And you learn and serve. A colorful picture of the new Russian army
The idea of "intermittent" service in the army for students was subjected to sufficiently substantive criticism from both professional military personnel and the student fraternity itself. The first ones said that “coming to the army” for 2-3 months every year, with breaks for 9-10 months of study at the university, is “nothing”, the second thought that using vacation time for serving in the army is a violation of them constitutional right to rest.
Guided by critical theses, officials of the Ministry of Defense continued to search for ways to solve this complex task. The task itself consisted and continues to be that out of half a million graduates of Russian universities (youths) into the ranks of the Russian army (the Ministry of Defense, the Ministry of Internal Affairs or the FSB) are recruited about 11-12%. That is, in the best case, every eighth graduate of civil universities in Russia (from among young men) puts on an army uniform. Obviously, if the task of attracting persons who have received or received a higher education to military service will be successfully solved, then for army “filling up” and for increasing, let's say, military literacy and the level of military training, this will definitely not be superfluous.
President Vladimir Putin also spoke about the need to solve the task of forming a high-quality mobilization reserve for the RF Armed Forces in his message to the Federal Assembly.
After the words of the president, the main defense department of the country began to solve the problem with new enthusiasm. In this case, it was decided to abandon the idea of "intermittent" service, and instead of this idea, an idea of a new type appeared. December 16 voiced this idea during a meeting of Defense Minister Sergei Shoigu with representatives of the public and the rectors of many large Russian universities. The idea is as follows: the Ministry of Defense, on the basis of the existing military departments in the higher educational institutions (about thirty), plans to create the so-called CPMR (Mobile Training Center). These MTCs prepare to provide students with the opportunity to undergo military training for a certain period of time.
It is important to note that the commissioning of military training centers for the preparation of a mobilization reserve does not imply the elimination of such a thing as a postponement from military service. The Defense Ministry states that students will be trained on the basis of the MTCD on a voluntary basis only. In other words, if you want to start receiving a military specialty while studying at a higher education institution - please, do you want to repay the debt to the Motherland after the training during 12 months, too, please.
Now it is worthwhile to dwell in greater detail on the principle on which students will be able to undergo military training in the aforementioned CPMR at military departments of universities. Initially, officials of the country's main defense department stated that any student (eligible by health criteria, naturally) during 1-2 years from the total time of study at the university will be able to do military service in the centers established on the basis of military departments. After some time, the head of the Ministry of Defense Sergei Shoigu made a speech, who said the following:
Shoigu noted that the implementation of this plan will require the preparation of shooting ranges, special training grounds, as well as military units, which will have to accept a total of about a hundred thousand university graduates annually (many rectors already hypothetically contribute to this number).
In other words, the essence of the decision to actually go into the principle of the activity of the university military departments, to which the “persecutions” began in 2008, and their number significantly decreased. But if earlier the number of students entering the military department, by definition, was limited (the competition for military departments of universities was impressive for many years), now almost any student (according to the idea voiced by the Ministry of Defense) can undergo military training in special centers these chairs. First, students go through the process of learning in the centers at universities, and only then in the centers at military units. At the same time, after training in the CPMR and passing the three-month “practical” part of the military unit, not the junior officers (as those who purposefully enrolled in the military departments initially), but the rank and file, would mostly come to attend the “practical course”. This nuance is the main difference between training in the CPMR and training directly at the military department of the university.
The considered multi-stage system for training the sounded mobilization reserve of the Armed Forces was to the liking of the majority of the rectors present at the meeting. The positive attitude of the rectors is understandable, since in this case, universities receive additional stability and the ability to attract applicants.
If such an idea really finds its embodiment, then as a result a very motley military (contract-draft) picture can turn out:
the system of higher military educational institutions that train officers for the Russian army,
military departments of civilian universities (graduate junior officers),
a CPMR system on the basis of military departments that train the rank and file with higher education,
scientific companies whose recruits are graduates of civilian specialized universities,
conscripts who are university graduates who have not entered scientific companies and have not completed a course of study through the CPMR,
recruits who are not university graduates,
contract servicemen private and non-commissioned officers.
How effective and efficient such a system will be, and how smoothly its individual units will work - these are already new questions that the Ministry of Defense has to answer.
