The Security Council resolution was gleefully met in opposition-controlled Libyan cities, Rossiyskaya Gazeta reports. It is known that on the eve of the vote, French President Nicolas Sarkozy sent personal letters to the leaders of countries belonging to the Security Council not to block the decision in a situation that is critical for Gadhafi’s opponents. His opinion was heard. Ten countries, including the United States, France and the United Kingdom voted in favor of the resolution. Russia, China, Germany, India and Brazil abstained. But at the same time, not a single member of the Security Council who has the right to veto, did not prevent the adoption of the document.

Meanwhile, the German authorities said they would not take part in a possible military operation. Russia's permanent representative to the UN, Vitaly Churkin, said that the work on this document was not in line with the practice of the Security Council. Also, according to him, the text of the Resolution includes provisions that, citation, “open the door for large-scale military intervention,” reports Ekho Moskvy.

Thus, the UN vote participants did not wait for any new decisions to be made by the Arab League or the African Union. It was previously assumed that the forces of these organizations would be the main actors in establishing a no-fly zone over Libya. But the main thing is that the resolution does not prohibit the use of all necessary measures to create such a zone. To do this, as military experts explained earlier, it is necessary to destroy the Libyan Defense and shoot down planes taking off from Libyan airfields. The no-fly zone also means a ban on the takeoff and landing of all civilian aircraft in Libya. In response, Gaddafi promised to shoot down civilian aircraft of foreign countries flying over Libya.

"Rossiyskaya Gazeta" does not exclude that today the international forces, which will be created on the basis of a Security Council resolution, will deliver the first attacks on Libyan targets. And above all on the airfields. Obviously, any attempts by the ground forces of the Libyan army to resist these strikes will be suppressed by fire. There is no doubt that the newspaper notes that the states that promoted the document in the UN - France and the United Kingdom will not hesitate to use force to implement the provisions recorded in the resolution.

Obviously, Western countries are seeking to use the situation in the Arab world to establish a regime that is beneficial for them, ”commented General L.Ivashov in the commentary.

Germany does not like it, it votes against it, because it understands that it will happen again the same way as with Iraq - the Americans will lay their hands on the oil resources of Libya and will issue oil to Europeans "on cards." Therefore, we are witnessing such a split in the NATO camp, ”he said.
