There is no reliable Russian system of aerospace defense
At the strategic level, unified leadership and joint responsibility for the organization and conduct of armed struggle against the forces and means of an aerospace attack of the enemy are not defined.
The readers of the newspaper “VPC” are invited to present a report by State Duma deputy, member of the State Duma Committee on Defense Alexander Tarnaev at the general meeting of 28 Council members February 2014 of the year “Results and Prospects for the Activities of NP VES VKO in Creating Aerospace Defense of the Russian Federation”.
For more than two years, the Committee on Defense, headed by Admiral Vladimir Komoyedov, has been analyzing the state of and prospects for improving the country's defense capability. We paid very close attention to the most acute problems of the Armed Forces and the defense industry complex. Committee meetings were held, round tables and parliamentary hearings were held, at which these problems were thoroughly discussed. They were attended not only by deputies, but also by many former and current leaders of the arms and arms of the Armed Forces of the USSR and Russia, well-known military experts.
Most of the participants in the discussions stated that the most devastating blow to the Armed Forces was dealt not with the American “Stealth” and “Tomahawk”, but with reforms of their own government. Our Armed Forces are now virtually on the verge of collapse. This is the result of many mindless reforms undertaken over the past 20 years.
There is no reliable Russian system of aerospace defense
Russia's defenses rest solely on nuclear deterrence forces, whose presence so far saves the country from repeating the fate of Yugoslavia, Iraq, Afghanistan and Libya. But strategic missile forces included in the strategic nuclear forces have also been reduced and poorly covered from air strikes, virtually defenseless against an attack from space. Serviceability park long-range strategic aviation is unacceptably low. Another component of the nuclear triad - the submarine fleet is also in a deplorable state. In the North navy Five to six nuclear submarines remain operational.
And all this against the background of the fact that the situation in the world is heating up and becoming explosive. There are more signs that the next systemic crisis of world imperialism is approaching its military phase. The United States and its allies are intensively developing new types of weapons of the fifth and sixth technological level. These include anti-missile systems and hypersonic offensive weapon. The number of missiles and ammunition produced exceeded all peacetime norms. By 2020, the United States will have over 100 thousands of cruise missiles. Recently, the US Navy launched the first drone from the submarine.
The content of the armed struggle has radically changed. The center of gravity and the main efforts are transferred to aerospace. The leading nations of the world rely on the conquest of supremacy in air and space by conducting massive aerospace operations at the very beginning of the war, striking strategic and vital targets throughout the country. Military operations in aerospace are already gaining global momentum. Their successful conduct becomes the basis for success in the armed struggle on land and at sea. The United States easily conquers countries that are unable to repel their aerospace attack.
In the United States, the provisions of the concept of instant global strike and global missile defense are implemented, which envisage the destruction of enemy facilities and troops practically in any part of the globe within one hour and thus guaranteeing to prevent unacceptable damage from its retaliatory strike.
The experience of modern armed conflicts, including those associated with the so-called color revolutions in North Africa and the Middle East, and now in Ukraine, shows that a completely prosperous state in a matter of months and even days can turn into an arena of fierce armed struggle, become a victim foreign military intervention, plunge into the abyss of chaos, civil war and humanitarian catastrophe.
The military dangers and threats to Russia from the United States and NATO have become a reality. Russian-American friendship and partnership, in the opinion of many experts, is a temporary phenomenon. Policy arrangements are respected as long as they benefit the strong side. There is no other such country in the world with a potential that ensures guaranteed destruction of the United States, except Russia. Therefore, the Americans are preparing to fight precisely against us. In the relevant documents they have clearly written: we are for them the enemy No. 1, and not partners, friends or comrades.
From the time of the Soviet Union we had a school for the creation of an air defense system, and then an aerospace defense, moreover, a school with no analogue in the world. Our air defense system was the best, and this was proved by the Great Patriotic War. Moscow almost did not suffer. The industrial centers of the USSR, which produced weapons and military equipment, did not suffer significant damage from enemy air raids. This was confirmed by the Vietnam War, which was actually won by our anti-aircraft missile forces and air defense aircraft, shooting down about eight thousand American planes and helicopters, thereby forcing the United States to leave this country.
At one time, Marshal of the Soviet Union, Georgi Zhukov, wrote: "A grief awaits a country that is unable to repel an air strike."
In post-Soviet Russia, in order to understand this wise saying of a military genius, it took almost to zero to ruin its air defense, which in the 80-s had actually been aerospace. And only then, after Yugoslavia, Iraq and Libya, our rulers began to think about who will be next. Isn't it Russia?
Now, waking up from the dreams of "democracy" in the American way, the Russian authorities are finally beginning to understand that Russia has only two allies - its Armed Forces and the defense-industrial complex.
It has come to the country's leaders that in the current situation, a unified system of aerospace defense is needed, which can reliably protect nuclear deterrence forces, other key strategic facilities and Russia as a whole from the attack of modern air and space means of a potential enemy.
From the very beginning of the current State Duma’s work, the State Duma Committee on Defense and the Communist Party faction, which I represent, have paid increased attention to the organization and development of the country's aerospace defense. Moreover, the current Armed Forces armies were created at the same time.
But it is not enough to create troops, we must also create a defense. How are things going with this? Are the EKR Troops capable of effectively protecting Russia's strategic facilities from modern means of aerospace attack, do they have the necessary weapons, military equipment and personnel for this? The answer to these questions is one: there is no reliable Russian ASD system.
At the strategic level, there is no unified leadership and joint responsibility for organizing and conducting armed struggle against the forces and means of the enemy’s aerospace attack over the entire territory of Russia.
The former once unified air defense system of the country was divided into five independent parts - four air defense systems of military districts and the formation of the Aerospace Defense Forces. There is practically no centralized command of the troops (forces) of the air defense and the air defense of Kazakhstan.
The creation of the structure of the East Kazakhstani Army and its equipment with new types of weapons and military equipment are slow and do not correspond to the scale of the possible threat to the country. The computing equipment of the aerospace defense, which is still not unified, has different software and algorithmic support for the communication and data transfer system.
Another very important issue is about the elemental base of electronic equipment, which is part of the radar stations and anti-aircraft missile systems. According to the available information, the share of foreign components in military equipment of the aerospace defense reaches almost 80 percent. In combat conditions, equipment assembled on someone else’s element base will either refuse or be used in the interests of the enemy.
In an unenviable position, fighter aircraft of air defense, equipped mainly with the famous MiG-31 interceptors, proved to be. These aircraft were "unnecessary" to the Air Force. They began to virtually eliminate. More than five hundred MiGs remained in service with over five hundred vehicles in the army.
Last April, we held parliamentary hearings in the State Duma on this topic, which showed:
1. The presence of more than seven hundred engines for the MiG-31, which, after reconditioning, can be installed on combat aircraft.
2. The presence of production facilities and technological infrastructure at the Nizhny Novgorod plant "Falcon", previously produced the MiG-31, and is currently upgrading these aircraft in the MiG-31BM.
3. The almost unanimous opinion of most experts and specialists on the unmatched nature of this vehicle, especially in its modified versions of the MiG-31M and MiG-31D. They can become the main striking force of the aerospace defense capable of winning air superiority.
Also, combat aircraft complexes in conjunction with tanker aircraft, radar remote observation complexes would allow:
solve the problem of aerospace defense in the northern and eastern strategic aerospace directions, without creating ground defense infrastructure and groups of armies of the aerospace defense;
to form the front line of the air defense-missile defense system in threatened directions up to the launch line for air-launched and sea-based cruise missiles, that is, for 3 – 3,5, thousands of kilometers from the Russian state border;
to cover long-range and sea-based missile-carrying aircraft from enemy fighter actions in remote areas and their own groups of ships (including submarines) from air strikes when deployed in the distant ocean and sea zones.
At the parliamentary hearings, it was recommended to the government to create a working group to study all issues related to the MiG-31. I want to inform you pleasant news. Thanks to our joint efforts with you, the leadership of the country made a decision to return to service through the repair of MiG-31 interceptor fighters. We are talking about hundreds of cars. I am doubly pleased, as I am a deputy from the Nizhny Novgorod region, on the territory of which the Sokol plant is located.
So, we have, as they say, in the dry residue the following:
The situation in the world is increasingly heating up, Russia's military threats are increasing;
the aerospace frontiers of the country are a “leaky sieve”;
effectively cover them now and in the near future there is nothing.
And how, under these conditions, will Russia be protected from aerospace aggression, the probability of which is quite real?
In order to obtain and analyze information, objectively assessing the existing difficulties and ways to solve them, we held a round table and an outdoor meeting of the Committee on Defense during the autumn session of the State Duma 2013, as well as closed 6 parliamentary hearings on November 12, 2013, on the topic “On ways and problems improving the combat capabilities of the Aerospace Defense Forces ".
They were attended by deputies of the State Duma, representatives of the Military-Industrial Commission at the Government of the Russian Federation, the Security Council of the Russian Federation, the Ministry of Defense, other state bodies and research organizations, as well as enterprises of the military-industrial complex.
I express my great appreciation to our hero of the day - the Independent Expert Council of the East Kazakhstan region, its leaders Igor Ashurbeyli, Boris Cheltsov and other comrades who actively participated in the preparation of materials for this event.
At the hearings, a frank conversation took place on the problems of creating and developing a real-life system of aerospace defense of the state, increasing the combat capability of the East Kazakhstani Army.
Many speakers focused on serious miscalculations in the organization of the country's aerospace defense, as well as on the apparent lack of means in the Armed Forces to combat high-precision cruise missiles, hypersonic aircraft and other modern and promising means of aerospace attack unavailable to existing air defense.
The participants of the hearings made proposals to improve the country's aerospace defense system and enhance the combat capabilities of the Armed Forces of the East Kazakhstan region, and adopted recommendations of the parliamentary hearings.
Among them the main ones are:
1. To transform EKR Troops into a form of Armed Forces.
2. To create a centralized command and control body for the armed struggle in the aerospace sphere - the Main Command of the operational-strategic group of the Aerospace Defense Forces.
3. Raise the status of the commander-in-chief of the operational-strategic grouping of the Armed Forces of the East Kazakhstan region to the deputy minister of defense and appoint him as a member of the Security Council. To provide for its direct submission to the Supreme Commander-in-Chief of the Armed Forces of the Russian Federation regarding the use of the EKR Troops to repel the attack of the enemy's WCS means.
4. Develop and adopt a draft Federal Law on the East Kazakhstan Region. In our opinion, it can be a definite guarantee from the transformations in the East Kazakhstan region according to the “Serdyukovskiy” variant, when the army is “reformed” to an incapable state, and those responsible for this cannot be found during the day with fire. There is no law on the Armed Forces, military science is not a decree to some domestic strategists, on the basis of which military reforms were carried out - a great secret from both lawmakers and society. If the creation of the East Kazakhstan Region will continue along the same path, there will be a big trouble.
Therefore, we have decided together with you to finalize and submit to the State Duma a draft law on aerospace defense. We would be very grateful for the amendments and comments to this document, which will make it possible to more clearly formulate its provisions.

5. To form a state-controlled organization of the military-industrial complex, carrying out the development and mass production of the main military means of aerospace defense, as well as their delivery to the EKR Troops (by the way, Deputy Prime Minister Dmitry Rogozin has already reported that "Strategic systems of aerospace defense").
6. To transfer the air force grouping of fighter-interceptors into direct subordination to the command of the East Kazakhstani Army.
7. Upgrade the existing fleet of MiG-31 aircraft before adopting the new aircraft with the best characteristics.
8. When forming the State armament program for 2016 – 2025, provide for the development of a promising aircraft to replace the MiG-31 and include a section “R & D to create a promising aircraft - a long-range interception system for solving aerospace defense problems”.
9. Create on the basis of the Military Academy VKO them. Marshal G.K. Zhukov is the leading research organization for studying the problems of aerospace defense, and also to form a military educational institution for the commanding staff of the East Kazakhstani Army.
To a certain extent, this is realized. At present, based on the research centers of rocket and space defense (Moscow), air defense (Tver) and control of rocket and space means (Yubileyny, Moscow region), the Central Research Institute of East Kazakhstan region is being created, which will become the headquarters in the field of construction and development of aerospace defense.
Based on the findings of the Defense Committee and the November 2013 hearings of the year, a document signed by the head of the Communist Party faction in the State Duma Gennady Zyuganov, the chairman of the Duma Defense Committee Admiral Vladimir Komoedov and myself was addressed to President of the Russian Federation Vladimir Putin.
Vladimir Putin imposed a resolution on our letter: “Shoigu S. K. Consider when preparing for 25.11 – 30.11 meetings.” 28 November 2013, the head of state held a meeting on the development of aerospace defense, at which many problems of aerospace defense were discussed, including those outlined in our letter. He also spoke about this on December 12 of the year 2013 in the annual Presidential Address to the Federal Assembly.
I hope that the matter will not be limited only to verbal discussion, but effective measures will be taken to create an effective system for protecting Russia's strategic facilities from aerospace attack weapons.
In connection with the particular importance of the issue of strengthening and developing the aerospace defense system, as well as the use of combat aircraft complexes based on the MiG-31 in its provision and a variety of problems affecting the interests of many government structures and defense companies, we also sent written information on this issue Russian President Vladimir Putin; Prime Minister Dmitry Medvedev; Deputy Prime Minister Dmitry Rogozin; Defense Minister Sergei Shoigu; Chief of the General Staff of the Armed Forces, Valery Gerasimov, secretary Secretary of the Security Council Nikolai Patrushev and heads of other state structures.
In my opinion, in order to coordinate activities in this area, it is advisable to create a commission under the President of Russia from among specialists who possess the necessary professional, organizational and personal qualities, and also appoint a special representative of the President of the Russian Federation, independent of departmental and corporate influence.
In conclusion, I would like to say the following: life itself, its harsh realities set for all of us - the leaders of the state, the military leaders, the deputies, and the scientists - of paramount importance: to create a modern, efficient army and effective aerospace defense of the country.
If we do not fulfill it, neither us nor Russia will exist!
