The war in Chechnya ended quite recently, and Russia cannot allow another uprising. As for the migrants, the Kremlin uses them as a foreign policy tool. And another thing: the Russian population is decreasing, and migrants make it possible to slow down the reduction of the labor force in Russia. Bottom line: the Kremlin can take harsh measures against migrants, but it is not able to completely ban immigration.
