Meanwhile, President Vladimir Putin, by his decree, dismissed a number of senior officials from the Ministry of Internal Affairs, including the head of the Directorate of Internal Affairs for the Southern Administrative Okrug of Moscow, Major General of Police Alexander Podolny, whose jurisdiction included the district of Biryulyovo.
The prefect of the Southern District of the capital, George Smoleevsky, and the head of the district council of West Biryulyovo, Viktor Legavin, have lost their positions - which is quite logical, since no one has canceled personal responsibility, and the officials themselves never (with rare exception) voluntarily resign. According to the president, residents of the district appealed to the police and local government, but no measures were taken in connection with their complaints. Putin called inadmissible indulgence of illegal actions of visitors, violating immigration laws and committing offenses.
The President noted that interethnic conflicts in most cases originate precisely at the district level, and it is there that local authorities should prevent them in advance. For this, local leaders should not be limited to office work alone: “Why is power needed if it does not want to know the situation as it is in the field, does not take any measures, and does not hear people?”
Following the events in Biryulyovo, the State Duma adopted amendments to a number of laws, according to which the governors and local authorities will be personally responsible, up to and including dismissal, for interethnic and interfaith conflicts in their regions. Now they are charged with the direct responsibility of maintaining a situation of peaceful coexistence between nationalities and beliefs in the territory under their jurisdiction.
You can, of course, ask: why it was not done after Kondopoga, Sagra or Pugachev, but it will be a rhetorical question ... Well, better late than never.
DEMARSH ZHIRINOVSKY
While the power was engaged in what it, actually, and should be engaged, liberals became active - both real, and note, under the name. LDPR leader Vladimir Zhirinovsky blew up a powerful information bomb, forcing the entire North Caucasus to talk about himself.
To understand the essence of the events, I want to quote the article "Zhirinovsky as a gravedigger of imperialism." With her, taking advantage of the site of a large agency "Rosbalt", made a venerable liberal (real) Dmitry Travin, a professor at the European University in St. Petersburg.
“Vladimir Zhirinovsky ... struck all honest people, recommending the residents of the North Caucasus not to have more than two children per family. And if they multiply and multiply, as Allah ordered them, they deserve, according to the opinion of the Liberal Democratic Party leader, complete isolation and encirclement with barbed wire, ”this is how Mr. Travin begins.
And he continues: “Osharashil Vladimir Volfovich, of course, not so much by the extravagance of his judgments (over the years, 20 has gotten used to it all), but by the very nature of the statement. And this is a momentous event. ”

“Until now,” he continues, “the official position of the Russian authorities, including the so-called systemic opposition (which is not the opposition at all), looked something like this. Russia is indivisible. All bandits, adventurers, and international terrorists mop up the people in the Caucasus, while ordinary people did not want and do not want war. We can talk about granting expanded rights to the republics, about the possibility of developing their culture, about the right to follow the norms of Islam, but not about the formation of independent states in the North Caucasus. In this, the authorities, the communists, and the LDPR were united.
However, after the events in Biryulyovo, Zhirinovsky, in fact, decided to refuse to follow the Kremlin’s policy and take a step in the direction towards which public opinion is gradually inclined. The politician is less sophisticated than Vladimir Volfovich, and would continue to talk further, that, they say, everything will resolve, that it is not necessary to incite passions, it is not necessary to interfere into one heap of individual criminals and the peaceful Chechen people. ”
That is, Mr. Travin so unobtrusively explains what public opinion turns out to be. In the language of the national deards from the Bolotnaya Square, this is simply and plainly called: “Stop feeding the Caucasus!”

“Such demagogy worked fine until very recently, since the majority of the Russian population wanted, as usual, to get both chicken and scrambled eggs from one egg. That is, to keep unchanged the big power with the traditional friendship of nations, but at the same time make the "friends" sit in their auls and not protrude (and if they stick out, so that they fully accept Russian culture and established norms of behavior).
Zhirinovsky, with his phenomenal political instincts that allow him to be afloat for almost a quarter of a century, today realized that the old demagogy is about to stop working, that people are increasingly asking the natural question of when all this mess will end. And many are beginning to realize that if over 20 and more than the years of the Caucasian crisis the problems have not resolved, it means that they will soon have to choose: either chicken or scrambled eggs.
In other words, Zhirinovsky felt that in the development of our country there comes a moment when the imperial consciousness of the masses is transformed into a nationalistic one. And in order to continue to collect votes in elections, a populist politician should transform his rhetoric. ”
Here's the key phrase! Russia must be divorced into national apartments, which will result in the same blood, if not less, as it did during the collapse of the Soviet Union, and the Russians will finally turn into a divided people and in fact leave the historical scene. This is the literal, practical meaning of Mr. Travin’s statement.
After 1991, in the then liberal press, the Russian Federation was called, in plain language, without any obscenities, a naked "core of the empire", which therefore "needs further regionalization." And now we are told the same thing, playing the national card.
“We sometimes do not distinguish between“ imperialists ”and“ nationalists, ”continues Mr. Travin. - In everyday consciousness, they jointly oppose the "democrats" and the "liberals." However, in fact it is necessary to distinguish. Russia is now going through a fracture that is comparable in scale to the economic reforms of the 1990's. In the coming years, the empire-nation-state dilemma will worry us more than any other questions, and the cunning leader of the Liberal Democratic Party discovered this one of the first among the authorities. ”
Thus, the events themselves in Biryulyovo, and those who make their capital on them, do not leave to the authorities anything else but to begin, finally, to systematically solve the accumulated problems. Otherwise, the next tidal wave, but on a much larger scale, will overwhelm everyone and everything.
NATIONALISM - THE REACTION TO THE DESTRUCTION OF EMPIRES
As Mr. Travin rightly observes, “in empires there are usually no“ Hellenes or Jews ”. All are equally subjects of the monarch. Moreover, the clever rulers of big powers have always tried to attract small nations to governing the state and armies. For example, in old Russia, at first, people from the Horde and Lithuania played a large role, and later, the Baltic Germans (for example, Benkendorf), the Poles (Adam Chartoryski) and Caucasians (Bagration) ”.
Further, Mr. Travin gives examples from the history that we omit - whoever wants, can familiarize himself. And now - attention!
“Until a certain point in all empires, elites believe that it is possible to maintain polyethnic powers indefinitely (Russia is not an exception in this sense). But here's the ill luck: suddenly new elites appear - people from small nations who say to their “tribesmen” that they deserve a better life, and that the old elites are ordinary traitors (rootless cosmopolitans) who chased after fame, money and titles, forgetting simple Hungarians, Greeks, Chechens, Italians ... This is how nationalism appears.
In response to the nationalism of small nations, the nationalism of large nations is gradually born. The Germans (Austrians), the Turks or the Russians rightly believe that they are no worse than their neighbors in the imperial camp, and “such a binge has gone, cut the last cucumber. Everything, they say, will now become nationalists, defend ourselves against raids by creating political parties, assault detachments, etc.
For a time, empire and nationalism resemble two scales - the old and the new elites are unable to change the situation at once. During this period (and our country is experiencing it right now) the consciousness of the broad masses passes through a painful choice. A simple person for the time being is inclined to adhere to the tradition: our king (Kaiser, Sultan, Secretary General, President, etc.) is great and powerful, his power is from God, the country is rich and rich, so why should you change something? Send a person with such traditional thinking to a referendum - he will vote for the preservation of the USSR (Austria-Hungary, the Ottoman state, etc.).
However, as real life intrudes into the traditional, patriarchal existence of the average man, he inevitably begins to react to the slogans of the nationalists. This man is still a great power, but he is inclined to see his power significantly different. In his eyes, power becomes not just the personal affair of the tsar (Kaiser, Sultan, Secretary General, President), who did not live up to the expectations and was taken over by small nations, but the business of the whole nation-state. We ourselves with a mustache. Take the fate in their hands. And who is against - that will not find it. ”
The history of Mr. Travin contains two fundamentally important points. First, the primary nationalism of the “small nations” is defined (I take this concept in quotation marks, since everything is relative), and second, the reciprocal nationalism of the nation-forming nation is designated - in our case, they are Russian.
Then on the scene ... the Fuhrer appears!

Anyone familiar with the history will confirm: Hitler's appearance was not a product of the collapse of the Austro-Hungarian Empire, but a direct result of the robber Versailles system, which put Berlin (not Vienna) in unbearable political and economic conditions. The greed and ruthlessness of the victors in the First World War put the Germans on the brink of survival. Here are the roots of what happened next.
Frightening the reader with Hitler and the Young Turks, Mr. Travin immediately reassures the reader: “Nationalism does not necessarily turn into riots. This can be avoided. But the fact that a simple person at some point ceases to feel like a cog in a large imperial machine (which the ruler rules) and begins to feel like a screwdriver of a large national community (who takes her destiny into her own hands) is inevitable. This is something like a law governing the fate of empires. ”
In other words, one cannot escape from the inevitable ... Yes, Mr. Travin acknowledges, “there is nothing abusive in the word“ empire ”- it is just a form of state organization, a form of existence of large spaces, which is optimal for past eras. However, time passes, and the old forms become impractical. How, say, impractical now horse carriages, manuscripts and knight armor, so necessary in the past. "
And then it is further formulated for the sake of what this article was written. Read and draw conclusions. It is said very frankly, without reserve: “The imperial consciousness of Russians is living out their last years. We are waiting for a difficult era of growing nationalism. Zhirinovsky felt it and, most likely, will begin to score points by playing the national card. Even earlier, Navalny felt this - as a young man, who did not grow drunk and did not manage to break away from the masses.
In the Kremlin, there must be people who understand what is happening and convince the president to personally lead the nationalist movement before it gets out of control. However, it is much more difficult for the Kremlin to make such a radical political turn than for Zhirinovsky. ”
In other words, decay is inevitable. The nationalism of the “small nations” and the nationalism of the people forming the state will inevitably smash the country to shreds. So, you need to bring to life the new Hitler (which was discussed above).
HOMECOMING
Meanwhile, all the constructions of Mr. Travin and others like him are built on the wrong message. Empire, the imperial consciousness is not outlived.
Immediately make a reservation: empires are of two types - Anglo-Saxon, which mercilessly exploit their colonies, and the Byzantine type, which develop their lands, allowing all peoples to preserve and enhance their identity. A similar division existed in the East.
As an example: Afgan during the Soviet presence, and he is under the occupation of the United States and its allies. In the first case, investing huge amounts of money in the complex development of the country, which is now called by the local people themselves the “golden age of Afghanistan”, in the second - only the military presence, and complete degradation.
For centuries, we have accumulated a unique experience of the Russian Empire and the Soviet Union. And now we clearly understand that the test of time has passed from it and should be claimed, and that - left to historians and lovers of antiquity.
By becoming an empire in its essence, Russia will allow all the peoples inhabiting it, not only to maintain the balance of their interests, but to accumulate and direct forces for the sake of a single Idea.
The bloody twentieth century, which cost Russia tremendous losses, but did not break it, did not allow it to go into historical non-existence, gives us a clear understanding: Russia is not the West or the East, but the third, a special civilization that is a bridge between the West and the East.
Any complex biological organism can not exist without the spine. Such, in relation to any established state, is the people who created it. In our case, it is the Russian people. Without it, there would be no Russia. And summing up the Great Victory, Joseph Stalin (regardless of the estimates of his personality) made a famous toast in the Kremlin just for him - “for the great Russian people”. It was said that it is impossible to deny.
And now it is time to bring the letter of the Law into conformity with the real state of affairs. Incidentally, this was said in 2012 by the speaker of the Chechen parliament Dukuvakha Abdurakhmanov: “... If we add to the Constitution a line that the Russians are a state-forming nation, then no one will be injured. We, as a subject having the right of legislative initiative in the State Duma and the Federation Council, are ready to come up with such an initiative. There's no problem. Historically, the Russians have such a right. Why not do this. We do not have any national disease. ”
Not being a titular people, such as the Tatars, Bashkirs, Ossetians, and other peoples who gave names to the republics within the Russian Federation, the Russians should be designated as a native people, which is the backbone of our state. Take it away and everything will collapse. And then will not find it to anyone!
At the same time it is necessary to give a clear definition: who are the Russians?
The attempt to interpret the Russians exclusively in the narrow, blood sense pushes us to what Mr. Travin has intelligibly described. This is a road to nowhere, a road to disaster. This is the way to cut off a huge number of people who are Russian in their spirit, in their business and actions, but they can also have slanted eyes and not a Slavic type of person.
And vice versa: how many examples do we have when thoroughbred hare turned out to be traitors and Judas! Gorbachev and Yeltsin, who destroyed the Soviet Union, were Russians - which did not prevent them, however, from destroying the hands of their ancestors.
For us, Russians are the Great Russia, the Triune people (Great Russians, Little Russians, and Belarusians), as well as all who consider themselves Russians. This was struck about it at the height of the Great War with a line of the anthem, when the fate of not only the country, but also of our entire civilization was decided: "... Great Russia rallied forever."
Only in this way, by combining the "soil" and "blood", as well as taking all the best that was in the Russian Empire, the Soviet Union and the current Eh-EF, we can find ourselves and not allow us to be dragged into a frontal conflict of civilizations - the West and the East which is gaining momentum.

Speaking at the opening of the XVII World Russian National Council at the end of October 2013, Patriarch Kirill of Moscow and All Russia stated that the riots in Biryulyovo occurred because of the deafness of those in power to the demands of the people and unwillingness to seek joint solutions to the problems of excessive migration and related of crime.
“If the position of the Russian majority will continue to be ignored, only the destroyers of Russia, provocateurs on both sides, who do not leave attempts to push ethnic groups and religions with their heads, will remain,” said the head of the Russian Orthodox Church. - We reject the position of those who believe that Russia should be a country only and exclusively for the Russians. But we also will never agree with those who want to see it “Russia without Russians”, deprived of a national and religious face that has lost a sense of solidarity and unity. Such a scenario is fraught with disastrous consequences not only for our state, but also for the whole world. ”
As noted by Patriarch Kirill, at the same time “not a single person belonging to another people of Russia should be limited in their rights, in their abilities”. He is sure that for interethnic consent it is necessary to implement the right of the peoples of our country to ethno-cultural development - “while the state-forming Russian people cannot be excluded from this process”. To achieve this goal, it is necessary that representatives of all ethnic groups are aware of their "belonging to a single society and a single country."
So - it says everything, positions are marked. And on what position each of us takes, our near future depends. Nobody can sit in the trench. Or, as they did before, to emigrate from the country ... away from sin. As the systemic crisis that mankind is experiencing as a whole, encompasses an increasing number of “countries and continents”.
