The defense of the country is not only the head of state and the military


The author of the material proposed for the attention of readers of the newspaper “VPK” believes that one of the most important issues in strengthening the state’s defense capability is to involve regional leaders, heads of municipalities, rural settlements and mayors of cities to carry out operational and mobilization training in accordance with the plans of the General Staff of the Armed Forces of the Russian Federation to work together on issues of organizing the interaction of defense and defense of the state.

In my opinion, with a view to comprehensive training of regional leaders, heads of municipalities, rural settlements and mayors of cities to solve mobilization issues and planning appropriate operations to protect the state, to work out the interaction of authorities and military authorities to organize resistance from outside aggression or eliminate bandit formations, as well as the consequences of natural disasters on the territory of the country, the participation of these officials in strategic command and staff exercises (SKSU) is necessary.


Managers of all sizes and employees of any administration today must not only possess socio-political and economic knowledge on economic and other activities, but also have certain administrative, staff and management skills in military affairs. They are required to be fluent in a certain methodology for determining the intent and making decisions on the implementation of various tasks, including the defense and defense of the state, which must be worked out to automaticity.

If a manager is poorly skilled in developing solutions and planning tasks, working in disaster management and the consequences of accidents at the atomic, chemical and biological industries, especially using power structures, and also shows passivity, weakness and cowardice in managing people, this can lead to panic and the flight of people from their places of residence, and in general to deplorable and erroneous miscalculations, for which the state has to pay hard and bitterly stvu and people suffer and bear the burden of these mediocre decisions taken or missed the head of any scale and grade.

The sudden complex measures now being carried out to raise the military districts with long marches and bring them to concentration areas in accordance with plans, the purpose of which is to test combat readiness and combat capability with practical development of live firing and missile launches, driving military equipment with the implementation of exercises .

The main purpose of such large-scale exercises is to test the ability of commanders, commanders and their staffs to competently assess the situation, draw conclusions and formulate their proposals, make the right decisions in any situation, and for the troops as a whole - test their combat capability and professionalism in possession. weapons and military equipment, as well as stamina and survival in various conditions.

The ongoing events can only please and cause pride for the revival of the allies of the state - the army and fleet, for strengthening and increasing the combat power of the Armed Forces of the Russian Federation.

Youth do not have managerial experience

At the same time, the analysis of work in the post of deputy - deputy chairman of the council of deputies of a rural settlement of the first convocation in the Volgograd region clarifies many problems and omissions in the management activities of our elected heads of regions, and especially the heads of municipal districts, rural settlements and mayors of cities.

These top officials are far from the protection and defense of our state in their work: carrying out practical mobilization, deployment of personnel reception points, equipment (MPP), and supply of mobilization resources; the formation of various teams, hospitals, units and their withdrawal to areas of collection and concentration; delivery and adjustment of gas masks for the population; the organization of service to maintain order among the population; preparation and operational equipment of their territories.

On the military training of local authoritiesAt the same time, they believe that the defense and defense of the state is the business of only the heads of state and the military, but not their duty at all.

It is necessary to urgently change the approaches and stereotypes of thinking of state and municipal servants in relation to this crucial issue of the state’s life activity.

I think it would be advisable at all meetings held to constantly remind the heads of regions, municipalities, rural settlements and cities that the defense of the Fatherland, the state is the sacred duty and duty of every citizen of the Russian Federation and even more so the leader - the highest official of the above territories.

Today, young people and women come to elected positions, many of whom have not even served in the Armed Forces, have not gone through an army school of hardening and preparation for life, have never managed anyone, and absolutely do not have the method of work of the head (head) of the administration when necessary quick decision making on any issue. Moreover, the young people who came to power do not know how to formulate and give clear instructions, orders, and also to systematically control the execution of the tasks, orders and decisions, and the employees of municipal administrations do not know the basics of municipal service. Only therefore there is no real professional staff work in local governments.

Unfortunately, now not a single higher education institution of Russia is preparing future managers, heads of top officials of the regions, heads of municipalities, rural settlements and mayors of cities, taking into account these problems.

Today, young people who have come to power in elective positions without managerial experience, and who do not know the basics of management science, are being brewed in their own juice. Therefore, the work is visible only on paper and in words, and there are often no real cases in the jurisdictional territories.

Young executives in senior positions think that managing people on the ground means staying in the office and sometimes only dreaming: “A hard road between point A and B, appear”, or “Pits and ditches on settlement roads, clean up”, or “Internal order in the settlement, bring it back”, or “Children's and sports camp, volleyball and football fields and courts in the settlement, appear” and so on. And today people live with such managers.

To manage means not only to give instructions and orders over the telephone, although one should be able to do this confidently and skillfully, without shouting, scolding and panic. But, in addition, the manager must clearly set the tasks for his subordinates, as well as, if necessary, for other persons. In case of emergencies, the leaders are obliged by their presence to personally influence the situation and make decisions on the spot, to give instructions and instructions on rendering assistance to victims in the aftermath of disasters, accidents and natural disasters in the territories entrusted to them.

The younger generation that has come to power often does not know their direct official duties and is engaged, as a rule, in secondary matters, but not the most important ones, on which the security of the country, citizens and their comfortable residence in the territory depends.

During my four years of experience in the position of deputy - deputy chairman of the council of deputies of a rural settlement, I have never once noticed that the head of the settlement sat and puzzled over studying a plan, especially a mobilization plan, but there are only about ten of them in the administration. Moreover, the reception and delivery of cases by heads of municipalities and rural settlements are not carried out in accordance with laws and regulations. This is what happens? He came - he left, but there was no documentation left from the activities of such a manager. These are the things that sometimes happen in local government bodies. In a word, our local managers do not even have minimal knowledge for administrative work.

Not a single head of municipalities or even of the region, either during his assumption of office or during further work, does not conduct checks of combat readiness and practical actions of all services, including the sudden ones, on which the lives of people and their safety depend whole

The leaders arriving from the region to hold the so-called drills in the audience of the district administration hear monotonous, pre-printed reports of the heads of the settlements or their deputies without practicing the questions of mobilization plans, without organizing duty and introductory decisions. Therefore, when I once had to accidentally enter the auditorium of such “exercises” at lunchtime, I was very surprised: all documents, workbooks, posters and, of course, no responsible person or person on duty were thrown at the tables. In a word, laxity and irresponsibility are observed in working with documents not only in the “exercises”, but also in the administrations themselves.

Moreover, they lack professional and physical training of employees like the one that the military have. Administration in the regions, municipalities, rural and urban settlements is the main governing body in daily activities. In peacetime and wartime, it is she who should be responsible for the timely organization of all work, ensuring the normal functioning of all the life support systems of a settlement, for mobilization readiness and supplying mobilization resources, discipline and law and order, the moral and psychological state of the population, and sanitary and epidemiological control over the state of the territory, and also for the control of the environment, water bodies, natural water sources (springs, wells), the continuous management of all forces and means involved in this process in the countryside or in the city in any conditions.

Exercises for local leaders

In this regard, in my opinion, it is advisable to conduct alternate strategic command and staff exercises with all military districts without the withdrawal of military equipment except command and staff machines with communication and control equipment (and one division) for the next two to three years -eight days every, with the involvement of regional leaders, heads of municipalities, rural settlements, city mayors and their headquarters from among the staff of administrations.

In my opinion, it is necessary to withdraw the exercise participants to the established areas at the protected command and control points near the military district control points, with all the issues of mobilizing the formations, units and subunits and bringing them to full combat readiness, as well as managing all the structures and facilities, enterprises of all forms of ownership and law enforcement agencies in declaring a state of emergency and during the period of mobilization, the supply of resources to Receiving personnel and receiving station equipment and the maintenance of law and order among the population with the organization of the patrol and traffic control services with the mandatory hearing of all officials involved in the exercises at every stage of their leader's teachings.

In the course of the SESU, the methods of work of regional leaders, heads of municipalities and rural settlements, city mayors, their interaction with military districts headquarters during the mobilization and formation of units, divisions and teams and solving combat and suddenly arising tasks in the regions, municipalities should be studied and developed. formations, as well as introductory tasks. The same is necessary for the development of methods of action when creating guerrilla groups, special forces, bringing and fitting gas masks and evacuating the population, organizing militias to combat gangs, carrying out engineering works and maintaining order among the population, organizing a broad intelligence network and agents among the local population, the organization and creation of funeral teams and the solution of other issues of the organization of material, technical, logistical, medical, financial, social legal and trade and domestic security.

At the same time, it is necessary to study the weaknesses and positive aspects of the work of local government representatives, shortcomings and gaps in vocational training, and also to summarize the accumulated material of a working group composed of officers of the General Staff of the Armed Forces of the Russian Federation, teachers of the Military Academy of the General Staff of the Armed Forces of the Russian Federation and the Academy of Public Service specially created for each exercise under the President of the Russian Federation. Subsequently, it is necessary to work out a procedure for the work of regional leaders, heads of municipalities and rural, urban settlements and their administrations for making decisions in any prevailing situation.

For each exercise, you must create a group to develop a report with estimates of all involved. Materials on the results of the exercise and proposals from the military districts on the basics of the decision-making methodology for accomplishing the tasks and work of regional leaders, heads of municipalities, as well as rural and urban settlements and administrations present the headquarters no later than 15 days after the completion of the exercise to the General Staff of the Armed Forces RF.

Upon completion of the SKSHU conducted with all military districts, the working group under the leadership of one of the deputy chiefs of the General Staff of the Armed Forces of the Russian Federation returns to the General Staff and develops a methodical manual with attachment of samples of all documents relating to the management of organizations, institutions, enterprises formations and rural, urban settlements. This manual is sent to help for the practical work of the leaders as senior officials of the above territories, their administrations and all state and municipal employees in declaring mobilization, a state of emergency in the country, in certain regions or municipal areas.

It seems appropriate for the purposes of efficiency and reliability of management, as well as to increase the efficiency and economic feasibility of continuing the reform of municipal districts for their consolidation and consolidation. In my opinion, the heads of municipal districts should, from 2015, grant the right to deputies of the district duma to carry out the selection and placement of personnel and approval of candidates for the post of head of the settlement. It is necessary to provide a ban on the nomination to all structures of persons who have family ties with the head of the municipal district and the heads of rural settlements, precinct district commissioners, as well as having a criminal record and have not received higher education.

In conclusion. In my opinion, it is necessary to develop and adopt a draft federal law on equating military service with state service, in which it is necessary to foresee a change in pensions for servicemen when they are dismissed, and also instruct the Russian defense minister to develop a new draft federal law on pensions for servicemen as a state employee.

And once with the daughter of the Chairman of the District Executive Committee (there was a girl who was curiously curious for 11 years), after school, they went to see how all this goes and why dads do not sleep at home.
