In the place of the confrontation of systems came the clash of interests of the United States and Russia. The cold war is over, but a similar contrast of interests may acquire similar features. The United States wants to gain more influence and retain existing influence. And Russia wants to get more influence and retain the existing influence. As the core words in relation to Russia I will name only Georgia, Syria, Ukraine. Although Putin’s actions are condemned, you need to understand how the situation escalated. I will tell you in no uncertain terms: they did everything wrong that NATO and the EU could do wrong.

Therefore, we propose to establish an international commission to investigate. We, but above all, the people of Ukraine have the right to know what happened, who is responsible for what. I am pleased, Madam Federal Chancellor, that you support us in this.
On the Independence there were many democratic forces, but also fascists. The West has directly and indirectly participated in this. Then, Foreign Minister Steinmeier, the foreign ministers of France, Poland and Yanukovych signed an agreement with the opposition. And now they say that because of the flight of Yanukovych, the contract is untenable. This is not true. People on Independence rejected it with a considerable margin, and you, Mr. Foreign Minister, also did not campaign for the treaty on the square. And only after the contract was rejected, Yanukovych leaves Kiev. Then parliament sits and ousts Yanukovych from power with 72,88% of votes. But the constitution should be 75%. The second question: why, in fact, only these accounts? And what about the billions of states of oligarchs that other forces support? Why don't you do anything there? What a one-sided approach! (applause).

There is only the path of diplomacy.

First, the West should recognize the legitimate interests of Russia in Crimea concerning security, as, by the way, US Secretary of State Kerry understood.
It is necessary to find a status with which Ukraine, Russia and we can live. Russia needs to ensure that Ukraine is not a member of NATO.

Secondly, the perspective of Ukraine is to play the role of a bridge between the EU and Russia.

Thirdly, in Ukraine it is necessary to begin a process that provides understanding and reconciliation between the West and the East. Perhaps this will be the status of a confederation or federation.
