Why Ukrainians are not in a hurry to sign up for the National Guard under?
Three weeks have passed since the creation of the National Guard in Ukraine. And about. Minister of the Interior Arsen Avakov promised to mobilize up to 15 thousand people into its ranks by the end of March, but according to Avakov, about 50 thousand people already signed up as volunteers in the military registration and enlistment offices. The first 500 volunteers arrived at the exercises the day after the law was passed. Moreover, the minister said that during the first hours of the hot lines, by appointment, more than 1,5 thousand volunteers signed up for service in the newly created internal army instead of the national guard.Most actively in the ranks of the National Guard are representatives of the Maidan Self-Defense. The head of the Self-Defense, Andrei Parubiy, who became the secretary of the National Security and Defense Council, said that in the near future 5 thousand self-defense forces would become guardsmen.
The controversy decided to see how there is a set of guardsmen in the regions. Particularly interesting was the issue of recruitment in the South-East of the country. After all, initially the residents of the Southeast perceived the information about the creation of the National Guard not very friendly: the facts of blocking military units, where there were weapon for the National Guard under: many said that the National Guard is armed maydanovtsy and the "Right Sector". However, the results of the recruitment of guardsmen in Western Ukraine were unexpectedly modest. In the Donetsk region, from the beginning of mobilization, the entire 122 person turned to the recruitment service in the national guard. Alexey Masliyenko, an officer of the public relations and mass media department at the Eastern Territorial Command Directorate of the Air Force of Ukraine, told Polemics that every day around 10 people call or come with the intention of joining the National Guard. But to date, none of those who have been selected in the recruiting service, could not pass the military commission. “In reality, from 122 who applied, no one fell into the ranks of the National Guard. Perhaps this is due to the fact that in the Donetsk region there are no reception points for reservists, but they are only accepting contract services. ”- said Masliyenko.
In most cases, people do not even reach the medical board, as they refuse or are not suitable for service. “The main reason is people who are over the age of admission - forty years old. The vast majority of people are not satisfied with social guarantees, because the salary of an ordinary contract soldier of the National Guard 1850 UAH. Although the Ministry (Ministry of Internal Affairs - Aut.) Promises to raise the salary to the level of the Armed Forces of Ukraine - 3 thousand UAH »- says the press officer.
In the department for work with the personnel of the Internal Troops in the Donetsk region, the Controversy correspondent was given another reason why volunteers do not enter the National Guard. It turns out that quite often people with convictions call the recruiting service, and their number is not limited to one. “In general, there are a lot of people who are older than 40 years. There are 50-year-olds and even 60-year-olds ... They feel healthy and vigorous, and even could work in a civilian world, but service is completely different. ”- said the deputy head of the department Vasily Pilipenko.
In addition, people who wish to join the ranks of the National Guard are not always selected for a psychological and patriotic survey. “We try to check how much a person who wishes to serve is a patriot of his country. So that these were not just words about love for the Motherland ... For example, we ask them questions on stories Ukraine, we ask the country's anthem, who is the President, when Ukraine became an independent state, etc. After all, there are those who do not even know basic things, but they declare: “We love Ukraine, and you will teach us the rest.” But if a person in the certificate has only two and three and he does not know the basic things concerning his country ... ", - tells Pilipenko.
So it turns out that from the 122 volunteers in the Donetsk region have not yet found at least one person who is suitable in all respects for service in the National Guard of Ukraine or who wished to defend the country for 1850 UAH.
Odessa: Men and women want to fight, but not to protect
For two weeks, several thousand people have already expressed their desire to enroll in the National Guard in the Odessa region. Leonid Derzhlapin, the head of the department of registration of the regional branch of the National Guard, told this controversy correspondent.
However, the National Guard is simply unable to accept everyone. "Therefore, we select only the most suitable by age and suitable for the state of health"- the official said.
So, for today on service under the contract 211 people are registered. Of these, the 148 rank and file and the 63 officer. More 158 applicants are credited while in the reserve and will be called to the service if necessary. They will regularly undergo training camps, during which they are entitled to pay.
We will note that, according to available information, not only men, but also women aspire to serve in the National Guard in the Odessa region. However, according to Derzhlapin, the need for a female contingent is extremely limited, so they account for less than 55 of the total number registered in the service.
As the official noted, the problem lies in the fact that many applicants have absolutely no idea what exactly the service in the National Guard is. And when they learn that the guard is not intended for the conduct of hostilities, the desire to serve there sometimes disappears.
By the way, the controversy correspondent could clearly see this. So, one of those keen to enroll in the National Guard, who introduced himself as Alexander, said that he was going to "protect Ukraine from aggression and fight the Romanians."
Recall that, according to the Controversy correspondent Derzhlapin, the tasks of the National Guard include the protection of facilities, diplomatic missions, maintaining law and order and escorting. And only in the event of aggression of a foreign state, the National Guard can take part in hostilities along with the army.
Lugansk: the driver of the garbage truck gets more than the soldiers of the National Guard
Only four civilians from the Luhansk region agreed to serve under the contract in the National Guard, and another two enrolled in the National Guard are soldiers who are now serving in military service. Calls to the recruitment points of the military unit in Lugansk are received daily, but people are not in a hurry to sign up.
«Every day there are about a hundred calls from those who want to join the National Guard. So far we have four people from a civilian and two people from our soldiers, who have expressed a desire to serve on the contract and draw up the relevant documents, pass a military-medical commission. All the others, having learned about the salary, simply refuse. We have a lot of conscripts who would like to remain on the contract. But when they find out the contract contractor’s salary, they immediately refuse, because the trolleybus driver and even the garbage truck earn more, ” - said the commander of the Lugansk regiment of the National Guard of the Ministry of Internal Affairs of Ukraine, Colonel Sergey Osipov.
Colonel Osipov noted that the salary of an ordinary contract soldier is only 1850 UAH. He added that those wishing to join the National Guard under refused this idea only because of the salary. “They are not afraid of any hardship or deprivation, nothing. They are confused only by wages. This is the lowest salary among all law enforcement agencies ", - said Osipov. He added that many people want to enroll in the Guard whose age borders on the already non-appealing - 40 years, and the exception can be made only by those people who have already served and have a military rank.
Osipov stressed that the most important thing in military service is love for the Motherland, therefore the National Guard are called upon by the patriots of their country who are ready to defend it. He added that people who agree to enroll in this service always go first and foremost to defend their homeland, rather than looking for any income. “To go for such a salary, you need a very big motivation”, - stressed Osipov.
The deputy commander of the Lugansk Regiment for the educational work of the National Guard of the Ministry of Internal Affairs of Ukraine, Lieutenant Colonel Yuri Smirnov stressed that before being accepted into the National Guard, a person’s motivation and his erudition are always checked. “We need to know what a person breathes with, even if only superficially, and then conduct psychological tests,” - noted Smirnov.
Lugansk candidates for service under the contract in the National Guard of the Ministry of Internal Affairs of Ukraine have not yet fully passed the medical examination, and also have not collected all the necessary documents, including that they have not been brought to criminal liability. Thus, it may also happen that these four civilians who filed applications may for some reason not be enrolled in the National Guard under (poor health, criminal record, etc. - auth.).
The commander of the Lugansk regiment of the NG of the Ministry of Internal Affairs noted that nobody hinders the activities of the security forces in the region, and there is no negative from the population towards the National Guard. "In the eyes of Lugansk and the Luhansk region, we are servicemen of the internal troops, and the attitude towards the regiment does not change from the name change," - he said.
At the same time, Smirnov said that unknown people deliberately blocked the phone of the recruiting station with constant dialing. And that the military even had to change the number of the mobile operator for this reason. “The last week the officer who answers calls just cannot work. Maybe there was information that self-defense and the “Right Sector” enter the National Guard, therefore they are trying to block the recruiting station of the unit ”, - Said the deputy commander for educational work.
Kharkiv: K 1 April - the first reservist
On Monday, on the eve of 1 April, the recruiting office of the National Guard of Ukraine in the Kharkiv region fully decorated the first guard - reservist. In addition, seven people are accepted for contract service, among them one woman.
The recruiting station of the National Guard is deployed in the 3005 unit, where the Slobozhansky separate brigade of the Internal Troops of the Ministry of Internal Affairs of Ukraine was stationed, now renamed the brigade of the National Guard of Ukraine.
According to the controversy correspondent in the recruiting station, recruitment to the National Guard is carried out in two directions - admission to the permanent service under the contract and admission to the reserve of the National Guard.
In Kharkov, as in other Southeastern regions, the main problem for the formation of the National Guard is the low level of wages of the rank and file inherited from the Internal Troops (as already reported, the salary of an ordinary guard is 1850 hryvnia, compared to 2-2,5 thousand in the Armed Forces).

In the Resolution of the CMU on the formation of the National Guard, the Guardsmen are promised 3-3,5 thousands of hryvnias, but this decree has not yet reached the Territorial directorates and units.
Moreover, a commander has not yet been appointed and the concept of training the National Guard has not been defined. There is an 2 option - the creation on the basis of the National Guard under elite units of a high level of training, as in France and Iran, or the variant of the USA, the Baltic States and Georgia, where the National Guard is included in the system of territorial defense, reserve training and support functions for army units.
Lviv: People want to get a gun and go to the east
In general, only 400 volunteers appealed in the six western regions of Ukraine, but there is a large drop-out, because the majority are not counting on what they are offered.
How many of them fall into the National Guard under is unknown. This figure is also unknown in the Lviv region, because no one counts a separate count. In fact, there is no list of volunteers yet, they say in the Western territorial command of the internal troops, on the basis of which the National Guard was created.
As explained in the recruiting service in Lviv, the whole city turned 80 people, but of them 80% refused, and the rest did not pass the selection. That is, in the city of Lviv there is not a single volunteer who will fall into the National Guard under.
First, people are not satisfied with wages. “Who can arrange such a salary? Well, except that the poor, who has no choice ""- noted in the city recruiting service.
Secondly, as soon as people learn that they need to undergo a medical examination, a special inspection, sign a contract for 5 years (without the right to unilaterally break), they immediately refuse. And those who still want to serve, do not pass a medical examination or have a criminal record. "They think like this: he came, got a machine gun and left to fight east", - Recruiters say.
We also note that there are many people willing to defend the country in Lviv and the region, but most are not ready to do this within the framework of some kind of official structure.
