Student at the time of "H". Chief of General Staff - on new approaches to military training at universities

In Russia, the system for training human mobilization reserve is being improved. This is a kind of second front, which will come to the aid of the Armed Forces during an emergency period.

Just bring people into the army is not enough. It is necessary that they already had a military specialty, owned weapons, could competently work on complex military technology. And here on the agenda is the question of how in a new way it is possible and necessary to train reservists in higher educational institutions of the country. The urgency of this problem is indicated by the fact that the President of the country raised it in his Address to the Federal Assembly.

The head of state proposed to change the system of military training in higher education institutions so that students, while maintaining the current procedure for granting them deferments, had the opportunity to complete military training during their studies and subsequent military gathering and receive a military specialty. "This mechanism will allow to train the necessary number of reservists for the most demanded, first of all technical military specialties, while not calling them into the Armed Forces," the Supreme Commander emphasized. He instructed the government and the Security Council to submit concrete proposals on the organization of a new system of training students from all Russian universities.

Such work in the Ministry of Defense has already begun. I want to emphasize that it is carried out as openly as possible. We discuss all major and fundamentally important issues not only with the rectors of universities, but also with the student community.

With the creation of a new system of military training in higher educational institutions, young people will also be offered a new scheme for the performance of their military duties. On the one hand, it will become more consistent with their interests and opportunities, on the other, it will require students to make a lot of effort to master one of the military occupational specialties on the training bench.

It is known that now the opportunity to undergo military training while studying with enrollment after the military gathering and graduation from the university to the reserve with the assignment of the officer’s military rank are held only by those universities where there is a military department or a military training department uniting several military departments. Students of higher educational institutions, which include a military training center, can also receive military training in the process of training and passing after the assignment of the military rank of military service as an officer. However, the number of higher educational institutions, where at the present time there are military departments or military training centers, is small - only the 72 university, or about 7 percent of the total number of educational institutions. Therefore, students do not always have the opportunity to undergo military training during their studies.

In this case, one more important circumstance must be kept in mind. Now in the Armed Forces and other federal bodies of executive power, where military service is legally provided for, the number of servicemen under contract is significantly increasing. At the same time, the number of soldiers and sergeants serving in military service is reduced. As a result, students lose the chance to get a military specialty during conscription.

10 percent of students go to military service after high school. Considering that every year around 530 of thousands of young people are admitted to higher educational institutions of the country, this “draft” figure for the Ministry of Defense is considered unjustifiably low

What do the defense ministers see in the future system of military training for university students? First of all, its structure must clearly correspond to the needs of the Armed Forces. In particular, it is necessary to train in higher educational institutions not only officers, but also sergeants (foremen), as well as soldiers (sailors) of the reserve.

In addition, whenever possible, it is necessary to prepare students for those military occupational specialties that are related to their future civil specialties. At the same time, it is proposed to pay special attention to the military training of medical students, as well as to the flight personnel of aviation schools. It seems to be expedient that all of them should be trained in appropriate military training programs.

Already decided not to increase the number of military departments of universities. Another approach has been chosen: on the basis of the existing departments, we propose to create interuniversity military training centers that will cover not only the “base” university, but also nearby educational institutions. At the same time, it is worthwhile to preserve the “military day” system, with the only difference that the specific day of the classes will be assigned not to courses, but immediately to the universities. They, in turn, “synchronize” their educational programs with military training programs. Where this will not be possible due to the remoteness of existing military departments, we will offer other forms of training, including using the base of universities of the Ministry of Defense and military units.

The procedure for maintaining inter-university military training centers will not differ significantly from the same procedure adopted for existing military departments and faculties of military training. That is, to a large extent their content will be carried out at the expense of the universities themselves - in proportion to the number of students studying there.

When organizing military training at the university, we plan to allocate 2-2,5 for the year to theoretical training, and practical training will be carried out during military training and will be at least three months. Now, I remind you, the duration of these fees does not exceed 30 days. In our opinion, such a balance will ensure the necessary quality of student training in specific military occupational specialties. Moreover, this period of training is comparable to that adopted in training units and military units, where soldiers-recruits are trained.

Within the framework of the new order of military training of university students, a system of objective quality control of such training will be created. So, after successful completion of a qualifying exam, a student will receive a diploma of graduation from an institution only after successful completion of military training and passing a qualification exam in a military specialty.

If a student receives an unsatisfactory mark during the qualification examination in the military specialty, the military rank of soldier (sailor), sergeant (foreman) or reserve lieutenant will not be assigned to him. This citizen will have to serve conscription on a general basis.

In general, it seems fair if military training becomes part of the main educational program at a higher educational institution, and a student will receive a diploma of graduation from an educational institution only after successful completion of military training and passing a qualifying exam in a military specialty.

It should be noted that the creation of a new system of military training for university students is not an easy task, requiring a lot of organizational work. Transformations in this area, in particular, will require amending the current legislation, as well as organizing qualitative interaction both at the level of federal executive bodies and between state authorities of the constituent entities of the Russian Federation. The initiative of the schools themselves is also not superfluous.

After the course of military training in high school students are waiting for more and mandatory army fees. Photo: RIA News/ www.ria.ru

We very much hope that these proposals will primarily interest the student community. Indeed, in the long term, given the serious professionalization of the Armed Forces, every high school student who is fit for military service for health reasons will be able to fulfill his constitutional duty.

It is also worth noting that the new system acquires a special relevance in view of the changes recently introduced in our legislation. This is a ban on holding posts in the state and municipal civil service by those who escaped military service without legal grounds. The proposed form of military training in higher education institutions will allow students, without interrupting their studies, to fulfill their constitutional duty and continue to adequately and legally work in government and state bodies in the future.

Thus, the new system of military training of university students, developed in accordance with the Message of the President of the Russian Federation, will be a real positive step. It will allow the armed forces to expand opportunities in training specialists in the most complex and sought-after military occupational specialties. And yet - to ensure the maintenance in the required volumes of a military-trained mobilization human resource. A lot of "advantages" it gives to students. They will have the opportunity not to interrupt their studies in high school for military service. In addition, young people will receive a military specialty at the same time as they receive higher education. They will have the opportunity to improve the knowledge and skills acquired during the period of training in a civilian specialty at a higher educational institution and during the development of a military training program at a military gathering. These citizens will expand employment prospects after graduation. For them, in particular, the way to a state civil or municipal service will be opened, favorable conditions have been created for the achievement of professional and personal life goals.

Once again I want to repeat that all this work is going on as openly as possible. And the leadership of the Ministry of Defense is ready to discuss any proposals aimed at creating an effective system of military training for university students.

Business card

Valery Vasilyevich Gerasimov was born on September 8, 1955 in Kazan. In 1977 he graduated from Kazan Higher tank team school. He commanded a platoon, company, battalion in the Northern Group of Forces and the Far Eastern Military District.

After graduating from the Military Academy of Armored Forces in 1987, he served in the Baltic Military District and the North-Western Group of Forces. In 1997, he graduated from the Academy of the General Staff. He commanded the Moscow, Leningrad and Central military districts. In November, 2012 became Chief of the General Staff of the Armed Forces - First Deputy Minister of Defense of the Russian Federation.

What will the new system of military training

Army

1. It will expand the scale of training soldiers and officers in the most complex and sought-after military occupational specialties.

2. That part of recruits and contract volunteers who will join the army after graduation will be able to manage sophisticated military equipment and weapons without serious additional training.

3. This system will provide the country with military-trained human mobilization reserve.

Students

1. This system ensures that young people will study at a civilian high school without interruption for military service on conscription.

2. In addition to the basic civil profession, students will receive high-quality military training at a higher educational institution with practical mastering of one or several military specialties.

3. Future graduates will fulfill their constitutional duty at the same time as they receive higher education.

4. The new system will help students improve the knowledge and skills gained in civilian specialty at the university, as well as during military training during the passage of army training.

5. Receipt of military training at a higher educational institution will simplify the possibility of employment, including for state or municipal service, after graduation from a university. The way there for young people who have escaped the service without legal grounds is now closed.

Appeal

Last year, the Armed Forces began to form scientific companies from volunteer students. The first such unit in the summer was registered in Voronezh on the basis of the N.Ye. Air Force Academy. Zhukovsky and Yu.A. Gagarin. In the fall, two similar companies set up at the St. Petersburg Naval Academy and the Moscow-based 820-m National Missile Warning Warning Center. There were plenty of candidates for special soldiers - in some places the competition for applicants was three people per seat. Hard selection passed the most talented students.

In total, five such units should appear in the Armed Forces. Therefore, in the coming years, some army high schools and military units on the 12 months will turn into a soldier alma mater for students who are ready to combine scientific studies at the university with conscription service. In each scientific company will gain from 80 to 100 talented young men.

Science is science, but officers will not completely tear off the service of soldiers-scientists from traditional army rules. Each recruit will be taught how to shoot, give him basic ideas about combined arms combat and actions in defense and offensive. In a word, the minimum of military knowledge and skills that ordinary recruits comprehend during the course of a young fighter is also mandatory for soldier-students. However, their main service purpose and function is research work in the interests of the country's defense.

By the way

Developing new approaches to military training of students in universities, the Ministry of Defense is simultaneously looking for ways to attract them to the army service. Last year, the rectors of some higher educational institutions of Russia unexpectedly came to the aid of the generals.

The essence of their initiative is the following: instead of the obligatory call-up of graduates for 12 months, in order to give students the opportunity to go to the barracks and spend three months a year there on the last three courses. And the 90 days that are missing until the full soldier’s term can be “compensated” by classes at the military department of the university.

You can go further and think about creating an army reserve. Let's say the type of Switzerland. Where reservists without fail once a year for 1 month are sent to units for training / maintaining combat skill. Only this system requires large cash investments. Reservists will need to compensate for their civil work earnings during this time and give other benefits, as well as legislative guarantees to preserve their jobs, too. Such a system is quite effective, but expensive, whether or not to pull it is not for me to decide ...

What reserve are you talking about?

About the officer reserve? Or about the soldier?

But students are assigned precisely the officer ranks.
Where can you find trained soldiers for such a "reserve army"? After all, these officers need to command someone (I suspect that they are soldiers).

The question arises: how many reservists-officers do we need? There are enough of them in stock (taking into account the military "reforms").
And who will prepare the reservist soldiers? They then need several orders of magnitude more.

Both that and that. It all depends on education, experience and abilities. The reserve army consists of officers and ordinary soldiers. There are no differences. In Switzerland, I can say (if simplified), that is, a list of reservists for a specific reserve unit, which is staffed by state. Heavy weapons are at the storage base. When the annual deadline for entering the service of reservists approaches, they all go to the service on the list of this unit. Both officers and soldiers on the agenda. In fact, it turns out quite an experienced combat unit and cohesive in its own way already. They just work only 1 month a year. These are not parts of constant readiness, but they are no longer just a reserve, namely the reserve army.

The fact that military departments need to be restored in large state universities has not yet reached the "next reformers" of the Ministry of Defense, if they declare:
"It has already been decided not to increase the number of military departments in universities. A different approach has been chosen: ..."

I recall my years of training at the military commissar in the early 70s. Wow, how much time has passed.
Military training was 3 years out of 5 students, followed by 30/60 daily training camps.
The military department was loaded with us all week, from 8.00 to 16.00 there were continuous classes of students from 10 faculties, only one of our universities - the Polytechnic Institute, now the state technical university. There was simply no physical space for students from other universities, although the military department occupied a separate 3-story building.
The "reformers" seem to have undertaken to "reinvent the wheel" again, having completely forgotten the experience of previous years in preparing the mob reserve, if they assume
on the basis of existing departments, we propose to create interuniversity centers of military training, which will cover not only the "basic" university, but also the nearby educational institutions. At the same time, it is worth preserving the "war day" system, with the only difference that a specific day of classes will be assigned not to courses, but immediately to universities.

Fantasies and fantasies hover in the minds of "regular reformers" who have no idea how the organizational educational process of a larger number of students is going on.

Maybe then you do not need to train officers on them. And it is worth educating literate privates and sergeants. Officers should study on a professional basis in military universities.

Officers should study on a professional basis in military universities.

And where do you get so many military schools to train mob reserve officers in such numbers? And how much money is needed from the budget for their organization, training, maintenance and feeding? No one's budget is enough!
And military departments at universities are cheap and cheerful, the cost is only for military teachers, mock-ups are decommissioned weapons, the rest is provided by a civilian university, a student, unlike a cadet, uses independent feed and maintenance.
Mob reserve officers trained at the military departments of universities can also be used with a shortage of staff officers, which was constantly used in the USSR.
Yes, and why organize military schools in order to train cadets who will not serve as an officer in the cadre? Squandering people's money from the budget. Jurisdiction in fact.

What will then be the quality of training such servicemen from the military department? High? Doubtful. Why then start at all. For check? Also controversial. One thing is for sure and has always been: "The miser pays twice." Of course, we can say that quantity turns into quality, but I think this is not entirely applicable here. It may be better to have not many, but really trained professional officers, and those who will obey them, let them be in reserve. Of course, you can pay twice, but if the second bill needs to be paid in blood, it will be very tragic ...

I myself served as a two-year lieutenant, as we were then called in the mid-70s, the "jacket" appeared later.
And I’ll tell you, officers of technical specialties in terms of training, for the most part, were better trained than officers who came from schools, because of better training at a university than in a school where a significant amount of training time was devoted to non-engineering knowledge.
Just do not compare a two-year-old who has just entered the service with a career officer who has already served; against these "pros" a cadre from the school is nothing.
The command staff is more complicated, for the most part cadre officers from the school hold the palm of the championship, although not all.
And as the experience of the two-year-olds' service shows that they remained "in the cadres", that was the name of the signing of the contract for the personnel 25 - year service, there were also intelligent officers among them who had grown to general positions, up to the position of chief of the General Staff.

And the meaning of teaching written off?
It is necessary to train at least in the arsenal.
And providing appropriate stands should be the concern of the MO.

On a decommissioned tank / BTR / BMP, you can only teach driving. In outline. To know how driving a 20-50 ton machine is different from driving a Ferrari in Nidfospid.
On an old radio station, if only the basics of ether and Morse code can be mastered.

In general, the number of reserve officers for a mobile reserve depends on the size of the army wartime (taking into account losses). What is this figure? Can you name her?

                For example:
"The potential mobilization reserve of Russia is estimated at 31 million people" (site "topwar.ru", article "Comparison of the armed forces of Russia and the United States" dated 01.04.2013, by Sergey Yuferev).

Both trained and untrained. And the soldiers and officers. Clear business - not everyone will be put under arms (there will be not enough weapons, ammunition, food, etc.). And according to the experience of the Second World War, the number of active army is about 5-6 million people. quite enough (no loss). How many of them are officers? And the question is what types, types of armed forces and what military specialties.

"The active reserve of the army should number from 0.5 to 1 million people
The size of the mobilization reserve can be from 3 to 5 million people "(site" arex.ru ", article" Some issues of the number and BG of the RF Armed Forces "(proposals for the report on military reform in the RF) dated 31.01.2013, author -l mr, CPN Sergey Kanchukov).

                Take the maximum:
                1 Million - Peacetime Army
                1 million - reserve
                5 Million - Mob.

Total - 7 million people soldiers and officers. This is a lot.

So count how many trained officers are needed, and how many trained soldiers. And whether the country will be able to arm them all, clothe them, feed them, etc. (what are the mobile supplies)?

Therefore, accurate, justified calculations of specialists are needed here.
In addition, we do not know the real state of affairs in mobilization affairs. And, accordingly, we will not be able to make the correct calculations.

God grant that this would be a truly new approach, and not the old seat at the desk at the military department. If you are to be assigned the rank of reserve officer, then without fail during training at a university it is necessary that the training takes place initially in training centers, and then directly in units. Then it makes sense to award the rank. But you also need to restore the skills support system after VUZovskaya. To introduce some sort of gradation or something, with a mobile order to keep a constant record and readiness, well, like the National Guard in the USA. Why not use the DOSAAF base for this? Everything is better than playing airsoft on a computer. It’s easy to call for training in a few years. That's something like that.

How many military institutes and academies were destroyed during the so-called "reforms", especially under Serdyukov. Well, students in a scientific company cannot replace a full-fledged institute or Academy, and this is a fact. As for the preparation of students in institutes, of course, this is better than they do not serve at all, but you need an appropriate material and technical base, scientific and pedagogical personnel, etc. Otherwise, an essentially good idea can turn into profanity.

Who has not been appointed minister of defense in recent years, but not military generals! And from the outside, and after conversations in kindergarten, you can assign a sergeant!

        I agree.

If in our country is not enough, for exampleagronomists, this does not mean at all that in military schools (by analogy with civilian universities) it is necessary to introduce agricultural departments.

To do this, you just need to teach more agronomists at CX institutes.

Accordingly - if we need officers (and not under-graduates), then we need to prepare them in military schools.

I admit, nevertheless, that some (not all) civilian specialties may be applicable in the Armed Forces (doctors, signalmen, etc.). That's what military departments should work for them.

For the rest, there is an urgent, contractual and alternative (by law, it exists) service.

And if you need to help students, then you need to work out in detail the mechanism for passing the alternative service.

So it’s one thing when a team is two months from scratch and quite another when two weeks after training for five years.
If also with mandatory partisanism every two or three years later.

In the post-Soviet years, students were not willing to go to military departments, the reason was bribe-taking! It was easier to pay and buy a soldier once than to unfasten at the department for 5 years ... If the problem of corruption is not resolved, everything will happen again ...

I know officers from former students, they served together ... good specialists and commanders ... it all primarily depends on the person, if you want, you will achieve it, and if this is another attempt to "skip" the service, then there is nothing to talk about ...

Time "H" is when one of the soldier's feet is on one side of the trench. the other leg is on the other side of the trench, and the eggs are hovering over the enemy. Who is the student's opponent in this case? laughing

And why are they fixated on universities. Serves only a year. It is clear - it is difficult to train a specialist during this time. To save time in the army, the future soldier should be trained already at school, and not only boys. In vocational schools and colleges, in general, through one specialty, they have a "dual purpose", so introduce additional hours for military training.
For example, in Arkhangelsk - a medical college, a technical school of communications, a construction technical school, two sailors (with a fishing college), etc. Pryhrhtuyte under army standards and here's a specialist for you.

      This was always a shame.
Why can university students at the military department become reserve officers with a minimum service life, and college students cannot even get a reserve sergeant or foreman (ordinary).
But sometimes a training period of three to four years with fees for a month at the beginning of the school year and a month after, instead of trips to collective farms, is enough to master related military specialties.
And the export during the school year once a month to the shooting range is not a big problem.
Especially if you also remember "Zarnitsa" - the same month, but for those who were really interested in it - it flew by in an instant and not under the stick.
And also in our technician, sports competitions were held with cakes for the first three places for each type. Our team of "low sports nerds" (three with glasses, two with diabetes) have always brought three cakes from the shooting gallery. While the "bugai" were running, jumping, skiing and skating, they threw grenades and cannonballs.
Who could do better than others.

Something after the introduction of the ban on holding positions in the civil service without urgent service, the initiative flooded the shaft! And smart companies, and sports companies, and now and the department ....
    Is all this connected? ...

No matter how many circles you go, the optimum was in the USSR and you need to return to it. If you make a scarecrow out of the army and please the so-called. "soldier's mothers", it can be so. But we must remember - you will save instantly, in the end you will pay in blood.
