and so on. This is all a lie of the alcoholic mafia, which has driven these shameful stereotypes into people's heads.
It's no secret that the advertiser "sells" not only goods, but also an attractive lifestyle. Associatively associating a brand with what people dream about is the standard propaganda mechanism.
The same fully applies to alcohol. Have we forgotten the 90s when alcohol was advertised at all angles? It seems to be praising a particular brand, but latently the association “drank - and the winner”, “drank - and achieved success”, “did a great job, and now raise the glass” lays to the head. The specific name of the brands will be forgotten, especially since there is often no difference between them, but they will “drink” it.
