Putin wants to solve the crisis in Ukraine by military means. He did not understand that the problems of humanity are not solved either by soldiers or weapons. On the contrary. And Russia's problems are not being solved this way. He thinks and acts incorrectly. We condemn it. However, this is the same thinking that prevailed and reigned in the West with regard to Yugoslavia, Afghanistan, Iraq and Libya.

In the place of the confrontation of systems came the clash of interests of the United States and Russia. The cold war is over, but a similar contrast of interests may acquire similar features. The United States wants to gain more influence and retain existing influence. And Russia wants to get more influence and retain the existing influence. As the core words in relation to Russia I will name only Georgia, Syria, Ukraine. Although Putin’s actions are condemned, you need to understand how the situation escalated. I will tell you in no uncertain terms: they did everything wrong that NATO and the EU could do wrong.

I'll start with Gorbachev in 1990 year. He proposed a common European home, the dissolution of NATO, the Warsaw Pact and the concept of joint security with Russia. All this NATO rejected. It said, “Well, let's dismiss the ATS, but NATO will remain.” And from the defensive alliance, NATO becomes a union of interventionists.

Then there was a strong aggravation of the situation on the Maidan. Then there were the snipers and the dead. There are various rumors. In such situations, many lie. Therefore, we propose to establish an international commission to investigate. We, but above all, the people of Ukraine have the right to know what happened, who is responsible for what. I am pleased, Madam Federal Chancellor, that you support us in this.
On the Independence there were many democratic forces, but also fascists. The West has directly and indirectly participated in this. Then, Foreign Minister Steinmeier, the foreign ministers of France, Poland and Yanukovych signed an agreement with the opposition. And now they say that because of the flight of Yanukovych, the contract is untenable. This is not true. People on Independence rejected it with a considerable margin, and you, Mr. Foreign Minister, also did not campaign for the treaty on the square. And only after the contract was rejected, Yanukovych leaves Kiev. Then parliament sits and ousts Yanukovych from power with 72,88% of votes. But the constitution should be 75%. Yes, but Putin refers to the constitution and says that there was no majority prescribed by the constitution to remove the president from office and refers to a letter from Yanukovych. So when does the Constitution work and when does it not? When the president is removed from office, she does not act, and in the case of the Crimea she suddenly acts. You should know whether you recognize the constitution of Ukraine as a whole or in parts if you like it. This is familiar to me, and I do not like it.

Then a new government was formed. He was immediately supported by President Obama, also by the EU and the German government. Mrs. Merkel! Deputy Prime Minister, Minister of Defense, Minister of Agriculture, Minister of Environmental Protection, Attorney General - they are all fascists! The head of the National Security Council was the founder of the fascist Freedom party. The fascists have important posts, for example, they dominate the security sector. And the Nazis have never voluntarily parted with the government, even with its part. And here, already on the basis of our history, at least the government of the Federal Republic of Germany should have drawn the line (applause).

The same applies to the frequent flight of the military over the Baltic States and Poland. What is it all about?

The accounts of Yanukovych and his associates are blocked because they have stolen money on them. My question is: did you not know about it before?

The second question: why, in fact, only these accounts? And what about the billions of states of oligarchs that other forces support? Why don't you do anything there? What a one-sided approach! (applause).

There is only the path of diplomacy.

First, the West should recognize the legitimate interests of Russia in Crimea concerning security, as, by the way, US Secretary of State Kerry understood.
It is necessary to find a status with which Ukraine, Russia and we can live. Russia needs to ensure that Ukraine is not a member of NATO.

Secondly, the perspective of Ukraine is to play the role of a bridge between the EU and Russia.

Thirdly, in Ukraine it is necessary to begin a process that provides understanding and reconciliation between the West and the East. Perhaps this will be the status of a confederation or federation. Maybe it will be two presidents. I reproach the EU and NATO for not having found contact with Russia until today and are not looking for it. This needs to be changed fundamentally.

There is no security in Europe either without or against Russia. Only with Russia.

And if sometime a way out of the crisis is found, the advantage will be that at last all parties will show respect for international law.
