Perishing Europe. How demographics and immigration became geopolitical weapons
Experts at the Unity in Differences International Conference recognize that inter-ethnic tensions are a global problem. However, most participants do not recognize the ethnic nature of conflicts. Alain Blum, a professor at the National Institute for Demographic Research in Paris, calls the riots in Paris "social-territorial" and not "national." In July, the crowd almost crushed the police station in retaliation for the detention of a local resident who attacked the police after checking the documents of his wife, who was wearing a burqa. According to the professor, these were citizens of France - descendants of 1970 migrants who wanted to protect and recognize their rights. And the exacerbation of the situation was caused by the mistakes of politicians at the state and municipal levels.
One of the ways that should reduce tensions in this matter is the adaptation programs for immigrants. Thus, in Western Europe, the program "Intercultural cities" has been operating since 2008. According to the Director of the Department of National Minorities and Anti-Discrimination of the General Secretariat of the Council of Europe, Aleksey Kozhemyakov, the task of this program is to “create platforms for intercultural dialogue” with the goal of “developing a strategy for regulating inter-ethnic relations”. However, to date, ethnic problems are not adequately resolved in any European city, Kozhemyakov acknowledged. Although in European cities there is a system of adaptation of migrants. In particular, the Stadt Wien program operates in Vienna: visitors are told about German language courses, “cultural practices”, and provide information about the health care and education system. According to Natalia Vlasova, Vice-President of the “Migration of the Twentieth Century” Foundation, there is a public-private partnership in the Philippines aimed at preparing local residents to travel to other countries. Up to 75, thousands of people annually undergo training organized by the Ministry of Labor and Employment. The labor attache himself is looking for an employer, negotiating all the conditions.
The head of the Center for the Study of Interethnic Relations of the Institute of Sociology of the Russian Academy of Sciences (CIMO) L. Drobizheva believes that the increase in interethnic tension in Russia is largely due to the “territorial trauma” of the collapse of the USSR, local conflicts in the post-Soviet space. As a result, “the negative is poured on visitors”, two-thirds of Russians are irritated by representatives of other ethnic groups. According to research by the Institute of Sociology and CIMO, the main irritation is caused by representatives of the Transcaucasian and Central Asian republics. According to surveys, up to 44% of Russian citizens approve forced evictions of immigrants, and in megalopolises where there are more visitors, up to 68% of Russians come out for deportation. And 48,2% believe that all means are good to protect national interests, including violence.
The way out of this situation, according to Drobizhevoy, is to create a network of adaptation centers for visitors, where they will be taught not only the basics of Russian legislation and the Russian language, but also the basic rules of staying in the Russian Federation to reduce the intensity of irritation of the local population. The “countries of exodus” must also do this (apparently, at the expense of Russia, since they have no funds for this). In addition, experts from the International Conference proposed a campaign to legalize migrants in Russia. According to the director of the Institute for Migration Policy, Olga Gulina, the problem of illegal migration can be solved by two methods: deportation and legalization. In Western European countries, in particular, in Spain and the UK, it has long been concluded that deportation is too expensive, it is more profitable to legalize visitors. Therefore, in these countries periodically carry out campaigns for the legalization of illegal migrants. Commissioner for the Protection of the Rights of Entrepreneurs under the President Boris Titov proposes to conduct such a campaign in Russia.
Experts talk about the need to adapt and legalize migrants in Russia, justifying it with economic expediency. However, they overlook or consciously keep silent about the civilizational impasse to which Western Europe came, which a few decades ago opened its gates wide open to immigrants. Now the Europeans simply do not know what to do. Some urge to strengthen the programs on adaptation, multiculturalism, finally “ottolerastit” Europeans, suppressing in them the bare seeds of xenophobia, racism and nationalism. Actually, it is proposed to forget about the national culture and accept the fact that in a few decades Europeans will be a minority in their homeland. Others are turning to Nazism or supporting national parties. This is the success of the National Front in France, the party of the Swedish Democrats, which made the slogan "Save Sweden Swedish" and occupied 20 places in the Swedish Riksdag (up to 10% of the population are visitors). In Greece, the frankly Nazi Golden Dawn became popular (although it was repressed).
It’s time for Russia to learn a lesson from what happened in Europe, instead of learning from a bad experience. Western Europe has long been faced with the problem of the wave of illegal migration. The migrants come from the countries of the former socialist camp, where “democratic reforms” and privatization destroyed the economy. However, they don’t like these “those who come in the streets”, but they still suffer, they are Europeans (albeit “second-rate”, according to the hidden hierarchy). Great concern is the influx of uninvited guests from Arab and Black Africa, Asia. For the most part, they make their way through the territory of Turkey and Greece, Spain, and cross the Mediterranean Sea on various kinds of boats. The flow of refugees has especially increased since the beginning of the “Arab spring”. The “democratization” of Tunisia, Libya, Mali, Egypt and Syria has led to a sharp increase in those who want to get to Europe, which is prosperous compared to most Asian and African states. According to the UN, in September 2013, the number of refugees from Syria alone reached more than 2 million. And in early October, 2013, UN Deputy Secretary General Valerie Amos reported that there are already 9,3 million refugees in Syria. Of these, 6,5 million are considered “internally displaced”. This is with a population of 22 million.
The death of more than 300 migrants who drowned on October 3 during a shipwreck off the coast of the Italian island of Lampedusa caused a great resonance in Europe. On a small boat about 20 meters long there were about 500 refugees from Eritrea and Somalia, who wanted to get to Europe via Lampedusa. There was a fire on the ship, and it sank. Only 155 was saved, the rest died and went missing (the bodies were not found). The Italian president made a statement about the need to revise the state policy towards migrants due to a sharp increase in their number. Pope Francis called the tragedy at Lampedusa a disgrace. "This is a symptom of a lack of respect for a person ... It's a shame!"
The island of Lampedusa has long become notorious. This is a small Italian island in the Mediterranean, with an area of 20,2 square. km It is located in 205 km from Sicily and in 113 km from Tunisia. This relative proximity to Africa has turned the island into a transit point for illegal immigrants. Migrants arrive at Lampedusa in boats, small vessels, boats in the hope of moving to Italy or another European country. In 2008 alone, more than 23 thousand migrants arrived on the island. In 2011, there was even a riot, which became the scenario for the future of a large part of Europe. Illegals from Africa, frightened by the threat of deportation, set fire to their camp, where they were provided with medical care, temporary shelter, food, and then clashes with local residents began. Locals announced mobilization, began to arm, saving the house. The military, with the support of local residents suppressed the rebellion. The mayor of Lampedusa, Bernardino de Rubéis, bluntly stated: "This is a scenario of war."
Those who died at Lampedusa were solemnly buried. The sad ceremony was attended by the Italian prime minister and the head of the European Commission. However, this tragedy is not able to stop the flow of migrants. Ships with illegal immigrants keep going. The South European states - Greece, Italy, Malta and Spain - have repeatedly warned that they cannot cope with the influx of illegal immigrants. They ask the more prosperous northern states to take on most of the responsibility for this problem. The northern states declare that they already accept and settle 70% of refugees. The situation in some states is already simply critical. On the streets of large cities, you can already see more visitors than local residents. So, the population of England and Wales (the United Kingdom consists of four historical provinces - England, Scotland, Wales and Northern Ireland) in the period from 2001 to 2011 increased by 3,7 million. Moreover, most of them are immigrants - 2,1 million people. According to the latest statistics, already 13% of the population are foreign citizens. Among them are predominantly immigrants from the former colonies - India, Pakistan, Ireland, Bangladesh, the Caribbean islands, and Poland. British immigrants, especially those from the Caribbean, Africa and Asia, often do not work, are interrupted by benefits, odd jobs, including those of a criminal nature. Among people from Bangladesh and Black Africa, the unemployment rate is 24 and 27%. For comparison: among the white unemployed 8%.
Britain is very attractive for immigrants, until recently there were liberal laws for immigrants. A high standard of living and a well-functioning social security system are the main reasons why many immigrants would like to stay in the United Kingdom forever. The British Interior Ministry has more than half a million cases that concern immigrants (in the 2012, there were only 275 thousands in the year). The increase in the influx of migrants is enormous. According to surveys, the majority of citizens in the country believe that the UK is already “overcrowded” and decisive measures are needed to restrict the entry of immigrants. Half of Britons are ready to support a party opposing immigration, and believe that Muslims create problems for the country.
In recent years, the British government has tightened immigration regulations. The law was toughened to obtain student visas. In recent years, tens of thousands of people have arrived in the UK under the pretext of training. Most of these people did not intend to leave after completing their studies or did not study at all. In the Kingdom, dozens of false universities were closed and tightened the rules for enrollment of applicants not living in EU countries. However, illegal migrants found a new channel of entry into Britain - a fake marriage. "Grooms" and "brides" thus earned good money. Such marriages are thousands. In this case, immigrants even get social benefits. In the 2012 year alone, British police revealed more than 2 thousand fake marriages. But this is a small percentage of their total.
The Minister for Immigration of the United Kingdom has already stated the need to improve the system of control over people entering the country. The Border Control Service complained that there is no clear program in the country to deal with foreigners who remain in Britain after the visa expires. The border service does not have complete data on how many people actually left the country. The UK government plans to take a number of additional measures to combat the influx of immigrants. Thus, they propose to penalize private homeowners who do not check the immigration status of their tenants, restrict access to unemployment benefits for 6 months, oblige local authorities to give priority to local residents in distributing social housing, and impose heavy fines for entrepreneurs using illegal immigrants. The government is also ready to impose restrictions on EU citizenship in the UK. Especially negatively perceive the entry of citizens of Bulgaria and Romania. These states entered the EU in 2007, and 1 in January 2014, their citizens should be eligible to freely enter the United Kingdom for employment. In addition, British Prime Minister David Cameron recently said that the authorities should conduct an education reform to reduce the number of visitors from Poland, Lithuania and Latvia.
Britain is on the path of seriously tightening control over people. In particular, the authorities will be forced to impart significant social groups - doctors, homeowners, bank clerks, priests, etc. They will have to assist the government in complicating the obtaining of credit, banking services, medical assistance, housing rental, marriage by migrants to legalize their situation. For persons with a short-term residence permit will introduce a paid access to public health services. Develop rules to tighten the recruitment of immigrants. It is proposed to simplify the deportation procedure, to introduce the principle: “First deportation, then appeal”.
A similar policy towards tightening immigration laws is likely to be seen soon in a number of other European countries. In France, immigrants already make up 20% of the population, and according to unofficial data, even more. Up to 70% of the population believe that there are too many migrants in the country. A heated debate in France revolved around the “right of birth”; it enshrines French citizenship for those born in the country. Now it is used by immigrants from Africa and Asia. Entire neighborhoods in large cities turned into ethnic ghettos, where immigrants from Algeria, Senegal, Pakistan, Bangladesh live. The massive influx of migrants began during the economic boom of the 1970s. Visitors could pay less than businessmen used. Immigrants, taking advantage of the law "On family reunification", moved their families. And pregnant Arab and African women came to France to have a child - their children received French citizenship. Then the families moved to France. After the French economy slowed down its pace of development, the crowds of immigrants became unnecessary. In addition, a significant part of the immigrants preferred not to work, living on benefits and making their own contribution to the growth of the crime situation. However, the flow of immigrants has not decreased.
The growth of anti-migrant sentiment was also noted in other European countries. In Germany, up to half of Germans consider immigrants from the countries of the Middle East and Africa living in their country to be a serious burden for the economy. Immigrants are socially and financially more costly to the state than the economic benefits they bring. In addition, the authorities recognized the failure of migrant adaptation policies - the concept of multiculturalism. Immigrants do not integrate by creating their own “system” of life in European states. They take all the socio-economic benefits that the state provides, but do not integrate into society. A similar picture can be seen in almost all European countries. Sociological polls in Sweden, Spain, Italy, and Greece show a growing irritation of the population by the influx of migrants and the increasing popularity of nationalists. It is also necessary to take into account the factor of economic crisis - in prosperous years it was easier to tolerate the presence of immigrants. Now the influx of cheap labor deprives a piece of bread from the indigenous people.
We must not forget the intensification of the Islamists. The fire of the “Arab Spring” has shown that many European countries have already become the logistical base of the Islamists. Citizens of Great Britain, Germany, France, and often ethnic Germans or Englishmen, go to Syria to fight on the side of gangs, including Islamists. Going back, they create cells of Islamist movements. One day this Islamist underground can spoil a lot of blood in Europe. Western Europe has clearly become the object of expansion of the “Islamic project”.
However, all private measures that are taken in the UK and other countries, can not solve this problem, as is the case in the system. In the same England, many believe that despite the tightening of immigration policies and attitudes towards migrant workers, the illegal immigrants will not leave, and their flow will not run out - life in Western Europe is still much better than among visitors in their homeland. It is necessary to change the whole system that brought Western Europe to the brink of extinction. Demography has already signed a death sentence to today's Europe. By the middle of the XXI century, many European countries can simply disappear. The average fertility rate in Western Europe is 1,5, and to maintain the current population level, the minimum necessary is 2,1. In 1950, the population of Europe numbered 505 million, in 2000, 675 million, in 2007, 723 million. By 2050, while maintaining the current birth rate in the families of indigenous Europeans and excluding immigration, the population of Europe will be about 600 million. Western Europe by the middle of the century will lose as many inhabitants as it inhabits together Germany, Denmark, Norway, Sweden, Finland. It is clear that with the reduction of indigenous ethnic groups the influx of migrants will continue, which will cast doubt on the national identity of European states.
The present West is extremely similar to Ancient Rome and Ancient Greece in the period of their decline. Countless riches, the use of slave labor (migrant workers), moral decay, the strong before the warriors prefer to spend time in orgies, idleness, drunkenness, drug use. Tolerance has reached such heights that they are already talking about the legalization of pedophilia and drugs. Women prefer to start dogs, cats, pigs, care for them instead of children. Both the European elites and the common people have decayed.
And we are invited to equal such a Europe. They propose introducing adaptation programs for migrants and legalizing them. Russia has just embarked on this disastrous path; there is an opportunity to stop. Save yourself and save those Europeans who want to preserve their national identity. In the future, Russia will be able to become a kind of "ark" for them. A large-scale demographic program is the “Russian billion” goal, and an invitation to Russia, which should become, like the USSR, an example for the whole world, Europeans, following the example of Catherine II, who invited Germans to Russia, these are real programs that can save Russian civilization. Europeans - Swedes, Germans, French, Irish, will not cause rejection, as ethnically and culturally they are closer to Russians than, say, residents of Central Asia. It is known from history that Europeans, in particular Germans, very quickly become “Russians”. The influx of European immigrants can remove the problem of demographic imbalance in Russia due to the low birth rate in the 1990 years. This is the only way to get out of the demographic impasse.
