Hidden Majlis
On May 18 of each year, the Crimean Tatars celebrated the mourning date - the day of deportation. In May, the 2014 shares of the NKVD of the USSR in the Crimea turned 70 years. Many observers predicted that on this day on the peninsula there will be provocations by the so-called Mejlis of the Crimean Tatar people - an anti-Russian organization, closely associated with the Kiev junta. But, as official sources reported in the Crimea, the day of memory passed without excesses, and the Mejlis showed its solidarity with the aspirations of the Crimean Tatar people and other peoples of the peninsula.
Is the Mejlis really peaceful?
"Manifesto of happiness"
In general, according to the Crimean media, the mourning rally in memory of the Stalinist deportations in the Crimea passed without excesses. The fact that there will be no provocations, many high-ranking officials of the Crimea hurried to declare long before 18 in May. For example, Deputy Prime Minister of Crimea Rustam Temirgaliyev 5 of May wrote on Twitter that “all attempts of the junta and its radicals to undermine the interethnic world in Crimea are doomed to failure.”
In Milli Firka, the pro-Russian party of the Tatars of Crimea, they ironically named the vice-premier’s entry “manifesto of happiness”. What kind of all-Crimean unity, the pro-Russian Tatars asked, can we talk if the Ukrainian flag still hangs defiantly on the building of the Mejlis - a symbol of devotion to the Mejlis of Kiev junta? "From the very first days after the referendum, some high-ranking officials persistently and systematically dragged the Mejlis henchmen to the new Crimean government, rigidly blocking all attempts to bring the patriots of Russia to the power of the Crimean Tatars," the Milli Firka statement issued specifically for 70- said anniversary of the deportation of the Crimean Tatars.
Among the henchmen of the Mejlis in the government, for example, is the Moscow media magnate Lenur Islyamov, the deputy prime minister. As Milli Firka states, the media controlled by the vice-premier “continue to sow anti-Russian sentiments among the Crimean Tatars actively and with impunity, openly calling the reunification of Crimea with Russia“ occupation ”and the government of Crimea as“ occupation regime ”. “Islyam is no less successful in using his new public office for personal purposes, actively developing his business in Crimea. Of course, Russian law expressly prohibits the participation of civil servants in commercial structures, as well as their business activities. But, apparently, for the henchmen of the Mejlis, Russian laws are not a decree, ”the statement of Milli Firka reads.
Some Majlis in the Russian Crimea are the heads of cities and regions. For example, Ilmi Umerov, an ardent opponent of Russia and a supporter of the Kiev junta, directs the Bakhchsarai district. The patronage of the Bakhchsarai district is entrusted to the Republic of Tatarstan and such a ward as Umerov is more than satisfied with the Volga “chefs”. The head of the government of Tatarstan, Ildar Khalikov, promised Umerov that he would raise his district to the level of a developed region in a patronized republic.
Rafael Khakimov, Director of the Institute, did not remain indebted to the Crimea stories Academy of Sciences of Tatarstan (AI ANRT). According to competent sources, Khakimov plans to take the Crimean humanitarian sciences and the religious and educational sphere under guardianship. Those who know Khakimov and his institution pray that nothing will come of it from the benefactor. Indeed, at the Institute of History, the Academy of Sciences of the Republic of Tajikistan are not engaged in science, but in spreading pseudoscientific myths. It seems that the Tatar Sufi Sheikh Gabdennasyr Kursavi (1776 - 1812) allegedly was a follower of the teachings of Muhammad Abdulvahhab - the founder of the current Wahhabism. The rest of the historical "discoveries" of the Khakimov Institute are more innocent, but no less anti-scientific. For example, the institute replicated by the institute that Fyodor Chaliapin was actually a Tatar - a Muslim who, in order to make a singing career, was forced to be baptized.
Target multi-vector
Overlooking the Crimea returned to the bosom of Russia is not the only Kazan. For example, Belogorsk district supervises Bashkortostan, Simferopol - Leningrad region, Sevastopol - Moscow, Kerch district - Kuban ... It was expected that the chefs from "Big Russia" will come 18 in May to honor the memory of the Crimean Tatars. But, according to Vice Premier Temirgaliyev, only the chefs from Kazan were invited to the 70 anniversary of the deportation of the Crimean Tatars. Observers from among the Crimean Tatars reasoned that it was not just like that. Some of them reasoned that the Majlis in the leadership of the Crimea deliberately preferred Kazan, because they hoped for reciprocal preferences from the Volga "brother."
Another part of the Crimean Tatars considered that the regions - "chefs" did not want to see their people on the same podium with representatives of the Mejlis. With the exception of Tatarstan. There is a reason for this argument. First Deputy Prime Minister of Crimea Rustam Temirgaliev by origin Volga Tatar. The Temirgaliyev family is considered one of the most influential Tatar families of the peninsula. It is likely that the Temirgalievs used the entry of the Crimea into the Russian Federation as a springboard to increase their influence on the peninsula and began to build a multi-vector system of relations.
The first vector is Kazan, with which the Temirgaliyevs have ties of blood and long-standing ties. Having become a Russian official, Temirgaliyev is trying to increase his status in the Crimea through intensive fruitful contacts with Volga chiefs. The second vector is the Majlis. The old generation of the Crimean Tatars treats the Volga Tatars as aliens, so the Temirgalievs may have entered into a strategic alliance with the people of Dzhemilev - Chubarov. If you think this alliance is beneficial for all its members. The Temirgaliyevs, sitting at the same table with the veterans of the movement, strengthen their position among the Crimean Tatar establishment. The union with the Temirgaliyevs strengthens the position of the Mejlis in a rapidly changing situation on the peninsula and gives anti-Russian Tatars a guarantee of immunity.
Kazan also benefits from an alliance with the Temirgaliev clan. Through Rustam Il'mirovich, it is possible to go to all strata of the Crimean Tatar society, both pro and anti-Russian, and to broadcast the ideas and trends that Kazan needs to these layers. The second important point is the status of Crimea. In the Moscow highest circles, the Crimean Federal District is considered the most promising, and Kazan does not miss the opportunity to participate in the development of the returned territory. The third point is the status capital of Tatarstan as the chief of the Crimea. Back in March, experts predicted that the Kazan Kremlin would use the annexation of the Crimea as a way to maximally exalt its influence on the internal Russian political processes. In all cases, the interests of the Temirgaliyevs and Kazan converge at one point - the Mejlis of the Crimean Tatar people.
The Crimean Tatars state: on the 70 anniversary of the deportation of the Crimean Tatars, as in the Ukrainian Crimea, the right of the first vote and the organization of the event were given to the anti-Russian Mejlis. "The pro-Russian Tatars of Crimea warned: given that the Mejlis takes an openly anti-Russian position - and this is emphasized in its ultimatum about the absence of Russian flags at the mourning rally - it becomes obvious that the 70 anniversary of the Crimean repression will become a large-scale anti-Russian project implemented by Western special services through the Mejlis and its accomplices in the Russian Crimea (italics my - A.P.). As the pro-Russian Crimean Tatars say, without the criminal connivance of the Crimean officials and curators from Russia, this subversive project kt could not take place.
Terrorists and allies
It has already been noted that Mustafa Dzhemilev and his people are closely associated with the junta. The leader of the "Right Sector" Dmitry Yarosh almost openly talks about his contacts with the leader of the Mejlis Refat Chubarov. This is not an accident, but a pattern: both the Right Sector and the Mejlis have the same foreign curators. The American edition of Foreign Policy in April wrote about the long-standing and fruitful contacts of the Ukrainian neo-Nazis and the Mejlis with Gladio, a powerful intelligence service connected with NATO, whose main headquarters is based in Turkey. In addition to Gladio, according to some data, the Jamestown Foundation and the International Republican Institute headed by John McCain are behind the anti-Russian Ukrainian-Tatar tandem. International support provides the Mejlis with the freedom to maneuver in a fairly wide operational space. In particular, in the field of formation of the relevant cognitive attitude to the events in Crimea by the public. For Mustafa Dzhemilev, Refat Chubarov and Ali Khamzin it has become a good tradition to give interviews to such media as Radio Liberty.
In one of his interviews with Radio Liberty, Dzhemilev said: The Mejlis is very skeptical of Shaimiev and Minnikhanov, since he considers them "Russian puppets." But then, according to Dzhemilev, the Mejlis maintains good relations with other movements of Tatarstan Mustafa - Efendi meant Tatar national separatists from the Volga region. According to experts, the Mejlis and these separatists have common foreign curators, and, therefore, can be involved in the same operations.
There is a risk that in their anti-Russian aspirations the Majlis will decide on an alliance with the terrorist organization Hizb-ut-Tahrir, which settled in Crimea at the beginning of the 90-s and strengthened its position in the midst of zero. According to many researchers of Crimean Islam, the peak of activity of Hizb ut-Tahrir falls on the reign of Viktor Yanukovich and the Donetsk clan. In the Hizbah, the Donetsk clan saw opposition to the uncontrolled independence of the Mejlis and a method of pressure on Russia in the Crimea. The special services of Ukraine were instructed: “Hizb” openly not to support, but not to hinder them. It came to curiosities: a terrorist organization in Ukraine held round tables and talked to the press, although it did not have registration with the Ministry of Justice of Ukraine. The Mejlis saw its competitors in the Hizb and fought them, but without much success. Islamists lured to their side the Tatars of Crimea, especially the youth. The weak positions and the corruption of the official Muslim clergy of Ukraine, the crisis of confidence in the ideals of the ancestors pushed the young Tatars to search for new landmarks. It could not impress the leaders of the Mejlis, who are very jealous of their authority among the younger generation.
The attitude of the Mejlis to the Hizb began to change by the middle of last year. Brightly anti-Islamist rhetoric has changed to neutral and even close to positive. Ali Khamzin, the head of the external relations department of the Mejlis this spring, openly declared that he did not consider Hizb-ut-Tahrir a terrorist organization. In July, 2013, in an interview with the Ukrainian edition of Novoross.info, Khamzin admitted that the Russian chauvinist politicians, most of all sick, advocated the idea of the caliphate "Hizb", and personally consider terrorists as Russian terrorists restoration of the imperial space of tsarist Russia and the Bolshevik USSR under the brand of the current Eurasian geopolitical project ". During the" Euromaidan "the Mejlis and" Hizby "were on the same side of the barricades: in early December from the Crimea to help" Euromaid well "about a hundred Crimean Tatars, among whom there were quite a few radical Islamists. After the Crimea became a Russian region, the positions of the Crimean radicals and Hizb people became even closer, because the tough anti-extremist legislation of Russia put the Mejlis and Hizb on one legal level Strangely enough, those and others were similar in their degree of equalization to Europe. Dzhemilev and Chubarov remain personified for the EU, in particular, for Great Britain. As is known, the main headquarters of Hizb-ut-Tahrir is located in London.
Concluding the study, one can say: the anti-Russian activity of the Mejlis will increase in parallel with the growth of the all-Ukrainian crisis. It can be said for sure that the leaders of the Mejlis in the field of choosing strategies will not differ in cleanliness. The organization of Mustafa Dzhemilev has long been acting as a quantity, abstracted from the aspirations of the Tatars of Crimea. In terms of choosing allies, the Majlis will be faithful to the principle of Benjamin Disraeli: there are no permanent allies, there are permanent interests.
