Russian Defense Minister Sergei Shoigu told about the features of the upcoming spring draft
The spring call will start in April from 1 in Russia, during which 154 thou. Thousand recruits will have to go to the army. According to the head of the military department, Sergei Shoigu, this year they will be carefully examined by doctors, in addition, they will receive personal electronic cards. In order to deal more effectively with the deviationists, Shoigu suggested publishing their names in the press. Also clarified the fate of conscripts in the Crimea.
Electronic army
Russian President Vladimir Putin signed a decree calling for military service in the Armed Forces of the Russian Federation with 1 in April, the Kremlin press service reports.
The current spring call in the Armed Forces of Russia will be 154 thousand people, said on Monday at the conference call at the Ministry of Defense, the head of the department Sergey Shoigu, ITAR-TASS. For comparison, in the spring draft - 2013, 153 thousands of young people went to the army.
The Minister once again confirmed that the change in the service life of the call is not foreseen: "We do not intend to change anything here, the duration of the service of the call will continue to be one year," he said.
According to him, in the near future the number of recruits will decrease and be replaced by contract soldiers. To date, the troops already have more than 230 thousand contract servicemen.
The recruits of the spring set will undergo a comprehensive medical examination and receive personal electronic medical cards, also told Shoigu on Monday.
“The current spring draft has a number of features,” the minister admitted. “First, for all recruits personal e-cards will be issued containing biographical data, medical records, and information about vocational training.”
He is confident that such a measure will make it possible to simplify the system of appointment to military posts, and after the transfer to the reserve it will be easier to keep military records of citizens.
"Secondly, in accordance with the new provision on military-medical examination, which came into force on 1 in January of this year, before the call, young people will undergo a medical examination in a much larger amount than before," he added.
According to military expert Alexander Perendzhiev, electronic cards are "an innovation of the modern information society." And, according to his forecast, the army will gradually abandon traditional military tickets in favor of more universal cards, on which data will also be entered from medical cards of military personnel.
“At one time, during the Great Patriotic War, the soldiers had medallions, so that later it would be possible to know what kind of soldier it was. And these cards serve as a kind of electronic medallion, "- he told the newspaper VIEW.
And they will need, of course, not only to identify the individual, but also for a variety of tasks, including to facilitate the work of inspectors to record personnel, personnel officers, medical staff, commanders who cannot find subordinates.
“We have yet to understand the role of these cards in the army,” the expert added. “Maybe they will even play a certain role in relations between the servicemen, in promotion,” he suggested.
In turn, the head of the press service of the Internal Troops of the Ministry of Internal Affairs of Russia, Colonel Vasily Panchenkov, spoke about another innovation: during the spring draft, the commanders of internal troops of the Ministry of Internal Affairs will be recruiting themselves.
“The current draft campaign has an innovation: the commanders of the units will directly recruit them for service. This applies to people who wish to enter the service in the internal troops under the contract after the service of conscription in parts of the Ministry of Defense of the Russian Federation and other troops, ”he said.
Lists of draft dodgers
In addition, Russian Defense Minister Sergei Shoigu proposed on Monday to print the names of draft dodgers in newspapers, reports RIA "News».
“Today, there are six thousand such deviators, I am instructing to consider the issue of publishing lists in the regional press,” said Shoigu.
He stated at the same time that in Russia for the second year in a row the number of draft dodgers from military service has been decreasing.
As stated earlier by the deputy head of the profile department of the General Staff, Evgeny Burdinsky, in two years the number of Russians who go to serve in the Russian army of their own accord has grown to 67%.
Add that in the State Duma previously decided to intensify work on the bill against draft dodgers. The corresponding document was pending in January for consideration by the lower house. He orders young people themselves to come to the military registration and enlistment office for a subpoena until a certain time, and failure to comply with this requirement will make it possible to consider the young man a draft dodger, followed by the imposition of a fine and criminal liability.
According to the director of the Moscow Bureau for Human Rights, Alexander Brod, the initiative to publicize the names of draft dodgers in the regional press needs to be discussed with lawyers, human rights activists, and the expert community.
“On the one hand, we are really interested in the fact that young people’s interest in serving in the army does not fall, so that people do their duty and protect their homeland. But, on the other hand, everyone understands that our army has a lot of problems, including hazing, and bad conditions for servicemen. And in these conditions, many do not go to serve - not because they do not want to defend the country, but simply because they fear for their safety, ”said the expert at LOOK.
Speaking about the legality of the publication of lists of draft dodgers, Brod made it clear that he did not see any legal obstacles to this. However, how effective this measure will be is the question. “As long as the army will remain those painful phenomena that scare the youth, no lists will help,” he said.
Victory parade
Also on Monday, statements were issued about the May Victory Parade 9. According to Russian Defense Minister Sergei Shoigu, the Victory Parade should once again demonstrate to the world "Russia's categorical rejection of fascism."
“Today we are all witnesses of the fact that the ideas of neo-Nazism are becoming more and more common in the post-Soviet space,” RIA Novosti quotes him.
So, according to Shoigu, the current Ukrainian authorities intend to cancel 9 May as a national holiday. "In these conditions, the celebration of Victory Day this year becomes of paramount political importance," he stressed.
Maxim Grigoriev, a member of the Public Chamber of Russia, director of the non-profit Foundation for the Study of Democracy, told the VZGLYAD newspaper that drawing extra attention of both the Russian and international community to the Victory Parade in the Great Patriotic War is the right decision.
“Especially because of what is happening today in Ukraine, where Bandera’s pro-fascist groups are in power, which, in general, do not hide their sympathies for fascist ideas,” said Grigoriev.
At the same time, a member of the OP noted that a number of Ukrainian politicians, trying, apparently, to look more respectable in the eyes of the West, are now trying to “moderate some of their statements.” However, these same people are well known for their past statements.
“I mean, including Mr. Yatsenyuk, who spoke about the fascists, about those who were in the Ukrainian SS legion, that they are heroes,” noted Grigoriev. - This also includes the statements of members of the Bandera Party, which now belongs to the government coalition. And I'm not even talking about the statements of Yarosh (radical, leader of the Right Front - Approx. VIEW) ”.
And in the Crimea and Sevastopol, recently attached to Russia, “the celebration of Victory Day is of particular importance due to the fact that this year the peninsula celebrates the 70 anniversary of liberation from the Nazi invaders,” said Shoigu.
He also informed that military parades will take place this year in the country's 25 cities. And, by tradition, the 140 th military parade on Red Square in Moscow will become the most ambitious, in which more than 10 thousand people and 150 units of military equipment will take part. The parade will be commanded by Colonel-General Oleg Salyukov, Deputy Chief of the General Staff.
We add that on Monday in Alabino, near Moscow, the first training session of the consolidated calculation of the Victory Parade has already taken place. It involved more than 100 units of modern weapons and military equipment, including Tiger cars, BTR-82A armored personnel carriers, Tanks T-90A, Msta-S self-propelled howitzers, BUK-M2U anti-aircraft missile systems, etc.
Trainings in Alabino will be held three times a week.
As representative of the Ministry of Defense for Land Forces Maj. Kirill Kiselyov told ITAR-TASS, the first training session of the consolidated parade calculation was held "on the platform, which is a mockup that almost perfectly simulates the main square of the country."
Also on Monday, it became known that at the Victory Parade in St. Petersburg this year for the first time, the Pantsir-С1 anti-aircraft systems will be presented. At the same time, in the year of the centenary of anti-aircraft defense, modernized C-300 complexes will necessarily pass along Palace Square.
The air defense fighters participating in the St. Petersburg parade have already begun their first training sessions. They are held at the airport Pushkin in the Leningrad region. In late April, they will begin joint training with the other participants in the parade.
Crimea and Sevastopol
We talked at a conference call at the Russian Defense Ministry and the Crimea. So, the head of the military department Sergey Shoigu assured that the residents of the Crimea and Sevastopol in 2014 would not be called up for military service.
He explained that it is planned to call the Crimeans only from 2015, after they bring the military registration system on the territory of the subjects attached to Russia in accordance with the Russian legislation and the regulatory framework of the Ministry of Defense of the Russian Federation, RIA Novosti reports.
"It is assumed that they will serve on the Crimean peninsula until the end of 2016, and in the future - throughout the Russian Federation," concluded Shoigu.
Commenting on this topic, military expert Alexander Perendzhiev assured that “on the spot Shoigu would do so any defense minister.”
“Indeed, it is not yet clear to the end who lives there, not everyone got a passport, someone is a citizen of Russia, someone is not. Therefore, it should take time to put everyone on record in the Crimea, to figure out who has already served, including in the Ukrainian army, who is not. And those who did not serve should, as expected, issue credits. The military enlistment offices have a lot of work to do, and I think that even a year is a very short time, ”he noted.
In addition, Shoigu instructed the doctors in accordance with the order of Russian President Vladimir Putin to conduct a survey of Crimean veterans of the Great Patriotic War. Earlier, Putin set the task to provide "all possible social assistance" to all veterans of the Great Patriotic War.
With the inclusion of the Crimea in the relevant lists, "it is imperative to include also veterans living in the Republic of Crimea and the city of Sevastopol," Shoigu said. And such work is already being conducted, in particular, by the Scientific Center of Cardiovascular Surgery named after A. Bakulev.
Recall, March 16 in Crimea held a referendum on the status of autonomy. According to the results of processing 100% of protocols, 83,1% having the right to vote voted at the referendum, of which 96,77% of the population supported the inclusion of autonomy into Russia.
21 March Putin signed a law ratifying the treaty to join the Crimea and Sevastopol to Russia and signed a decree on the formation of the Crimean Federal District.
