The annexation of Crimea and Sevastopol changed the balance of power in the Black Sea. The consequence of this event was to be a change in the development strategy of the Black Sea fleet, to which new tasks can now be set. For almost two months since the entry of the new regions into Russia, the navy command adjusted its plans for the development of the respective units. Updated plans on the day of the 231st anniversary of the Black Sea Fleet were announced by the Commander-in-Chief of the Navy, Admiral V. Chirkov.

According to the commander in chief, over the next six years, Black Sea sailors will receive three dozen new warships and auxiliary vessels of various classes and types. Admiral Chirkov stressed that this would not be an unreasonable build-up of forces. The Black Sea Fleet has not been updated for many years and therefore the construction of new ships is the embodiment of long overdue plans. For this reason, in the very near future, the Black Sea Fleet should receive new ships.

The commander-in-chief of the Navy told which ships, submarines and vessels would join the Black Sea Fleet in the very near future. So, at the turn of 2014-15, the first two submarines from the six planned 636 “Varshavyanka” project will be handed over to the fleet. In 2015, the first of the six ordered frigates of the 11356 project will be put into operation. In the future, the Black Sea Fleet will receive the remaining submarines of the 636 Ave., the patrol ships of the 1135.6 Ave. and six patrol ships of the 22160 Ave.

The construction and commissioning of such ships and submarines will allow the fleet to effectively carry out tasks in the Black Sea. For example, the patrol ships of the 22160 project will guard the territorial waters of the Crimea and the naval bases on the Black Sea. If necessary, these ships will be able to perform tasks outside the Black Sea and protect the necessary areas, including the fight against pirates.

At the moment, ships and vessels of the Black Sea Fleet serve only at two naval bases, in Sevastopol and Novorossiysk. According to V. Chirkov, in the foreseeable future it is planned to create an updated ship-based system, which can include other bases. In Crimea, it is proposed to create a self-sufficient system for basing ships and maritime aviation with appropriate infrastructure. For example, ships and vessels of the fleet can be based not only in Sevastopol, but also in Feodosia or Donuzlav, and aircraft can be placed in Mirny or Belbek.

An important feature of the new basing system of the Black Sea Fleet in the Crimea will be its self-sufficiency. The structure of this system should include various points of deployment, ship repair enterprises and the corresponding infrastructure, including social facilities. This will ensure not only the convenient basing of ships, but also their maintenance according to the full cycle scheme. In addition, it will be possible to provide comfortable conditions of service and life for seafarers and their families.

In the middle of the last decade, the program “Creation of the Black Sea Fleet base system on the territory of the Russian Federation in 2005-2020” was adopted. This document appeared in connection with the difficult political situation around the Black Sea Fleet and assumed the complete transfer of its entire infrastructure to the Novorossiysk naval base and a number of other objects on Russian territory. After the annexation of the Crimea, the need for a complete transfer of the naval infrastructure to Novorossiysk and the surrounding areas disappeared. Nevertheless, work on the creation of new objects will continue.

V. Chirkov noted that the work on the program for creating a basing system will continue and will be completed in full. The Novorossiysk geoport, equipped with a unique barrier pier, will in the future become another home base for warships and auxiliary vessels. Novorossiysk base will continue to complement Sevastopol, but now it will not have to replace it.

Despite the changing political situation in the Black Sea region, the Russian Black Sea Fleet will have to solve the same tasks as before. According to V. Chirkov, the list of tasks assigned to the fleet will remain the same. At the same time, the Black Sea Fleet will be able to perform its tasks in greater efficiency. The main method of increasing the efficiency will be the construction and commissioning of new ships. The development paths of the Black Sea Fleet will also remain the same: the command of the Navy plans to maintain a balanced composition and combat capabilities of the association. Thanks to the renewal, the Black Sea Fleet will be able to operate both on the Black Sea and in the Mediterranean. In the latter case, ships from Sevastopol and Novorossiysk will operate as part of a joint operational connection.

Currently, the command of the Russian Navy is finalizing the development program for the Black Sea Fleet, which should take into account recent changes in the political and military situation in the region. The document should be ready by the beginning of June. Apparently, the main ideas of this program have already been determined, and Admiral V. Chirkov announced them during a recent press conference.

Shortly after the statements of the Commander-in-Chief of the Navy, new information obtained by the RIA appeared News from an unnamed representative of the headquarters of the Black Sea Fleet. According to the representative, in the year 2015 will change the flagship of the Black Sea Fleet. Guards missile cruiser "Moscow" Ave 1164 at the end of next year will go to Severodvinsk for repair. At the time of repair of the cruiser "Moscow" the flagship of the Black Sea Fleet will be another ship. What kind of ship - not yet determined.

The representative of the headquarters of the Black Sea Fleet noted that one of the frigates of the 11356 Avenue could become the new flagship. The lead ship of this project, Admiral Grigorovich, is to be commissioned at the end of 2014. In addition, the flagship of the Black Sea Fleet could be BPC Kerch Ave 1134B - the only ship of the 1 rank in the alliance with the exception of Moscow.

According to the Interfax-AVN news agency, the new flagship will be Kerch. With reference to the headquarters of the Black Sea Fleet, the agency reports that in a few weeks this ship will undergo a fault detection, which will allow it to determine its condition and make a repair plan. The scheduled repair of the BOD "Kerch" will be completed in the late fall of next year.
