Is the Russian army dying, or is it being reorganized under the class tasks of the capitalists?
Everything is complicated and ambiguous from the point of view of a bourgeois parliamentarian, especially a patriotic bourgeois parliamentarian, under whatever banner he stands.
From myself, I note that everything is quite simple and unambiguous from the point of view of a Marxist. Let's look at the numbers.
The Stockholm International Peace Research Institute (SIPRI) released a report according to which Russia ranked fifth in the world in 2009 in terms of military spending. This figure was 53 billion dollars, or 4,19 percent of Russia's GDP. This figure should be divided into two parts. The first is the maintenance and development of the defense industry (defense industry), which includes the development of new weapons, the second figure is the direct maintenance of the army with the provision of food, housing, heating, fuel, equipment and armament, etc. These two items of expenditure are respectively 2,5 and 1,7% of GDP. At the same time, the Russian government plans to bring these expenses to 5% of GDP by 2013. According to the estimate of the financing of the state armaments program for 3-2011 years announced yesterday, 2020 June, Russia will spend trillion rubles on the defense system of 13. That is, it is not difficult to calculate that this amount exceeds 6% of Russia's GDP. At the same time, the Ministry of Defense states that this amount is not enough, and it covers one third of the necessary expenses. Where will this money be spent? Currently not entirely clear. It has been announced to the public that there will be a complete rearmament of the army and the purchase of both the military-industrial complex and the western "allies". weapon, such as the BMP-3M infantry fighting vehicles, танк T-90A. The program of development of military equipment - intercontinental ballistic missile - will be continued. missiles "Bulava", the promising fifth-generation fighter T-50 and the nuclear submarines of the 955/955A/955U "Borey" project. The development of the Il-112 and Il-476 aircraft will be financed.
Let's compare how things are in other countries of the world. US military spending is 4,6 percent of GDP per year. A similar figure for France is 2,6 percent, in the UK - 2,4 percent, in India, the figure is 2,9 percent, and for China - 2,04 percent of GDP.
Thus, everything is not as simple as the ordinary participant of the left-patriotic rally expects. The government spends budget money on the Army and even more than in other countries of the world.
What is the matter? Let's look through the eyes of a Marxist. There are two aspects here.
1. Steal. The amount of kickbacks is up to half the budget. The bright form of state capitalism in the Russian Federation-s.
2. The army is becoming increasingly bourgeois and serves the interests of the exploiting class. Hence, the army has different tasks and those who purchase weapons have different tasks. We are accustomed to seeing divisions and fleets, defending the Motherland. And they don't need that? They need small, compact professional structures capable of solving local problems. Moreover, both inside and outside. A large enemy is not dangerous to us, because he is not going to fight with us. He already has everything he needs from us. He has it through transnational structures, through agents of influence, through the bank accounts of our elite in Switzerland.
This army, as in 93, will be able to solve the tasks assigned to it. The people will be subdued. Salaries, money, kickbacks and equipment for this is enough. A huge amount of money is spent on new equipment, on apartments and gifts. This army in the near future will be able to solve all the problems in the territory of the former USSR. The proletarians of the CIS and not only feel the iron tread of the Eurasian gendarme. This army will be able to ensure the unimpeded supply of its and Western Elites with the wealth of the peoples of the former USSR. Russia is too weak to solve imperialistic tasks. Therefore, it will equip the army to solve local problems of Russian capitalists.
So, should we, without revising the foundations of our state, without changing the socioeconomic system, want the capitalists so much to re-equip their army to their own goals? Maybe we need another country? Another army? An army capable of defending the interests of the proletariat? There will be our country, and we will find money for our Red Army. Yes, as we find!
