The main problem is that the development of the NSNF is completely unsupported by the development of the support system. When developing tactics and strategies for using the NSNF, the need for a systematic consideration of all issues, including support, is completely ignored. The lessons of the Falklands crisis of 1982 of the year have convincingly demonstrated the capabilities of offensive forces when used in combination. But the feeling is that these lessons were not considered. But before 90-ies, on all readings of orders in parts, orders were considered that considered these or those situations and training tasks arising from the obtained experience were set in the orderly part.
There is one more serious problem - low coefficient of operating voltage. As a result, a very expensive cruiser becomes a vulnerable target for the enemy while parked in the base. And the protection of territorial waters, the coast of Russia, participation in anti-terrorist operations. Here we need completely different forces and means.
Unfortunately, the leadership of the Ministry of Defense performs completely inexplicable from the point of view of logic, action. How many years has the issue of transferring the Main Command of the Navy to St. Petersburg been discussed? A group of honored admirals was forced to write an open letter asking about the expediency of such a translation. The cost of the transfer was estimated at 40 - 50 billion rubles. And the cost of a serious series ship is about 2 billion rubles. In the conditions of ship shortage, the question arises: “Did anyone even calculate the translation program?”. Next news became the ability to rename the Main Board in the Department! Can the Department be managed by an effective manager?
